Newsom PFM 2012 California Lt. Governor Gavin Newsom, an early adopter of a business-oriented Ten Year Plan to End Chronic Homelessness as Mayor of San Francisco in 2004 and innovator of evidence-based solutions adopted internationally, such as Project Homeless Connect, this week will focus a portion of his weekly Current TV program - The Gavin Newsom Show - on emerging issues in homelessness, including Social Impact Bonds, with Round Table President Philip Mangano. As Lt. Governor Newsom characterizes his show: "This show isn't about dreamers, it's about do-ers." Lt. Governor Newsom and Mr. Mangano are pictured here.  

 

Lt. Governor Newsom and Mr. Mangano, who have long partnered in the goal of ending chronic homelessness since shortly after then-Mayor Newsom was elected in 2003 and committed to new solutions in San Francisco, and Mangano was Executive Director of the U.S. Interagency Council on Homelessness (2002-2009), will discuss the record of results across the nation and emerging "next" practices to end the national disgrace. Under then-Mayor Newsom, who also served as Co-chair of the U.S. Conference of Mayors Hunger and Homelessness Task Force, street homelessness was reported to decrease by 40% in San Francisco and overall homelessness decreased by more than 25%.

AKA SOCIAL INNOVATION FINANCING ADVANCES
IN UNEXPECTED FOCUS

 

The recent decision by the Commonwealth of Massachusetts to focus the roll out of Social Innovation Financing (SIF) through the leadership of the programmatic context rather than the financing approach has potentially established a template for replication across the country and beyond.  

The Massachusetts Housing and Shelter Alliance (MHSA) had previously partnered with the state in creating the Home and Healthy For Good (HHG) Housing First initiative which demonstrated cost savings in both independent studies and one done by Medicaid. HHG's cost effectiveness became the idea that precipitated a focus on chronic homelessness in the recent RFR oriented to SIF.  MHSA was chosen by the state to lead the initiative as the "intermediary" in its development and implementation.

Given the importance of this new approach to scale our efforts to house the most vulnerable and disabled, the next issue of ART's newsletter will include an interview with MHSA's President and CEO, Joe Finn.

The interview will examine what it took for MHSA to achieve the leadership role; what the possibilities are for other programmatic approaches to do so; the implications of SIF for ending chronic homelessness; opportunities for replication of MHSA's unique model of advocacy and its role as an R&D initiator will be central to the discussion.  

Look for it soon and be ready to get that interview into the hands of those contemplating this new approach in our quest to abolish chronic homelessness.
