Meet City volunteers and staff at open house December 3
The City of Albany will host an open house at Albany City Hall at 5:30 p.m. Monday, December 3, 2012, to recognize the work of the City's various advisory boards, commissions, and committees. The public is invited and encouraged to attend. Ninety-nine individuals serve on 15 panels as advisors to the City Council considering issues that include bicycle and pedestrian safety, land-use planning, historic building preservation, parks and recreation, public safety, library services, human relations, senior services, Albany Municipal Airport, and water and wastewater. Members are appointed by the Mayor and City Councilors. Most of the panels meet monthly year-round. City Manager Wes Hare said the event is an opportunity for Albany residents to meet current members of the boards and commissions, learn about what they do, thank them for their service, and consider applying for appointment to one or more panel that serves an area of their interest. Light refreshments will be provided. No Strings Attached, a local instrumental ensemble, will provide music for the occasion. |

27th Children's Performing Arts Series coming in January
The 27th Children's Performing Arts Series, presented by Albany Parks & Recreation kicks, off January 19, 2013. All performances are free, on the Linn-Benton Community College campus on Saturdays at 10:00 a.m., and open to the public.
All but one performance will be in the LBCC Forum. The African Acrobats will perform in the Activities Center on March 2.

Air National Guard
The Oregon Air National Guard 142nd Fighter Wing dedicated an F-15 Eagle fighter jet to the City of Albany at the Portland air base on November 15, 2012. Mayor Sharon Konopa unveiled the artwork on the nose of the jet. Special guests for the occasion, from left, are Jimmie Lucht, Executive Director of the Albany Visitors Association; Floyd Collins, City Councilor; Bill Coburn, City Councilor; Mayor Konopa; Ray Kopczynski, City Councilor; Patty Louisiana, Veterans Commemoration Association; and Albany high school students Daniel Barnes, Cary Olsen, and Alex Amador.
Louisiana is the organizer of Albany's annual Veterans Day Parade. The students have been working on preparing some decommissioned fighter jets for a static display at Albany Municipal Airport.
Col. Rick Wedan, vice commander at the base, said Albany is the 12th Oregon city to be honored with flying artwork and was chosen because of the Veterans' Day Parade and more than a dozen Air Guard members who live in Albany. The artwork depicts the Train House at Seventh Avenue and Ellsworth Street SW and was rendered by graphic artist Tech. Sgt. Aaron Perkins, public affairs specialist for the Fighter Wing.

Oak, Jackson Street projects wrap up
 Construction work is nearly complete on two major Albany street reconstruction projects.
- Oak Street has been rebuilt between Pacific Boulevard and Queen Avenue. The new street has sidewalks, and underground utilities were replaced under the full length. More than 60 new trees are being planted along the street. A portion of a building was demolished to allow Oak Street to connect to Pacific Boulevard, and new traffic signals have been installed at Pacific and Ninth Avenue. Total cost of the project is about $5 million.
- Jackson Street was rebuilt from the Pacific Boulevard overpass to13th Avenue, and 9th Avenue was rebuilt from Jackson Street to the Pacific Boulevard on-ramp. The pavement on these two streets was in very poor condition due to heavy truck traffic from the surrounding industrial area. Jackson Street was widened to add bike lanes and on-street parking on both sides. Improvements and repairs were made to storm drains, sanitary sewers, and water lines to avoid having to cut the pavement in the future. New curb ramps were installed throughout to improve accessibility for those with mobility limitations.

New booklet helps explain City finances
The City of Albany has created its first Popular Annual Financial Report (PAFR) for the fiscal year that ended June 30, 2012.
The document boils down financial information from the nearly 200-page Comprehensive Annual Financial Report to make it easier to understand for Albany residents and others who don't have a background in public finance. Information is presented in text, charts, graphs, and photos with links to extended information online.
The 20-page full-color booklet includes general information about the Albany community, the City's form of government, financial funds, the annual balance sheet and income statement, an overview of sources of income, property taxes, a five-year revenue history, expenditures, and a summary of the 2011-2012 City budget, financial, investment and risk management policies.
The PAFR will be submitted to the Government Finance Officers Association to receive the Popular Annual Financial Reporting Award. Albany already receives the Distinguished Budget Presentation Award and the Certificate of Achievement for Excellence in Financial Reporting from GFOA. Lake Oswego is the only city in Oregon that currently receives all three awards.
The PAFR will be available online, and physical copies will be available at the Libraries and the Parks & Recreation counter at City Hall.
