Klingemann Named Interim Director
Interim Appointed During Transition
As of December 31, 2012, current Hutto EDC Executive Director Scott Martinez will be leaving Texas for the North Louisiana Economic Partnership in the Shreveport, Louisiana area after five years of service to the Hutto community. The Hutto Economic Development Corporation Board of Directors has hired Strategic Government Resources (SGR) search firm to help lead the process of hiring a new executive director for the organization.
In order to ensure organizational stability and maintain economic development operations for Hutto during this transition period, the Hutto Economic Development Corporation Board of Directors has named Erin Klingemann, Business Retention Director for the Hutto Economic Development Corporation, as Interim Executive Director, effective January 1, 2013.
"The Hutto EDC Board of Directors feels that Erin's organization skills, leadership abilities, work ethic, and existing relationships within the community will be an important factor in maintaining the stability of the Hutto Economic Development Corporation during this transition period. We have great confidence in her leadership abilities and truly appreciate her willingness to step up to the plate during the organization's time of need," stated Hutto EDC Board President Mario Perez.

| Hutto EDC Board of Directors Hires Executive Search Firm
SGR hired to guide Executive Director Search
On December 11, 2012, the Hutto Economic Development Corporation Board of Directors approved Hutto EDC Board President Mario Perez to enter into a contract with Executive Search Firm, Strategic Government Resources (SGR) to help guide the process of finding a new Executive Director for the Hutto Economic Development Corporation. According to Board President Mario Perez, the Board received several proposals from a variety of search firms for review. It was the search process, experience, and cost structure that SGR had to offer that resonated with the Hutto EDC Board of Directors. "Though we will sorely miss our current Executive Director, we are also looking forward to what this new chapter in Hutto's story will bring for our growing community," stated Perez. Current Hutto EDC Executive Director Scott Martinez left Texas for the North Louisiana Economic Partnership in the Shreveport, Louisiana area after five years of service to the Hutto community at the end of December. The Board of Directors is currently in the process of coordinating with SGR staff to compile job requirements, qualification, and a thorough description to allow the search process to begin. | City of Hutto to Present at January Power Breakfast
Hutto City Staff to give State of the City Address to Hutto Community
 On January 10, 2013, the Hutto Economic Development Corporation will host City of Hutto Staff as they give their annual "State of the City" address at the January Power Breakfast. City leaders and city staff will be present to answer questions and give out information regarding city developments throughout 2012 and what to expect for 2013.
Like all Hutto EDC Power Breakfasts, this meeting will begin at 7:30am in the Meeting Room at the Hutto Holiday Inn Express. A light breakfast will be provided, and there is no need to RSVP for this free event. | Construction on East Williamson County Higher Education Center-Hutto Moves Forward
Bartlett-Cocke General Contractors keeps construction on track
With an expected opening date of Fall 2013, construction on the East Williamson County Higher Education Center-Hutto is on schedule. Bartlett Cocke General Contractors is keeping construction on pace and ahead of schedule. Meetings with college officials are taking place every two weeks and progress on the development can be seen from both SH130 and County Road 108.

City of Hutto
Residential Growth on the Rise
Anyone living or driving through Hutto these days can see that Hutto is experiencing another residential boom. After being named the fastest growing city in the state in 2008 by the US Census Bureau and the Texas State Data Center, Hutto, like most other cities across the country, saw new housing and commercial projects come to a standstill as a result of the economic recession.
New home construction is once again dominating the landscape as Hutto issued 128 new residential permits in the last six months compared to only 85 in the six months prior. In October and November 2012, the City issued 57 new residential building permits compared to only 21 in the same months of 2011. In addition, Hutto Town Square is preparing to add new sections on the southern edge of Limmer Loop that will add 83 new homes.
Commercial growth is also on the rise as evidenced by the new Hutto Family Eye Care center under construction on Exchange Blvd. and the new Tiger-Rock Martial Arts building being built on Front Street.

Public Hearing Planned to Consider Impact Fees
The City of Hutto recently completed a study to evaluate its water and wastewater capital impact fees that were originally adopted in late 2006. Capital impact fees are charges applied to new development in accordance with Ch 395 of the Local Government Code to help cover the cost or impact of new development to the water and wastewater systems. The fees are assessed only on new development of vacant land and do not apply to existing customers.
The City Council will hold a public hearing on the proposed maximum water fee of $3,625 and wastewater fee of $2,128 per living unit equivalent (LUE) at the City Council meeting on January 3. One LUE is the equivalent to serving one residential household with a standard 3/4" or 5/8" water meter. The fees are calculated based on the anticipated system improvements to water supply, wastewater treatment, pumping, and transmission needed to serve additional growth.
The City Council will hold a public hearing at the Hutto City Council Chambers, located at 401 West Front Street, Hutto, Texas on January 3, 2013 at 7:00 pm to consider the amendment of land use assumptions, a capital improvements plan, and imposition of an updated impact fee for new or expanded services from the Hutto utility systems' water and/or wastewater utilities. The study used to calculate the proposed fees may be viewed on the City's website, www.HuttoTX.gov.

Citizen Police Academy
The City of Hutto Police Department offers a great informational program for citizen education and involvement. The program is designed to educate Hutto citizens about the structure and activities of their police department. The Citizen Police Academy (CPA) is not a "training" class, but an exciting "information" class and a behind-the-scenes look at the Hutto Police Department. The CPA program operates on the premise that informed and educated citizens will be more supportive of police officers and the department and will be more productive within their own neighborhoods and community.
The CPA class will meet every other Thursday from 7:00 to 9:00 pm, beginning January of 2013 and ending May of 2013. Topics covered in the CPA class include overviews of the Hutto Police Department's organization and structure, information on cadet recruiting and training, introductions to the various divisions of the Hutto Police Department (such as Criminal Investigation, Crime Scene Investigation, School Resource and Animal Control), plus hands on activities. CPA class members are also given an opportunity to observe police patrol through a ride-a-long and a shoot at the gun range!
To become a participant, complete and return an application to the Hutto Police Department. Applications may be obtained at the Hutto Police Department. Requirements to participate include being 18 years of age, live or work in Hutto and must pass a required back ground check. City Earns Financial Transparency Award from State Comptroller
Hutto was awarded a Silver level award for fiscal transparency by the State of Texas Comptroller. The Comptroller's transparency check-up program was developed to gauge how governmental agencies including cities measure up, and to gauge how easy it is for citizens to explore where their tax dollars are being utilized. The award is based on the amount of financial data available on the City's website, and the ease of accessing that information.
The Silver level award exemplifies that Hutto is making great strides to becoming more transparent and encouraging the community to participate in the government process. Hutto has received the annual designation since 2010.

As most of you are aware, I am leaving the Hutto Economic Development Corporation at the end of December, and I will begin as President of the North Louisiana Economic Partnership in January. Below is my new contact information. Central Texas has been my home for much of the past decade, and I am privileged to have so many great friends and wonderful memories here. As I begin my new position in Louisiana, I will continue to wish nothing but success and prosperity for this wonderful place. Thank you so much for your support and friendship.
