DCAB 2014-02: How is the size of an intermediate landing at a ramp's change of direction determined to comply with ADAAG section 405.7.4?Ramps that have a change in direction at intermediate landings shall have a clear landing 60 inches (1525 mm) by 60 inches (1525 mm) minimum. Where handrails are provided the clear width shall be 60 inches (1525 mm) by 60 inches (1525 mm) minimum exclusive of handrails. [Ruling: 06/20/14] (Auth and Imp: HRS §103-50) DCAB 2014-03: Where glazed openings are provided in accessible rooms or spaces, but where the openings are not for operation by occupants, is one opening still required to be accessible? Are windows in public and common use areas that have operable parts intended for use only by service and maintenance personnel, exempt from complying with 229.1 per 205.1, Exception 1? Windows in public and common use areas that have operating mechanisms intended for use only by service or maintenance personnel are not required to comply with ADAAG 229.1 per ADAAG 205.1, Exception 1, which exempts operable parts that are intended for use only by service or maintenance personnel from having to comply with 309. Advisory:Windows in public and common use areas that are operated by occupants or employees, including but not limited to librarians, teachers, health care staff, etc., do not meet the exception in ADAAG 205.1, Exception 1. Guide to ABA Outdoor Developed Areas Accessibility Guidelines Available
The U.S. Access Board has issued a guide to their new accessibility guidelines for federal outdoor recreation facilities covered by the Architectural Barriers Act (ABA) Accessibility Guidelines. The guide discusses the new scoping and technical provisions for trails, camping facilities, picnic facilities viewing areas and beach access when newly built or altered. The guide also provides helpful illustrations as part of the discussion and review of the accessibility requirements. When are stairs required to comply with the ADA Accessibility Guidelines?
Stairs are not considered an accessible route. However, the 2010 ADA Standards include scoping and technical provisions for stairs that are part of a required 'means of egress' so that more people can use the stairs in an emergency. The 2010 ADA Standards require:
210.1 General. Interior and exterior stairs that are part of a means of egress shall comply with 504.
EXCEPTIONS:
- In detention and correctional facilities, stairs that are not located in public areas shall not be required to comply with 504.
- In alterations, stairs between levels that are connected by an accessible route shall not be required to comply with 504, except that handrails complying with 505 shall be provided when the stairs are altered.
- In assembly areas, aisle stairs shall not be required to comply with 504.
- Stairs that connect play components shall not be required to comply with 504.
