CATALINA BOULEVARD EMERGENCY PIPELINE REPLACEMENT PROJECT
Dear Stakeholder,   
     You are subscribed to receive construction updates on the Catalina Boulevard Emergency Pipeline Replacement Project. This project will take place in the Point Loma area on Catalina Boulevard from Tennyson Street to the northeast end of Catalina Boulevard.
HERE'S WHAT'S HAPPENING:
As part of the Capital Improvements Program (CIP) project to replace the water main servicing your community, construction on Catalina Boulevard, from Tennyson Street to the northeast end of Catalina Boulevard, has begun. 
The work for the installation of the new 24" transmission pipeline on Catalina Boulevard between Whittier Street and the northeast end of Catalina Boulevard, at the cul-de-sac, was completed on Wednesday, Sept. 28, 2016. The crews have moved south on Catalina Boulevard and have started work on the segment between Voltaire and Tennyson streets. We anticipate completion of the 24" transmission pipeline installation by late fall 2016.* 
The crews will return to conduct the installation of a new 8" distribution pipeline as well as implement final paving and striping towards the end of the project.
Please see below for traffic detour information on Catalina Boulevard that will be implemented during the installation of the new 24" water main.
  • On Catalina Boulevard between Voltaire and Whittier streets - Installation of the 24" water main has been completed.

  • On Catalina Boulevard between Whittier Street and the northeast end of Catalina Boulevard, at the cul-de-sac - Installation of the 24" water main was completed on Wednesday, Sept. 28, 2016.
    • Closed; only local access will be provided
       
  • On Catalina Boulevard between Voltaire and Tennyson streetsPreliminary work for the installation of the 24" water main started on Thursday, Sept. 29 and it's expected to continue through late fall 2016.
    • Northbound lane - available
    • One southbound lane - unavailable; (lane closure dates to be determined) detour will take southbound traffic east of Voltaire Street, south on San Clemente Street, west on Tennyson Street and back to Catalina Boulevard (see image below for detour).
      • Upcoming Activities:
        • Saw Cutting - On Thursday, Sept. 29 and Friday, Sept. 30 crews will be saw cutting (using a saw to cut concrete) this segment on Catalina Boulevard in preparation for excavation.
        • Excavation - On Monday, Oct. 3, crews will begin excavating this section of Catalina Boulevard in preparation for the installation of the 24" water main.
Thank you for your patience and understanding while work begins on this project. Every provision will be taken to quickly and efficiently complete the work.

WHAT TO EXPECT:
During construction, anticipate temporary inconveniences. Please exercise caution in the work zone and note that: 
  • Speed will be reduced in the construction zone;
  • Safety measures will be implemented to ensure bicyclists and pedestrians will be allowed access throughout construction;
  • Access to homes and emergency vehicles will be maintained at all times;
  • Parking restrictions - "No Parking" signs will be posted 48 hours in advance of work;
  • Cars parked in violation of signs will be towed;
  • Pipe, fittings, equipment and storage containers will be staged on the side streets;
  • Road closures, detours and restricted access will be implemented. Please follow detour signs.
 
CONSTRUCTION SCHEDULE:
Preliminary work began on April 18, 2016. Construction is anticipated to be completed in February 2017.*

 
HOURS AND DAYS OF OPERATION:
Monday through Friday 8:30 a.m. to 4:30 p.m.*
* Schedule and work hours may vary based on traffic impacts.
