Policy Review Board April Meeting Report

Folks,

 

At the regularly scheduled Spring PRB meeting several items were discussed that we want to share with you.  And the next scheduled meeting of the PRB will be on July 27, 2015, at 6:00 PM at Garrett College in Rooms 205/207.

 

Bruce Michael, Director, Resource Assessment Service of the Maryland Department of Natural Resources (DNR) provided the 2015 Hydrilla Control Strategy as it pertains to Deep Creek Lake. He has been kind enough to provide a copy of the presentation to us so that we might share it with you. The power point presentation will be found here.

 

Locally, on Monday April 13, 2015, The DNR Lake Manager, and representatives of the local marinas and the sailing clubs met and formed an educational workgroup on Aquatic Invasive Species (AIS).  The meeting was requested by the Marinas to discuss education and prevention of AIS in Deep Creek Lake.  DNR will be conducting training on identification of AIS in mid-May and has invited all marina owners to attend so they can learn how to effectively avoid introduction of AIS into DCL. 

 

The main objectives DNR has at this point regarding Hydrilla are to contain the current infestation and deplete any germinating tubers. The marinas will continue to inspect boats that are launched at their ramp to ensure clean boats, free of any AIS. Each launch ramp will have a disposal station for any AIS found on boats or trailers coming in OR out of DCL. The AIS workgroup will plan to meet again in the fall.

 

More information will be provided to the membership throughout the summer as it becomes available. In the meantime, stay up to date with Hyrdilla and other AIS control efforts in Deep Creek Lake here.

 

Paul Peditto from DNR briefed a draft hunting plan of Resident Geese which would occur this December once docks are removed.  Hunting would occur on the lake in the areas of the State Park, Green Glade Cove, and Deep Creek Cove. More details to follow later this year.  Paul explained that about 60 eggs had been oiled thus far this year.  If anyone observes a goose on a nest, they are encouraged to call the Lake Manager's Office at 301-387-4111 to report the location to facilitate this oiling to as many eggs as possible.

 

A new PRB committee was formed to discuss the topic of Water Jet Packs. Emergency regulations to govern their use were put into effect last summer and have since expired. The committee recommended the following to the state for permanent regulations, which have been accepted:

  1. Jet packs are not to be operated between 11am-4pm on the Saturday and Sunday of Memorial Day weekend and any Saturday or Sunday July 1 - Labor Day.
  2. They are not to be operated between sunset and sunrise.
  3. They cannot operate within 100 feet (horizontally or vertically) of docks, shorelines, bridges or other vessels.
  4. A rescue vessel, which is another vessel fully capable of carrying all people involved in the jet pack activity and an observer, which is a person other than the rider that is responsible for the safety of the rider, are both required.
  5. The rescue vessel must display an international orange flag with a minimum size of 12" X 12" mounted at least 24 inches above the water.

The regulations are very similar to the current regulations for Jet Skis/Wave Runners.  Additional information about Jet Packs and their use on DCL will be coming in either a future eBlast or a Dispatch.
