Dear Colleagues:
I hope each of you and your families are safe in the wake of Isaac. While most of you have been able to get your schools up and running, my thoughts are with those of you in St. John, LaFourche, Jefferson and Plaquemines who are still repairing damaged roofs, cleaning out flooded classrooms and waiting for power to be restored. I know you have been working through your network leaders butif there's anything that I or anyone on my staff can do to support you and your districts, please don't hesitate to let me know.
I also wanted to thank those of you that offered support to each other during the storm. Most notably, each of these districts loaned buses that were used by the National Guard to support evacuations out of our most impacted areas. Thank you for your willingness to share these resources on such short notice and a particular thanks to East Baton Rouge, Ascension and St. James who offered up significant numbers of buses on Thursday morning to support last minute needs. In addition, all of these northern parishes offered bus resources if we needed them.
As we move from response to recovery, I have been talking to our colleagues at DCFS who are supporting the move of families from large shelters in Alexandria and Shreveport to more local housing options-either hotels or local Red Cross shelters. As we learn about families moving to these shelters, we will connect with you such that you can support the enrollment process for these students in the schools that are most convenient for them. Please look for this communication over the course of the next several days.
Lastly, we've been getting many questions around issues of seat time, accountability and Compass given the storm's impact on schools. We've put together this FAQ that should start to answer some of these questions. We will update this over the course of the next several weeks and share through this newsletter.

Districts Impacted By Type 2 Charter Applications
The state received applications for 26 Type 2 charter schools in the 2012 charter school application cycle. Since Type 2 charter schools may enroll students from any school district, district leaders should be aware of schools that intend to enroll students from their district if approved. Attachment 1 describes the geographic areas from which all proposed Type 2 charter schools would enroll students.
Due to the unique partnership between the state and Jefferson Parish, two Type 2 applicants have selected to convert their application to a Type 1 application for consideration by the Jefferson Parish School Board. It is therefore noted in the attachment that these applicants will not enroll students outside of Jefferson Parish if they are awarded a Type 1 charter.
The state did not receive any applications for virtual charter schools, so students who enroll in a Type 2 charter school in another district will physically travel to that school.

All Districts Must Run a 2012 Charter Application Process
All districts that have not already run a charter school application process during the 2012 calendar year must run a charter application process using the timeline and application promulgated by the state.

Course Choice Program
Please forward to all Principals, Counselors and Teachers.
Applications in response to the Course Choice Requests for Application (RFA) will be accepted through October 12, 2001. So far an array of innovative provider application packages has been submitted from industry, higher education, online education, teachers, and schools. As of Thursday, August 23 LDOE received 27 applications from a variety of potential course providers. Course Choice, established earlier this year by Louisiana's education reform legislation (Act 2), enables students and their parents to choose from a diverse selection of academic and career-oriented courses that will best prepare Louisiana students for success in college and the workplace. Believing students can achieve high expectations for learning -and empowering parents with the tools to ensure their child's success - are core principles of Louisiana Believes, the State's plan for continued improvement. Attached you will find a Course Choice Program Overview.

Expanding High School Choice Program
Due to the closure of numerous state agencies and educational institutions, the application deadline for the Expanding High School Choice Program is being extended to September 7, 2012. The Expanding High School Choice Program provides students with opportunities to successfully transition to post-secondary institutions by earning advanced standing in college through post-secondary credit course offerings. The original application deadline was September 1, 2012.

EXPLORE and PLAN Testing for 2013
Please forward to District Test Coordinators.
The EXPLORE (grade 8) testing window is March 4, 2013 - March 8, 2013. The EXPLORE (grade 9) and PLAN (grade 10) testing will be March 19, 2013.
Do NOT order test materials for any grade before January 7, 2013. On this date, you will be able to access the site to order under the Louisiana Department of Education contract. An e-mail will be sent to you containing a link to complete the ordering process. If you order earlier, your parish will be responsible for payment. The LDOE will provide Pre-ID Labels for your students to ensure accuracy and reduce testing time. More details and key dates regarding 2012-2013 EXPLORE and PLAN testing will be forwarded soon.

