2014 Public Rights-of-Way &
Transit-Oriented Design Training Held on April 16th at the Ala Moana Hotel!
The Disability and Communication Access Board (DCAB) would like to thank all the attendees who came to this year's training. There were 110 attendees this year, and we would like to thank all of you for taking time from your busy schedules to attend.
DCAB would also like to thank our speaker for the day, Melissa Anderson of the U.S. Access Board. She presented the Proposed Public Rights-of-Way Accessibility Guidelines as well as the accessibility guidelines for Transportation Facilities and gave a presentation on Transit-Oriented Design. Thank you also to our keynote speaker, Harrison Rue of the City and County of Honolulu, who took time out of his busy schedule to present the City and County of Honolulu's Transit-Oriented-Design Plans.
We appreciate the time it took our speakers to prepare their presentations and handouts. Their presentations were very informative and brought about a lot of questions and discussion during the presentations.

DCAB is pleased to introduce Rodney Kanno as our newest Facility Access Specialist. Rodney joined DCAB on May 1st and will start training on document reviews. Rodney comes to DCAB with a background in architecture and has worked on various commercial projects in the private sector.

New Interpretive Opinion on Handrails
DCAB has just issued a new Interpretive Opinion that helps define the sides of handrails. The Interpretive Opinion applies to all projects covered by HRS §103-50 effective March 20, 2014.
Interpretive Opinion DCAB 2014-01 ADAAG Section 505 Handrails
The gripping surface along sides of handrails with circular and non-circular cross sections may be defined as the subdivided cross section quadrants that are not the top or bottom of the handrail section. Where handrails of a non-circular irregular cross section design are used, the limits of a gripping surface shall comply with Figure 505.7.2.

U.S. Access Board Launches Online Guidelines to the ADA and ABA Standards
 The U.S. Access Board has launched new online guides on the Americans with Disabilities Act (ADA) Accessibility Standards and the Architectural Barriers Act (ABA) Accessibility Standards. These web-based materials feature illustrated technical guides that explain and clarify requirements of the ADA and ABA standards, answer common questions, and offer best practice recommendations. It also includes a series of animations on various subjects covered by the standards.
Currently the initial installment of the guide covers the first three chapters of the standards:
- Chapter 1: Application and Use of the Standards
- Chapter 2: Scoping in New Construction, Alterations and Additions
- Chapter 3: Basic "Building Block" Technical Provisions
