2012 Accessible Recreation Facilities Seminar

The Disability and Communication Access Board (DCAB) would like to thank Mr. Bill Botten of the U.S. Access Board for presenting a 2-day series of seminars on Accessible Recreation Facilities on September 24th and 25th, 2012 at the Neal S. Blaisdell Exhibition Hall. Bill's extensive knowledge and expertise on such topics as play areas, sport facilities and outdoor developed areas provided attendees with a wealth of information we hope everyone will use and apply to their projects. We'd like to especially thank the U.S. Access Board for providing copies of the 2004 ADAAG to all our attendees!!

DCAB Plan Review Fee $$
DCAB will start charging a plan review fee
on January 1, 2013
The plan review fee only applies to projects covered under Section 103-50, Hawaii Revised Statutes (HRS §103-50). All state and county projects are covered under HRS §103-50. Most federal and private projects are not covered under HRS §103-50.
The plan review fee for plans and specifications received on or after January 1, 2013 is four-tenths of one percent (0.4%) for the first $500,000 of the estimated construction cost plus two-tenths of one percent (0.2%) of the estimated construction costs greater than $500,000 up to and including $2,000,000 plus two one-hundredths of one percent (0.02%) of the estimated construction costs over $2,000,000 except as follows:
- The minimum review fee for plans and specifications subject to accessibility guidelines is $200;
- DCAB may limit the maximum review fee for plans and specifications for infrastructure projects or projects managed by private nonprofit entities to $3,000; and
- There is a $50 review fee for projects with plans and specifications that do not reflect any elements subject to accessibility guidelines.

New Interpretive Opinion on Security Barriers
DCAB has just issued a new interpretive opinion covering security barriers. The interpretive opinion applies to all projects covered by HRS §103-50. In September 2012, the Standing Committee on Facility Access ruled on one (1) interpretive opinion.
ADAAG Section 206.5 and 404 Doors, Doorways and Gates
Security barriers that are locked in the open position during a facility's hours of operation and locked in the closed position when the facility is closed are not required to comply with ADAAG 206.5 and 404.
