On July 4, 1776, the Thirteen Colonies that were the starting point of our nation adopted the Declaration of Independence, which explained the decision of the Second Continental Congress to approve a resolution of independence from Great Britain.

Event to Bring Financial Info to Western ND School Districts
|
The 63rd Legislative Session brought many changes to the way school districts in western North Dakota receive funding, both through state aid payments and through the Oil and Gas Gross Production Tax (GPT) distribution formula. In order to provide more information on those changes to school district administrators, the NDAOGPC is sponsoring a Western ND School District Funding Info Session to be held Wednesday, July 17, 2013 at the Comfort Inn (1030 E Interstate Ave.) in Bismarck, ND.
The info session will begin at 1:00 pm CDT, and all western area school administrators are invited to attend and learn more about how their school districts can expect to be funded during the 2013-15 biennium. Featured speakers at the event will include a representative from the State Tax Commissioner's Office, who will give an overview of estimated GPT revenue for fiscal years 2014 and 2015, and Dept. of Public Instruction Director of School Finance Jerry C oleman, who will provide an explanation on the changes made by the legislature to the school district funding model. Also prov iding information will be a representative from the State Treasurer's Office who will speak about how GPT revenue will be distributed to school districts in oil producing counties. Rounding out the discussion will be a representative from the State Land Department, who will share on the Energy Impact Grant Program and how school districts impacted by oil and gas development will be able to gain financial assistance with K-12 infrastructure needs and improvements. School administrators will be offered the opportunity to have their questions answered by the group of state officials and hopefully gain an even greater understanding of how their districts will be financed during the biennium. We encourage all school administrators to attend this informational event.

Energy Infrastructure and Impact Office Now Accepting Applications for School Infrastructure Grants
| The Energy Impact Office is now accepting grant applications from North Dakota's public school districts in oil and gas producing counties experiencing direct impacts from oil and gas development. This grant program focuses on K-12 infrastructure needs to assist schools being impacted by that development.
Projects needing one-time funding to address the impacts, such as for developing affordable teacher housing,temporary portable classrooms to aid in dealing with expanding enrollment, impacted professional development training, technology needs, security improvements and other similar projects to address the impacts to school infrastructure are the focus for this grant round. Applications will be accepted through July 16, 2013. The State Land Board has set aside $12.5 million for this grant round.

Uniform County Truck Permit System Changes Underway
|
The Executive Committee of the NDAOGPC voted last week to approve the Uniform County Truck Permit Committee recommendation to change the ton per mile fee to begin at 150,000 pounds instead of 200,000 pounds in the truck permit program for western ND counties. This will cost the ND Association of Oil and Gas Producing Counties $1,600 in software adjustments. The truck permit committee had met in Watford City on May 8, 2013. At this meeting, the group voted to make a recommendation for changes to the current fee schedule as follows:
CHANGES TO THE FEE SCHEDULE
The counties are most concerned with the heavier weight loads, so they chose to concentrate on loads over 150,000 lbs. Currently, the fee schedule requires a ton per mile fee on all loads over 200,000 lbs. The current fee schedule is available by clicking on the link. The change brought by the truck permit committee lowers that ton per mile formula break to apply to all loads over 150,000 lbs., calling it an Xcess Load Permit. In addition, county officials wanted to know well in advance where and when these loads are traveling on their county roads so that they can route them around problem areas, etc. To accomplish this, they recommended some additional parameters to these Xcess Load permits as listed below.
- No self-issue permits will be allowed to be used on loads over 150,000 lbs. (except when part of a rig move permit group).
- Xcess Load E-permits will be required, and must be requested at least 24 business hours before the tentative trip date. (This trip date could be modified if there are circumstances that need to be dealt with before approval can take place).
- When the Xcess Load permit request is submitted, an automatic email will be sent to the county officials as well as the Uniform County Permit office. The county email will list all of the details of the trip including the route. The email will also include 'Approve' and 'Deny' buttons as well as a "Comment" field. If the county has no problem with the trip, they can immediately Approve the trip by clicking the Approve button in the email. This will trigger an approval email that will go out to the permit office and the requestor. The requestor's email will include the approved Permit pdf as an attachment. If the permit is denied, the county will include the reason for denial in the comment field. If acceptable changes are ultimately made to the route, etc., a revised permit will be sent out by the permit office, and if everything looks okay, the updated permit request may be approved by the county, which would generate the approval emails.
- The counties will have up to three business days to respond to the request, giving them some time to check roads or take care of any other issues before responding, but most requests will be handled within a few hours of receiving the request.
As with any type of change, it will take some time to get the updates to the permit system implemented. Permit System Operator Janet Sanford is working with the technical team at DAWA to get the programming scheduled, completed and tested, which may take a couple of months. After this is finished, the Permit System office will send out notifications to the companies that could be affected and, finally, set up and train the counties on the procedure. The NDAOGPC understands that, because of the changes to the truck permit system, some companies may need some time to adjust to the new requirements. After going live with the Xcess e-permit, the Permit System office will allow for a transitional period during which trucking companies will have time to make that adjustment.
WIDE LOAD PILOT CAR REQUIREMENT
An additional change that was approved will require pilot cars in front and back of units that are 14' or wider, according to current State Administrative Rules. In order to do this, the Permit System office will add a pop-up window to the e-permit form when a width dimension of 14' or wider is entered. The pop-up will explain the requirement and ask the requestor to check a checkbox to show that they have read the information. The self-issue permits will have this information printed on the permit as well.

The North Dakota Petroleum Coun cil is again hosting its 5th Annual Bakken Rocks CookFest this year on July 16 in Powers Lake and July 18 in Parshall. CookFest is a community outreach event that is held in two communities impacted by oil and gas development and is an opportunity for the industry to give back while residents learn more about the industry and the companies operating in their area. CookFest includes a Bakken Basics Education session from 2:30 pm to 4:30 pm and live entertainment and BBQ served by industry CookTeams begins at 5:00 pm (CDT). Powers Lake High School and Parshall High School will serve as the venues for each event. July 17, 2013The NDAOGPC is sponsoring a Western ND School District Funding Info Session to be held Wednesday, July 17, 2013 at the Comfort Inn ( 1030 E Interstate Ave.) in Bismarck, ND. July 18, 2013The Vision West ND Consortium will hold its July meeting July 18 at the Reservation Telephone Co-op building located at 24 N Main St. in Parshall, ND from 10 am to 3 pm CDT. Those attending are welcome to join in the fun and feasting of the Bakken Rocks CookFest following the meeting. Also on July 18 is the July NDAOGPC Executive Committee meeting. That meeting will take place at Parshall City Hall, located at 23 N Main St., from 3 pm to 5 pm CDT. September 16-18, 2013The ND Petroleum Council will hold its annual meeting September 16-18, 2013 in Grand Forks, ND. The meeting will be held in the Alerus Center. Registration is set to open Tuesday, June 25. More information can be found by visiting the ND Petroleum Council website at www.ndoil.org.
September 26, 2013 Be sure to mark your calendars for the NDAOGPC 2013 Annual Meeting set for Thursday, September 26, 2013 at the Ramada Grand Dakota in Dickinson, ND. May 20-22, 2014 The 22nd Annual Williston Basin Petroleum Conference will be held May 20-22, 2014 at the Bismarck Civic Center in Bismarck, ND. There have already been over 200 hotel rooms reserved for this conference. We recommend booking the hotel rooms that you need now. Conference registration opens on January 29, 2014.
