Lawsuit Filed Against MSP for Compromise of Private Personal Data
Following AGC's disclosure that the Maryland State Police (MSP) had shared, and were sharing sensitive, private personal gun purchase applicant data with at least 5 other state agencies, the public still has no assurances that further security breaches will not be revealed.
This Association, together with MLFDA, MSRPA, and MSI filed a lawsuit today in the Circuit Court for Anne Arundel County, seeking a temporary restraining order, preliminary and permanent relief and declaratory judgment on behalf of Maryland's law abiding gun owners. The lawsuit names Colonel Marcus L. Brown in his capacity as the Secretary of the Department of State Police and Superintendant of the Maryland State Police as well as the State of Maryland.

NOTE: The subject of this hearing is limited to the regulations required to be promulgated by the Department of State Police pursuant to the provisions of Senate Bill 281, Chapter 247 of the Acts of 2013 and the conformance of the regulations to the enacted law. For those who wish to testify, the sign-in sheet will be available at 11:00 A.M. For written testimony, 25 copies should be sent to the AELR committee by Friday, September 20th, or brought to the Department of Legislative Services Building, Room 110, by 11:00 A.M. on the date of the hearing. One and a half hours each will be allotted for proponents and opponents of the regulations.
Sign-up sheets will be located in the lobby immediately outside the Joint Committee Hearing Room in the Legislative Services Building.

COMAR: What is the difference between a regulation and a statute?
The Legislature enacts statutes.
Administrative agencies adopt, amend and repeal regulations under the authority granted to them by statutes. Unless the Legislature has created an exemption, agencies must follow the procedures in the Administrative Procedure Act when adopting, amending or repealing regulations.

"Comment on COMAR" New AGC Email System
In anticipation of the AELR Committee hearing and the 30 day public comment period on the proposed SB 281 COMAR regulations, the AGC developed a new email system "Comment on COMAR" which was specifically designed for public comment on the proposed SB 281 COMAR regulations.
Please keep in mind that your comments must be limited to the proposed COMAR regulations as written. Do not waste time on SB 281 as that is no longer up for debate.
Feel free to email us with any problems you find in the proposed COMAR (not just you don't like it) based upon the provisions in SB 281 or suggestions for revisions to the proposed COMAR regulations to make them more fair to law abiding gun owners. Click here to submit suggestions.

Beretta USA Donates 92FS Pistol To Take Back Maryland PAC
Take Back Maryland, the state's premier 2nd Amendment Political Action Committee announced that Beretta USA has donated a 9mm Model 92FS pistol with 2 standard 15 round magazines. A drawing will be held in the near future and the pistol will be awarded to the winner. All persons who have joined the Take Back Maryland PAC are eligible. (Winner must be a Maryland resident and legally eligible to receive the pistol - no cash equivalent) (Magazine transfer will take place legally outside of Maryland per SB 281) Details to follow.