2013 NAEP Testing
Please forward to all Parish/City School Superintendents, Charter School Directors, District Test Coordinators, and Principals.
Three hundred and three (303) schools across Louisiana have been selected to participate in the 2013 administration of the National Assessment of Educational Progress (NAEP). NAEP is the largest nationally representative assessment of student intellect and ability across the nation. It is administered by the National Center for Education Statistics (NCES), within the U.S. Department of Education. As part of the 2013 NAEP program, grade 4, 8, or 12 students will participate in mathematics and reading assessments. Each student will be assessed in only one subject. The results from these assessments will be released in The Nation's Report Card.
The NAEP assessment window occurs from January 28 through March 8, 2013; selected parish/city school superintendents, district test coordinators, and principals have been notified of their selection. Schools will receive support to implement all assessments from NAEP-contracted field staff who will conduct the administration.
The NAEP website at www.nationsreportcard.gov offers complete information about the assessment, sample questions, previous results, and other NAEP publications.

Important Date for SIS Upload to EAGLE
Please distribute to all District Test Coordinators.
District Test Coordinators should ask their District Technology Coordinator or Data Person to upload the fall district SIS (Student Information System) file, which will put all new students, teachers, and class assignments into the EAGLE system. All districts are urged to have their SIS file uploaded by September 15. The SIS data that has been uploaded to EAGLE will also be uploaded into the LEAPdata history file, which will update all site codes for students in that system. ACT Webinar for September 12 and 14
Please forward to all School Superintendents, Charter School Leaders, District Test Coordinators, and School Principals
On Wednesday, September 12 from 12:30 p.m. to 1:30 p.m. and Friday, September 14 from 9:00 a.m. to 10:00 a.m. ACT will be hosting two informational webinars for Superintendents, Charter School Leaders, District Test Coordinators, and school principals to provide an overview of the upcoming ACT administration. Webinar topics include an overview of state testing with the ACT, the testing calendar with key events, an explanation of ACT testing with accommodations and the required documentation, and the roles and responsibilities of required staff at the school and district level. This webinar will not address school accountability topics. The presentation at each webinar will be the same. Please plan to attend one of two sessions being offered. If you are unable to attend, the webinar will be recorded and posted. ACT will provide specific information about joining the web meeting at a later date. For now, please hold one of the above dates and plan to attend this important webinar.

Organizing Your AP Exam Administration: A Workshop for AP Coordinators

This FREE one-day workshop, endorsed by The College Board, provides new and experienced AP Coordinators a comprehensive understanding of topics, including ordering AP Exams, conducting a pre-administration session, training proctors, setting up off-site testing, administering exams to students with disabilities, navigating the AP Course Audit, administering exams that require audio or video equipment, managing exam security, handling irregularities and disruptions, arranging for late testing, returning AP Exams and calculating the school's invoice online. Participants will also learn how to fill in the students' Answer Key properly if the student qualifies for the fee reduction or AP Test Fee Reimbursement for low-income students.

Additional Text Complexity Research Released
Please forward to all ELA/Literacy, Science, and Social Studies Teachers and Supervisors.
The Council of Chief State School Officers and the National Governors Association Center for Best Practices recently released Supplemental Information for Appendix A of the Common Core State Standards for English Language Arts and Literacy: New Research on Text Complexity at www.corestandards.org/resources.
Text complexity is central to the Common Core State Standards for ELA/Literacy (Reading Standard 10) and this document provides new research on the topic to support educators in implementing the standards. The research that informs this work was led by researchers at Carnegie Mellon University, University of Pittsburgh, and Student Achievement Partners. Louisiana reviewed the final draft of the document and provided feedback.
The information on text complexity provided during the Summer Institute for ELA/literacy reflects this document and the recent text complexity research. Louisiana's involvement in the review indicates that we are serving as a "partner state" in this effort. As such, Louisiana teachers are at forefront of the shift to use complex text identified using the process described in the document. Please see the attachment for a summary of the research.

