The North Dakota Association of Oil and Gas Producing Counties (NDAOGPC) is the trusted and unified voice for the betterment of the citizens of North Dakota and the membership of the North Dakota Association of Oil and Gas Producing Counties. Through this newsletter we strive to provide accurate, up-to-date information surrounding the energy activities throughout the North Dakota energy producing counties.
Regional NDDOT Meetings Underway 
SWND Regional Road Meeting
Representatives from each of the SW counties gather to learn more about how state money may be used for county road projects.
Southwestern county commissioners and road superintendents met with state DOT road officials Monday, June 17 at the Stark County shop. Bryon Fuchs, NDDOT, reviewed the changes in House Bill 1358 and how the non-oil counties and the oil counties will receive the distributions. Non-oil counties will divide $120 million and the oil counties will divide $160 million into new or upgrade road projects. Fuchs reminded the group that bridges are also eligible for funding, however routine maintenance is not covered under this allocation. Also, funds not used in the 2013-15 biennium will carry over into the 2015-17 biennium, but the NDDOT would like the contracts signed so that the work is committed and in progress.  These connector roads should be built to national standards and hold up to 105,500 truck traffic. The NDDOT staff is also meeting in other parts of the state. After the final meeting in eastern ND in early July, power point information shared at those meetings will be posted to the NDAOGPC website as reference.

A national group of state legislators, involved with the Energy Council, toured Oxy's field in Dunn County Wednesday to see hydraulic fracking up close. After a brief windy tour of the Bakken Oil Express (BOE) BN Bakken crude oil loading facility west of Dickinson, the group traveled to Medora. It was a two hour wait Wednesday for the line of crude oil trucks to dump their Bakken oil. The BOE manager said they receive from 400-500 trucks a day, 24 hours a day, 7 days a week at this BOE facility. It is the largest one in the region. They load two unit trains at the same time.

On Thursday, June 20, participants had a presentation on local and regional issues brought by the rapid development. NDAOGPC Executive Director Vicky Steiner was one of the speakers along with ND Senate Majority Leader Rich Wardner, Dickinson City Commission President Dennis Johnson, Stark County Road Superintendent Al Heiser, and Dickinson Public Schools' Melanie Kathrein. The national legislators represent Alaska, Colorado, Oklahoma, Louisiana, and New Mexico. The Energy Council meets today and Saturday in the State Capitol's House of Representatives Chambers in Bismarck and will enjoy an additional tour of the Dakota Gasification Company facility north of Beulah, ND.

July 16 and 18, 2013
The North Dakota Petroleum Council is again hosting its 5th Annual Bakken Rocks CookFest this year on July 16 in Powers Lake and July 18 in Parshall. CookFest is a community outreach event that is held in two communities impacted by oil and gas development and is an opportunity for the industry to give back while residents learn more about the industry and the companies operating in their area. CookFest includes a Bakken Basics Education session from 2:30 pm to 4:30 pm and live entertainment and BBQ served by industry CookTeams begins at 5:00 pm (CDT).

September 16-18, 2013
The ND Petroleum Council will hold its annual meeting September 16-18, 2013 in Grand Forks, ND. The meeting will be held in the Alerus Center. Registration is set to open Tuesday, June 25. More information can be found by visiting the ND Petroleum Council website at www.ndoil.org.

NDAOGPC 2013 Annual Meeting set for Thursday, September 26, 2013 at the Ramada Grand Dakota in Dickinson, ND.

May 20-22, 2014 
The 22nd Annual Williston Basin Petroleum Conference will be held May 20-22, 2014 at the Bismarck Civic Center in Bismarck, ND. There have already been over 200 hotel rooms reserved for this conference. We recommend booking the hotel rooms that you need now. Conference registration opens on January 29, 2014.
