Restrictions on Watering Days Lifted - 10% Water Efficiency Urged

Based on actions taken by the State Water Resources Control Board (State Water Board) in May, 2016, City of Lincoln will no longer have a state-mandated water use reduction target. The State Water Board acknowledged that water conditions in many parts of the state have improved and eliminated the 25% statewide water conservation approach, replacing it with a new set of rules that allow local water suppliers more control over conservation. Certain other water-efficiency measures have become permanent. On June 7, 2016, the Lincoln City Council adopted new regulations and restrictions that comply with the latest rules and requirements from the State.
 
"The City of Lincoln has been very proactive in ensuring that our community has adequate water supplies to maintain itself and to grow," stated Jennifer Hanson, Public Works Director. "In addition to stable contracts with our water suppliers, we have several wells to provide additional water supply and are in the process of bringing reclaimed water facilities online to provide landscape irrigation in some parks and public areas. The City is very proud of our residents for responding to the call for conservation as required by the state."
 
The City is still encouraging customers to continue to use water efficiently by committing to a voluntary 10% water use reduction when compared to the same month in 2013. Residents may now water on the days of their choice. The City recommends maintaining a three-day per week watering schedule or only watering every other day during evening hours to achieve the 10% water use reduction.
 
The water restrictions that remain in place are:
  1. The use of potable water in a fountain or other decorative water feature is prohibited unless the water is part of a recirculating system.
  2. The application of any potable water to outdoor landscaping during and up to 48 hours after measurable rainfall is prohibited.
  3. Hotel and motel operators shall provide guests with the option of not having towels or linens laundered daily and shall display a notice in each bathroom so notifying the guests of this option.
  4. Restaurants shall only provide drinking water to guests upon request.
  5. The application of potable water on driveways, patios, sidewalks, and other surfaces is prohibited unless it is to address an existing health and safety issue.
  6. The application of potable water to outdoor landscapes in a manner that causes substantial runoff onto adjacent property, non-irrigated areas, private and public walkways, roadways, parking lots or structures is prohibited.
  7. The application of any potable water to median ornamental turf in any street medians, whether public or private, is prohibited.
  8. Covers shall be required for all newly constructed pools and spas.
  9. All leaks shall be repaired within five days or sooner if required by the City.
  10. Construction water shall only be obtained from a source that has a city-issued meter.
  11. When in use, hoses shall be fitted with a positive pressure manually operated hose nozzle.

Council Adopts 45 Day Moratorium on Large Solar Projects

On June 7th the Lincoln City Council adopted an urgency ordinance placing a moratorium on the approval of permits for all solar energy systems larger than 15 kilowatts.
   
State law requires the City to administratively approve applications to install solar energy systems, as defined in Government Code section 65850.5(j)(4) and Civil Code section 801.5(a), through the issuance of a building permit or similar nondiscretionary permit.
  
The City is considering whether large-scale solar projects will create specific, adverse impacts on the public health and safety and what standards or regulations the City may adopt to mitigate these impacts. A building permit for a large-scale solar energy system is currently under review. Adoption of a moratorium for a period of 45 days, pursuant to Government Code section 65858, will afford the City the opportunity to study the specific, adverse impacts on public health and safety prior to issuing the requested permit or any additional permits. The 45 day moratorium would be subject to extension by subsequent Council action.
 
This moratorium will not apply to these small residential rooftop solar energy systems or to any systems 15 kilowatts or smaller.