District Goal Setting
Network leaders have completed most of their initial visits with district leaders and are more excited about their work than ever. They will soon begin to meet with you for Goal Setting Meetings, which will occur throughout the month of September. These meetings are meant to result in a clear vision for student outcomes and establish your district level priorities that will lead to academic improvements. The network teams will support you and your district team on these priorities throughout the school year. As the state standards shift dramatically with the adoption of Common Core, network teams are focused on supporting districts in orienting teachers and students to these higher levels of rigor. You will find the LDOE academic strategy memo very useful in helping to prepare for these meetings. The District Support Office is eager to learn more about your goals and to help you and your students achieve them.

New Student Learning Target Exemplars Available
Additional SLT exemplars for elementary core subjects, career and technical education, special education, school counselors, and school leaders have been added to the LDOE's SLT exemplar library, available here. These exemplars are intended to serve as resources for teachers and leaders as they define their own vision for student achievement in the 2012-13 school year. The library will continue to grow in the coming weeks, so please check in regularly for updates.

HUMAN CAPITAL INFORMATION SYSTEM (HCIS) UPDATE
HCIS TRAINING FOR LEA SUPER USERS & HCIS ADMINISTRATORS
Due to the recent cancellation of HCIS Super User Trainings resulting from Hurricane Isaac, a revised training schedule is attached. If you were previously registered for one of these sessions during the week of Aug 27-30, YOU DO NOT NEED TO RE-REGISTER; your name will remain on the roster. Should you need to cancel your registration, please log-in to Coursewhere http://www.solutionwhere.com/ldoe/cw/CourseByCateg.aspand click on the Modify/Unregister from Events link. Also, open slots may be available for all make-up sessions, additional sessions have been added and will require registration. LEA Super Users may register for the training via Coursewhere. Literacy Design Collaborative (LDC) Orientation
Participants for this meeting include District Administrators, SRCL Project Directors, and Network Support Staff.
The face-to-face session will be held on Thursday, September 6 in Baton Rouge in the North Dakota Room (1-155) of the Claiborne Building. Sign-in is from 9:30 a.m. to 10:00 a.m. and the session is from 10:00 a.m. to 12:30 p.m.
This 2.5-hour orientation will 1) describe the LDC framework as a strategy for implementing the Common Core literacy standards across content areas, 2) identify connections between Louisiana's Five Core Elements and the LDC framework, and 3) explain conditions necessary to support successful implementation of LDC.
The session is being offered face-to-face and in webinar format at the same time. Face-to-face participants should register on Coursewhere at LDC Orientation Registration.
Participants unable to attend in person can access the session on the same date and at the same time by webinar (iMeeting link for day of webinar). If prompted, use Meeting Key: OYLPUTS4. Transparency Act information for Perkins
Please forward to all Chief Financial Officers and CTE Supervisors.
The federal government requires all grantees and sub-grantees provide information regarding fiscal areas and individual compensation under Transparency Act. The Transparency Act requires grantees and sub-grantees to provide by their DUNS number: the names and total compensation of the five most highly compensated officers of the entity if the entity in the preceding fiscal year received 80 percent or more of its annual gross revenues in Federal awards; and $25,000,000 or more in annual gross revenues from Federal awards; and the public does not have access to this information about the compensation of the senior executives of the entity through periodic reports.

Race To The Top District Contest
Please forward to Superintendents, Federal Programs Directors.
The U.S. Department of Education has launched the $400 million Race to the Top competition for districts (http://www2.ed.gov/programs/racetothetop-district/index.html). Federal officials raised the maximum grant award amount for the largest districts to $40 million. In a nod to rural districts, the department lowered the number of students that must be served to 2,000 and is allowing a group of 10 districts to apply regardless of the number of students. According to final contest rules announced, awards will start at $5 million for the smallest districts up to the $40 million cap; the money comes from the federal fiscal 2012 budget. Applications are due Oct. 30 with 15 to 25 awards expected to be made in December.

The deadline for completing Teacher Exit Interview submissions has been extended to Monday, September 10. District Human Resources personnel should log in to the Teach Louisiana web site (www.teachlouisiana.net), click "Human Resources," and click "Exit Interview." eGMS 2010-2011 Preschool Allocations Updates

The following is an important update regarding the 2010/2011 Preschool Applications managed through eGMS.
eGMS has been updated to include a supplemental allocation for the FY 10/11 Preschool program. The addition of these funds has increased the amount available as rollover in your 2012/2013 application. In order to ensure that all FY 10/11 funds are obligated by September 30, 2012, the Department has moved expenditures from FY 11/12 to FY 10/11, where applicable. The balance for each grant can be viewed on the expenditure reports, which are available through the GAP system.

