NEW CONSTRUCTION CODES

The beginning of a new calendar year brings with it new standards affecting the construction industry. Every three years the State of California Building Standards Commission adopts model codes which are the basis for the California Building Standards Code (CBSC). The new codes are a compilation of building criteria from several origins, includingbuilding standards contained in national model codes as well as standards authorized by the California legislature to address particular California concerns not covered by the model codes.

 

The most recent adopted codes that became effective January 1, 2014 are the following:

 

2013 California Building Code

2013 California Residential Code

2013 California Plumbing Code

2013 California Electrical Code

2013 California Mechanical Code

2013 California Green Building Standards Code

 

On December 4th Escondido City Council approved Ordinance 2013-11 amending the City's Municipal Code to reflect the new code adoption with our local amendments. The new ordinance and code adoption has been simplified to remove previously adopted amendments and to impose minimal changes to Escondido residents and their contractors. The new code adoption allows the Building Division to enforce the most recent state standards. The effective date for the 2013 Building Energy Efficiency Standards has been deferred by the State until July 1, 2014, to allow additional time for the development testing and training in the use of new software tools to be used in demonstrating compliance with the new standards.

 

At the same meeting, the City Council also adopted the 2013 California Fire Code, the current version of the County of San Diego Consolidated Fire Code, and local amendments to the Escondido Municipal Code.  As there have not been any major fire related incidents or issues since the last Code adoption in 2010, there were no major changes to the Fire Code for this cycle.  All of the local amendments were items that were in the 2010 Fire Code and are being continued to maintain the safety of our City. 

 

The next code update will be at the end of 2016.

ANNUAL RECRUITMENT FOR CITY BOARDS AND COMMISSIONS


The City of Escondido is seeking volunteers to serve on a number of City Boards and Commissions. Interested citizens who would like to apply may file an application with the City Clerk's Office no later than February 13, 2014.

 

Applications are being accepted for: 

  • Building Advisory & Appeals Board
  • Community Services Commission
  • Historic Preservation Commission
  • Library Board of Trustees
  • Personnel Board of Review
  • Planning Commission
  • Public Art Commission
  • Transportation & Community Safety Commission

Meeting times and subject matters are outlined in a Handbook available at the City Clerk's Office or on the City's website. CITY COUNCIL AWARDS

 

Each year at the State of the City meeting, the Escondido City Council recognizes individuals who have made significant contributions to improve the quality of life in Escondido through volunteer service. Nominations now are being solicited for these awards. 

 

If you would like to nominate a deserving person, an award nomination forms may be obtained by calling the City Manager's Office (760-839-4631) or by downloading  a copy from the City's web site:

Categories include: Arts, Business, Community, Education, Public Safety, Historic Preservation, and Youth. 

 

The deadline for nomination is 5:30 p.m. on Monday, January 27, 2014.

SAVE THE DATE - STATE OF THE CITY ADDRESS

Escondido's Annual State of the City Address will be held in the Conference Center of the California Center for the Arts, Escondido on Wednesday, February 26, 2014 beginning with an optional breakfast at 7:30 a.m. followed by the program at 8:30 a.m. The event is co-sponsored by the Escondido Chamber of Commerce.

The optional breakfast is available for $20 per person. To make your reservation for breakfast, please contact the City Manager's Office at 760-839-4631 or visit   http://ow.ly/sxQxI The deadline to reserve breakfast is 5:00 p.m. February 22, 2014. Persons wishing to attend the program may do so at no cost, if they are not eating breakfast.
