2013 Detailed State and County

Population Estimates

Growth Trends Fact Sheet
 
As happens annually in June, the US Census Bureau recently released the 2013 detailed state and county population estimates. Data includes estimates regarding age, race, and Hispanic origin. This is the third set of estimates to be released by the US Census Bureau since the 2010 Census. Attention Cross-River Commuters
York and Lancaster Transit Connection
 
The York County Planning Commission is working with rabbittransit and Red Rose Transit to develop a better transit connection between York and Lancaster. To do that, we will need the input of people who live in one community and work across the river in the other. If you or someone you know is a cross-river commuter, be on the lookout for a link to an online survey coming in August. The survey will ask about home and work locations and your feelings about transit. It will be anonymous and open to all residents of York and Lancaster counties.
Temporary Bridge Closure
Bishop Bridge

Cumberland County and York County co-own Bishop Bridge on Bishop Road in Monaghan and Upper Allen Townships. Both counties agreed to temporarily close the bridge on June 26, 2014 as recent inspection revealed over $500,000 worth of repairs that need to be completed. During the temporary closure, Cumberland County and York County will be working with Monaghan Township, Upper Allen Township, residents and other stakeholders to discuss long term plans for the bridge.
NOTICE
 Proposal for Audit Services

The York County Planning Commission is seeking proposals for general auditing services and single audit services for a one-year period beginning January 1, 2015 with possible reappointment for four additional one year terms. The first financial audit to be conducted will be for the year ending December 31, 2014. 

 

A description of the Planning Commission's policy on professional auditing services is available by contacting the Planning Commission office at (717) 771-9870 or by accessing the Commission's website at www.ycpc.org under "Latest News".

 

Sealed proposals should be submitted to Felicia S. Dell, Director, York County Planning Commission, 28 East Market Street, 3rd Floor, York, PA 17401. Proposals must be received no later than 4:00 p.m., August 1, 2014.

 York County Hazard Mitigation Plan
Now Accepting Comments and Recommendations

The York County Planning Commission, as part of the annual evaluation of the York County Hazard Mitigation Plan, will be accepting comments and recommendations on the Plan from June 24, 2014 through July 18, 2014. The Plan can be viewed at the offices of the York County Planning Commission, located on the 3rd floor of the Public Administration Building at 28 East Market Street, York, PA 17401 or viewed on YCPC's website. Written comments should be sent to the address above c/o Roy Livergood, Senior Planner or can be emailed to [email protected]. Public comment will also be taken at the July 28, 2014 meeting of the York County Planning Commission. The meeting will be held in Meeting Room #1 at the York County Departments Building (Pleasant Acres Complex) located at 118 Pleasant Acres Road, York, PA 17402 and is scheduled to start at 7:00 p.m. 

 

Regional Chesapeake Bay Pollution Reduction Plan
for MS4 Municipalities

We have reached an important milestone in the development of the Regional Chesapeake Bay Pollutant Reduction Plan (CBPRP) -- Completion of the  Draft Plan.  Participating municipalities must now decide whether they will opt-in to or, opt-out of, the Plan. 

 

MS4 municipalities that opt-in will meet their MS4 Permit requirement through this Regional CBPRP. However, MS4 municipalities that opt-out will have to prepare/submit an individual municipal CBPRP.  The Governing Body of each participating municipality must adopt a Resolution indicating their official decision to either opt-in to or, opt-out of, the Regional CBPRP.   PA DEP has established a deadline of August 31, 2014, for municipalities to make this decision.

 

Feasibility Study for a County Stormwater Authority

York County has made some significant strides in the area of stormwater management over the last several years. To help us further our efforts, a Study Committee has been formed that will select and work with a consultant to determine the feasibility of creating a County Stormwater Authority. The goal of the Feasbility Study is to identify and evaluate the issues, and make a recommendation to the York County Board of Commissioners on whether or not the County should pursue the creation of a Stormwater Authority. This effort is being generously funded through a grant from the Codorus Endowment of the York County Community Foundation. This effort is expected to commence sometime in August.

York County Historic Preservation Plan

The YCPC has begun a new planning initiative to develop the County's first Historic Preservation Plan. This Plan's purpose is to identify, protect and promote York County's historic and cultural resources; to provide guidance for decision making about resource prevention/conservation; and to meet the requirements of the PA Municipalities Planning Code. The YCPC is developing the Plan in-house, with the cooperation and feedback from a Steering Committee.

The YCPC looks forward to working with the Steering Committee to develop a Plan that values the County's sense of place. By concentrating on historic preservation's contribution to the economic and social well-being of the communities, better communities can be built upon and long-term sustainability can be enhanced through rehabilitation and reuse. The Plan will pay attention to scale by highlighting resources that are locally, regionally and nationally significant, all with a focus not on bringing back the past but rather integrating it into the present. Much emphasis will be on education and involvement - getting the community members to know about and to care about our historic and cultural resources.

The Steering Committee met for the first time on July 2, 2014. The kick-off meeting provided an opportunity for YCPC staff to meet the full Steering Committee and to share the goals and objectives of the Plan as well as the timeline moving forward. The wealth of knowledge from the Steering Committee represents academia, architecture, local historians, historic site managers, municipalities, statewide historic preservation experts and County residents. The YCPC is looking forward to working with the Steering Committee on this exciting project. 

Housing and Community Development
Community Development Block Grant Program (CDBG)

 

Applications from municipalities, not for profit organizations, and County departments requesting CDBG program funding in 2015, 2016, and 2017, were received by the Community Development Department by June 6th. 72 public facilities/infrastructure, 9 planning, and 5 public service applications are currently under review by a YCPC interdepartmental team, who are conducting site visits throughout the County. Completion of funding recommendations is anticipated by August, with completion of a 3 year project plan by September.

 

Emergency Solutions Grant Program (ESG)

 

Applications from homeless providers in York County requesting ESG funding in 2015, 2016, and 2017, were received by the Community Development department by June 6th. 5 emergency shelter operating, 2 homeless prevention, and one rapid re-housing grant application were submitted. Currently, CD staff are reviewing the applications for completeness and the York City and County Continuum of Care (CoC) Review and Ranking Committee will be conducting a review of the applications and preparing funding recommendations for the full CoC to consider in July. The CoC recommendations will be incorporated into the 3 year project plan.

 

HOME Investment Partnership Program Funding Availability

  

The affordable housing development program is funded in part by the U.S. Department of Housing and Urban Development (HUD). The program provides funds for the construction and rehabilitation of rental housing as well as homeownership opportunities for low to moderate income households throughout the County.

The York County Planning Commission, representing the County, will be accepting applications for funding through September 15, 2014. Effective July 14, 2014 applications will be available at the Planning Commission office 28 E. Market Street York. We will also be providing an electronic application on our website.
