York County Flood Map Changes -

90 Day Appeal Period Fast Approaching

York County's new flood maps are projected to take effect in 2015. Prior to the new maps taking effect, FEMA is required by law to provide a 90-day appeal period in case communities and individuals have credible engineering data that is better/more accurate than the best available data that was obtained to do the studies. Sometimes this means local site surveys FEMA did not have before, other times it is better bridge/culvert data, and sometimes it is a HEC-RAS model that shows the model to be missing information.
  
The appeal period is scheduled to go from early August through early November. Appeals must be provided to FEMA within that window. An official letter will be going out to communities regarding the official start date of the appeals period.

2015-2019 Consolidated Plan
Three Year Funding Plan 2015-2017

The York County Planning Commission staff is in the process of preparing the County's 2015-2019 Consolidated Plan for the Community Development Block Grant (CDBG), Home Investment Partnership (HOME) and Emergency Solutions Grant (ESG) programs. The Consolidated Plan will identify housing and community development needs.

 

In addition, the staff has been preparing a proposed 2015, 2016, 2017 Three Year Project Plan for the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) programs.  The project plan lists the CDBG and ESG grant amounts that the County anticipates receiving in each year.  Proposed activities to be undertaken by townships and boroughs, local non-profit agencies, and County departments in each year are listed.  The types of projects include municipal and county planning, assistance for homeowners and first time homebuyers, municipal public works, non-profit housing and community facilities, non-profit services for low and moderate income persons, emergency shelters for the homeless, and rental assistance to help low income families avoid homelessness.  The activities proposed in the Three Year Project Plan are included in each year's Annual Action Plan, starting with the 2015 Annual Action Plan.

 

All citizens of York County, public service agencies, municipalities, elected officials, representatives of surrounding communities, housing agencies, shelter representatives, and homeless and/or previously homeless people are invited, and urged, to attend a PUBLIC MEETING Thursday, August 21 at 6:00 PM at the County's 911 Center, 120 Davies Drive, York, PA 17402. Commuting between York and Lancaster?

Rabbittransit and the Red Rose Transit Authority are working together to plan a better transit connection between York and Lancaster. We need your help to decide when, where, and how the connection should work!

Go to www.BusSurvey.com to fill out a short survey about your commute. The survey is anonymous and will ask you about:

  •  Where you need the bus to go so it's easy to get to work
  •  When you need the bus to run so you can make it to work on time
  •  Your feelings about an express bus service in the future
  •  A possible connection to the Lancaster Amtrak station

The survey will run from July 30 through August 30 and is open to residents in York and Lancaster counties.
