West Nile Virus Antibodies Detected in Sentinel Chicken

First sign of West Nile virus in Placer County
The Placer Mosquito and Vector Control District has reported that a sentinel chicken has tested positive for West Nile virus antibodies. This is the first sign of increased West Nile virus activity in Placer County. The chicken is part of a flock located in Roseville. The District has two sentinel chicken flocks of six chickens each, with one placed in Roseville and one in Auburn. Blood samples of each chicken are collected and tested every two weeks. "Sentinel chickens are a useful surveillance strategy for two reasons. First, when an infected mosquito bites a chicken, it will not get sick, but it will develop antibodies toward the virus, which is something that we can easily test for. Secondly, chicken flocks are static. This tells us that West Nile virus activity is occurring specifically in that area," said Joel Buettner, General Manager.
Due to this latest development, the District has increased surveillance of larval and adult mosquitoes in the area. The Placer Mosquito and Vector Control also advises the public to implement the 3 Ds of protection:
- Drain or dump any standing water that may produce mosquitoes.
- Defend yourself and your home by using an effective insect repellent and dressing protectively when outside, and making sure screens on doors and windows are in good condition.
- Contact the District for any additional help controlling mosquitoes around your home.
The District also urges Placer residents to report dead birds, which are another useful tool in determining West Nile virus activity in an area. To report a dead bird, you may call the Placer Mosquito and Vector Control District office directly at (916) 380-5444 or call the California Department of Public Health Dead Bird Hotline at 1 (877) 968-2473. City of Lincoln New Watering Restrictions Now in Place

California is undergoing a period of drought, and as such, the state has enacted historic water use restrictions. As required by the state, the City Council has adopted regulations and restrictions that are in compliance with the new state regulations. The following regulations on the delivery and consumption of water were adopted by City Council on May 26, 2015 and are effective immediately:
- Outdoor residential irrigation is limited to no more than two days per week. Even addresses may water on Sunday and Wednesday. Odd addresses may water on Tuesday and Saturday.
- Outdoor irrigation of non-residential properties is limited to no more than two days per week. These properties may water on Monday and Thursday.
- Outdoor irrigation is permitted on the designated calendar days from the hours of midnight to 8:00 a.m. and from 9:00 p.m. until midnight.
- Fountains and other decorative water features must use a recirculating system.
- Outdoor irrigation of any kind is prohibited during and up to 48 hours after measureable rainfall.
- Hotel and motel operators shall provide guests with the option of not having towels and linens laundered daily and shall display a notice of this option in each bathroom.
- Restaurants shall provide drinking water only upon request.
- Hosing off driveways, patios, sidewalks and other hard surfaces is prohibited.
- Irrigation so as to cause runoff onto hard surfaces, gutters or other property is prohibited.
- Irrigation of ornamental turf on public medians with potable water is prohibited.
- Establishment of new ornamental organic turf is prohibited. All new landscape must use drip or microspray irrigation systems.
- All newly constructed pools and spas must have covers.
- All leaks shall be repaired within five days or sooner if required by the City.
- Construction water shall only be obtained from a source that has a city-issued meter.
Noncompliance with the new restrictions may be enforced by penalty per Municipal Code Chapter 13.04, Article IX Relating to Water Conservation and Penalties.
