With the New Year comes a new format for the AGC Legislative Reports. As always, we encourage your comments and suggestions for new features, or to report broken links.

The 2015 Session of the Maryland General Assembly convenes at Noon today and new legislators will be sworn in.

Governor-elect Hogan will become the new Governor of Maryland on January 21, 2015.

Status of AGC's Legislative Website Information Links & Documents
 
New links have been added and old links updated to connect to the new files. However, some documents and features will take some time to update as the required information will not be available until sometime in the afternoon on Wednesday, January 14, 2015.

The AGC system to email members of the Maryland General Assembly is currently off-line until the new email addresses are published. We will compile the new information and upload it to the system as quickly as possible.

We anticipate that the membership of the various committees will change (see Maryland General Assembly below) and this will delay finalizing the documents and email system where committees are involved.
Maryland General Assembly (MGA)

 

The early days of any election cycle bring the normal amount of confusion as returning legislators often have new office locations. Freshman legislators are just starting to learn the ropes.

Due to redistricting, many returning legislators now represent a different district than was the case over the last four years.

Office and committee assignments frequently change during the first two weeks of the legislative session.

Further, some legislators elected to the 2015 MGA have been appointed to cabinet positions by Governor-elect Hogan:

Delegate Kelly Schulz (R-4) to Secretary of the Maryland Department of Labor, Licensing and Regulation (DLLR).

Senator Joseph Getty (R-5) to Policy and Legislative Director (the same position he held under former Governor Robert Ehrlich). Robin Bartlett Frazier, a former Carroll County Commissioner has been nominated  to replace Senator Getty.

Senator Christopher Shank (R-2) Senate Minority Whip, has been appointed to a position as Executive Director of the the Governor's Office of Crime Control and Prevention (GOCCP).

Governor Martin O'Malley appointed Delegate Kathy Vitale (R-33)  as a Maryland Circuit Court judge.

House Minority Leader Nic Kipke and Minority Whip Kathy Szeliga will continue in those roles.
Maryland General Assembly (MGA) Website Outage to Update Content for 2015 Session

 

On Wednesday, January 14th, after the Senate and House floor sessions (around 2 P.M.), the MGA website will be unavailable as it will be updated with the newly sworn-in members. It is anticipated to be back online by 3 P.M. 
Pre-Filed Gun and Hunting Bills
 
Five gun bills and two hunting bills were pre-filed in 2014 and are currently listed under the topics "guns" and "hunting" on the Maryland General Assembly website. All of the bills are currently under review by the AGC.

The gun bills were filed by Delegate Kelly Schulz (D-4) who was recently appointed to a cabinet position. Whether or not another Delegate will step up to sponsor these bills remains to be seen. If no Delegate "adopts" the bills, they are likely to die.

Planning is underway for the traditional Second Amendment rally and lobbying day in Annapolis.

Location:  Lawyers Mall in Annapolis 

Please set the date aside and plan to join us in Annapolis in support of the Second Amendment.

ATF Issues New Regulations on Machining Lower Receivers

 

The question of when completing a stripped lower receiver becomes "manufacturing" has been addressed by the ATF. The recent surge in the practice of finishing a blank receiver casting or forgings has resulted in a response from the ATF placing additional restrictions on this activity.