CTE Data Entry into the CATE Data System and Dual Enrollment into the STS System
Please forward to all Professional School Counselors, Principals, District CTE Supervisors.
The CATE data system is currently open to report Career and Technical Education (CTE) data for the 2011-12 school year. District and/or school personnel responsible for data entry must have access rights assigned through their District's IT Security Coordinator. Security Coordinators can contact Paul Theriot at paul.theriot@la.gov or 225-219-0489 for further information on establishing access rights. The deadline to enter data into the system is September 21, 2012.
Please note that Dual Enrollment screens are no longer available in CATE. Dual Enrollment (DE) data for the 2011-12 school year must be reported in the Student Transcript System (STS), which is now the official data collection point for all DE data. School Performance Scores (SPS) will be calculated using DE data from STS; therefore, it is extremely important that all data is accurate and up to date. The deadline for schools to enter 2011-12 DE data or make changes to prior years is September 30, 2012.

Scholarship Webinar

On Tuesday, September 11, at 1:00 p.m., Data Management will present a Webinar on how Data Coordinators should handle scholarship students in SIS. This Webinar will cover:
- An overview of the procedures for handling the different student scenarios;
- A review of the new SIS entry and exit codes; and
- Guidance on the new SISR77 report and SISF08 extract on the scholarship students in your district.

2012 Calendar Submission
Please forward to all SPC and SIS Coordinators.
If you have not submitted any Calendars for 2012 OCT 1 MFP, please do so as soon as possible.
Many of you are still dealing with ongoing emergency situations. Please contact Annette Chelette via email (annette.chelette@la.gov) with your status, or if there's any way we can assist you.
Once you return to a normal instructional schedule, update your OCT 1 MFP and OCT 1 LEADS Calendars to reflect school closures your District has experienced due to Hurricane Isaac. In SPC, enter a Record Type 50 "Emergency Closure" showing the closure dates. The Event should indicate it is related to Hurricane Isaac. If the closure spanned multiple days in one week you can enter one Record Type 50. If it extends into the following week enter a second Record Type 50 showing the remaining days.
After entering your Emergency Closures, check your Instructional Minutes and resubmit SIS. You must make sure the Total Instructional Minutes is at least 63,720 minutes. It is important you resubmit any SIS records you submitted prior to your closures. This allows SIS to perform edit checks against the revised Calendar. You may find you will need to adjust Discipline start and return dates.

2012-2013 LASARD "Free" online Workgroups
Please forward to Special Education Supervisors, Principals, Counselors, Teachers, Para-Educators, and Related Service Providers.
LASARD (Louisiana Autism Spectrum and Related Disabilities) project will provide its next online workgroup titled, How to Use "An Introduction to ASD and Effective Programming" DVD (11/2 hours) in Professional Development on Tuesday, September 4, 2012, at 2:30 p.m. This one hour workgroup will explain the DVD and how to use the slides, script, and handouts in providing professional development to your staff.
LASARD (Louisiana Autism Spectrum and Related Disabilities) project is offering FREE one hour workgroups which are offered online using Microsoft Live Technology for the 2012-2013 school year. The purpose of the workgroups is to develop specific skills in one evidence based practice to support students with disabilities in their educational settings. Continuing Education Units (CEUs) are awarded for participation. The 2012-2013 LASARD Workgroup Schedule with dates, times, topics and registration information are located online at LASARD Workgroup Schedule.

National Institute of Health Study
"Trim Teens" is a National Institutes of Health (NIH) funded study being conducted by the LSU Health Sciences Center and the Dillard University Minority Health and Health Disparities Research Center. The goal of the study is to establish community based prevention strategies; learn more about asthma, weight, and health among African American adolescent girls. African American girls 13-19 years of age qualify for this study, which proposes to enroll at least 440 adolescent girls over the next 5 years.
