SGR currently accepting resumes for Executive Director Search
On December 11, 2012, the Hutto Economic Development Corporation Board of Directors approved Hutto EDC Board President Mario Perez to enter into a contract with Executive Search Firm, Strategic Government Resources (SGR) to help guide the process of finding a new Executive Director for the Hutto Economic Development Corporation. On February 14, 2013, the Hutto Economic Development Corporation will excitedly welcome back Mick Normington, Researcher and Editor for the Texas Workforce Commission, as the featured presenter for the monthly Power Breakfast. Normington will be presenting information from his new publication regarding the workforce throughout Texas.
Like all Hutto EDC Power Breakfasts, this meeting will begin at 7:30am in the Meeting Room at the Hutto Holiday Inn Express. A light breakfast will be provided, and there is no need to RSVP for this free event. Hutto EDC Newsletter Receiving New Look
Award winning newsletter will recieve facelift February 2013
Electronic communication is often considered an effective and efficient practice for communicating news and information to interested parties. For four years now the Hutto EDC Staff and Board have communicated what has been going on in the Hutto community using this venue and we will continue to do so.
Starting next month, February 2013, recipients of the Hutto EDC e-newsletter can expect a slightly different format with a minor facelift. And though it may look different, it is important to know that the staff at the Hutto EDC will strive to continue bringing you top news integral to economic development in the Hutto community.

| Construction on East Williamson County Higher Education Center-Hutto Moves Forward
Bartlett-Cocke General Contractors keeps construction on track
Construction on the East Williamson County Higher Education Center-Hutto is on schedule with an expected opening date of Fall 2013. Bartlett Cocke General Contractors is keeping construction on pace and ahead of schedule. Meetings with college officials are taking place every two weeks and progress on the development can be seen from both SH130 and County Road 108.

Council Approves Ordinance Amending Water and Wastewater Capital Impact Fees
In 2012, the City of Hutto completed a study, prepared by HDR Engineering, to evaluate its water and wastewater capital impact fees that were originally adopted in 2006. This past fall, the Hutto City Council established a capital impact fee advisory committee to review the study and make recommendations to amend the fees. State law requires that cities review the assumptions used to create impact fees a minimum of every five years. Capital impact fees are charges applied to new development in accordance with Chapter 395 of the Texas Local Government Code to help cover the cost or impact of new development to the water and wastewater systems. The fees are assessed at the time of platting and collected once a building permit is issued. One Living Unity Equivalent (LUE) is the equivalent to serving one residential household with a standard 3/4 inch or 5/8 inch water meter. The fees are calculated based on the anticipated system improvements to water supply, wastewater treatment, pumping, and transmission needed to serve any additional growth. At the January 17, 2013 meeting, the Hutto City Council approved the recommendation of the committee to adopt the maximum impact fee of $3,625 per LUE for water and $2,128 per LUE for wastewater. The new cumulative impact fee of $5,753 will be $322 higher than the current cumulative fee of $5,431 and will go into effect February 1, 2013. The updated impact fee will not apply to existing platted lots. Only those lots platted after the adoption of this ordinance will pay the revised fee amount. City Council Authorizes Bonds
On January 3, 2013, the City Council approved a resolution notifying the public of their intent to issue certificates of obligation.
Totaling no more than $6 million, the funds will be used on projects such as FM 685 widening and bridge improvements, CR 165 paving, and YMCA facility construction, and utility system improvements including Wastewater Treatment Capacity design, Hwy 79 wastewater interceptor reconstruction, and other miscellaneous system improvements. The FM 685 project will be funded (in part) through a grant from the Capital Area Metropolitan Planning Organization (CAMPO).
Additionally, the City could capitalize on the low interest rate environment and refund previously issued 2003 and 2004 Certificates of Obligation in an effort to decrease debt service payments. The certificates were included in the 2012-13 City Budget.
The bonds are slated for City Council approval on February 28, 2013.

Filing Period Begins for City Council Candidates For Place 3, Place 6, and Office of the Mayor
The City of Hutto will hold a General Election on Saturday, May 11, 2013, for the election of City Council Place 3, City Council Place 6, and the Office of the Mayor. The filing period for these places on the City Council begins Thursday, January 30, 2013. The filing deadline for this election is 5:00 p.m. Friday, March 1, 2013.
Council Candidate packets are available and can be picked up from the City Secretary's Office between the hours of 9:00 a.m. and 5:00 p.m. Monday through Friday, except holidays. As established in the Hutto City Charter Section 5.02, to be eligible to file, a candidate must meet the following qualifications:
* Be a registered voter of the City;
* Have resided for at least twelve(12) months preceding the election within the corporate limits of the City, including territory annexed prior to the filing deadline; and * Not be in arrears in the payment of any taxes or other liabilities due the City. "In arrears" is defined to mean that payment has not been received within ninety (90) days from due date.
A City Council Candidate Orientation will be held in the City Council Chamber, 401 W. Front Street, on Saturday, February 9, 2013, from 9:00 a.m. to 11:00 a.m.
