DCAB is pleased to announce their annual Disability Access Conference to be held on May 3, 2016 at the Ala Moana Hotel in Honolulu, Hawaii. This all-day, multi-track conference will feature speakers from the U.S. Access Board, Hawaii State Department of Transportation, Department of Land and Natural Resources and DCAB. New DCAB Board Member Bill Bow
DCAB welcomes Bill Bow, P.E., President and Principal Engineer at Bow Engineering & Development, Inc. as their newest Board Member. Mr. Bow will also serve on DCAB's Standing Committee on Facility Access.

DOJ/DOT Joint Technical Assistance on Providing Curb Ramps
On December 1, 2015 the U.S. Department of Justice (DOJ) and the Federal Highway Administration (DOT) issued a "Questions and Answers: Supplement to the 2013 DOJ/DOT Joint Technical Assistance on the Title II of the Americans with Disabilities Act Requirements to Provide Curb Ramps when Streets, Roads, or Highways are Altered through Resurfacing." This document is a supplement to their Joint Technical Assistance on Requirements to Provide Curb Ramps that was released on July 8, 2013 (http://www.ada.gov/doj-fhwa-ta.htm). The December Q&A Supplement should be read in conjunction with the July 8, 2013 document and the Glossary of Terms (http://www.ada.gov/doj-fhwa-ta-glossary.htm) also issued on July 8, 2013.

Effective immediately, DCAB will no longer accept journal vouchers as a form of payment for it's document review fee. Interpretive Opinion 2011-08 was rescinded on November 20, 2015. Docket 2015-02: Employee Work Areas Employee work areas at a minimum must provide a route to the work area that complies with ADAAG 403 and the door must comply with ADAAG 404. In addition, a 30" x 48" wheelchair clear floor space that overlaps the door threshold to the work area must be provided to comply with ADAAG 203.9 for approach, enter and exit. Where the 30" x 48" wheelchair floor space is not fully contained within the work area the door shall not have a door closer unless required by the building code.

Docket 2015-03: Pedestrian Access Routes (PROW) Where pedestrian access routes are contained within a public right-of-way, the grade of the pedestrian route shall not exceed 5% unless it is necessary due to the general grade of the adjacent street or highway. Where the grade of the pedestrian access route exceeds 5%, the grade of the pedestrian access route shall not exceed the general grade established for the adjacent street or highway. The cross slope of pedestrian access routes contained within a public right-of-way shall not exceed 2% maximum.
Advisory: The grade of the pedestrian access route is measured parallel to the direction of pedestrian travel. The cross slope of the pedestrian access route is measured perpendicular to the direction of pedestrian travel.

Docket 2015-04: Door Thresholds Where a threshold that must comply with both a) ADAAG section 303 and b) is required to meet a State or county department/agency's requirement for a hurricane rated assembly, does not exist, the final decision to install a threshold that does not comply with ADAAG 303 rests with the department/agency overseeing the project.
Advisory: Title II regulations of the Americans with Disabilities Act requires State and local government entities to ensure that "no qualified individual with a disability shall, because a public entity's facilities are inaccessible to or unusable by individuals with disabilities, be excluded from participation in, or be denied the benefit of the services, programs, or activities of a public entity, or be subjected to discrimination by any public entity."
