Carnival Corporation:
This past July, the U.S. Department of Justice reached a settlement agreement to improve access to cruise ships.  The settlement agreement with Carnival Corporation will require Carnival Cruise Line, Holland America Line and Princess Cruise brands to begin implementing accessibility standards and policies on cruises that embark and disembark from U.S. waters or its territories. Carnival has agreed to provide 3% accessible cabins on 49 ships in three levels of accessibility (ambulatory accessible cabins, fully-accessible-single side approach to bed and fully accessible cabins). Yakima County, Washington and Merced County, California: 
The U.S. Department of Justice under its 'Project Civic Access' reached a settlement with both Yakima County, Washington and Merced County, California to improve access for persons with disabilities to all aspects of civic life.  These improvements include maintaining accessible features, making necessary modifications to sidewalks, curb ramps, and accessible routes as well as modifications to entrances, toilet rooms, and parking.  In addition, they will provide auxiliary aids and services to ensure effective communication for persons who are deaf or hard of hearing or who are blind or have low vision.

FAQ: What is 'Project Civic Access'?   
 
 

To help ensure that everyone has access to civic life, which is a fundamental part of American society, the U.S. Department of Justice (DOJ) reviews local and state governments to ensure their activities throughout city
government are accessible to individuals with disabilities.  This includes providing access to such facilities as municipal courthouses, police and fire stations, parking garages, museums, parks and recreation centers. To date the DOJ has reached 215 settlement agreements with localities in all 50 states, the District of Columbia and Puerto Rico.

Has there been any settlements reached with counties in the State of Hawaii?
Yes, the DOJ has reached settlement agreements with both the County of Kauai in 2001 (http://www.ada.gov/kauaihi.htm) and the County of Maui in 2005 (http://www.ada.gov/mauisa.htm).

While implementing HRS 103-50 is the number one priority of DCAB's Facility Access Unit (FAU), we also provide technical assistance and advocacy on issues/projects, master plans, and proposed rules or laws to help improve accessibility.  For a comprehensive look at what the FAU accomplished in fiscal year 2014-2015, see our HRS 103-50 Annual Report on DCAB's homepage at: http://health.hawaii.gov/dcab.  
 
In addition to what is included in the Annual Report, DCAB:
  • Reviewed and provided comment to the Department of Land and Natural Resources on their Hā'ena State Park Master Plan.
  • Reviewed and provided comment to the Department of Hawaiian Home Lands on their Waiohuli Community Center Master Plan.
  • Provided comments to the International Code Council (ICC) on their proposed changes to ANSI A117.1.  ICC is considering guidelines for accessible electric vehicle parking and charging stations and requested a copy of DCAB's Interpretive Opinion as part of their research.
  • Met with the City and County of Honolulu's Department of Transportation Services to assist in the planning and designation of on-street accessible parking along/near King Street in conjunction with the implementation of the King Street bike lane.
