Hutto EDC Executive Director Announces Resignation
Hutto EDC Executive Director Leaving for Louisiana Position
(Hutto, TX) The Hutto Economic Development Corporation (Hutto EDC) announced today its Executive Director Scott Martinez will be leaving Hutto December 31, 2012 after five years of service. After a two month national search, the North Louisiana Economic Partnership (NLEP) chose Martinez as its new President. He will take over as the NLEP President on January 2, 2013.
"Leaving Hutto was a hard decision. I have been blessed with great leadership and a talented staff. Hutto is in an enviable competitive position because of the meaningful partnerships the Hutto EDC has enjoyed with the city of Hutto, Williamson County, Hutto ISD, and other allies. Without such collaboration, we certainly wouldn't have a higher education campus and other things such as key infrastructure taking place. It is bittersweet leaving such a wonderful community," said Hutto EDC Executive Director Scott Martinez.
"I have had the pleasure of knowing and working with Scott since he arrived in Hutto five years ago. I knew then that he would be a great asset to the Hutto EDC and the Hutto community. Scott's leadership has resulted in many awards and accolades for the Hutto EDC as well as its organizational accreditation. He was a key person in bringing Temple College and Texas State Technical College to Hutto. I wish Scott the very best in his new position and congratulate the North Louisiana Economic Partnership in choosing such an outstanding individual as its President," said Hutto EDC Board President Mario Perez.
The Hutto Economic Development Corporation will be developing a transition plan to replace Martinez in the next few weeks.

| Hutto EDC Director & Hutto City Manager attend Retail Recruitment Show
Hutto representatives attend the International Council of Shopping Centers Texas Deal Making Conference
On November 7-8, 2012, Hutto Economic Development Corporation Executive Director Scott Martinez and Hutto City Manager David Mitchell traveled to Dallas, Texas to represent Hutto at the 2012 International Council of Shopping Centers (ICSC) Texas Deal Making Conference. The annual ICSC tradeshow is designed to bring together developers, retail representatives, real estate brokers, and community representatives under one roof so retail growth opportunities can be made in one location. This is the second year that Hutto has had representation at the ICSC Texas Deal Making Show, and Executive Director Scott Martinez has noted the importance of attending this event. "It is not often that you are able to get an audience in front of a wide variety of retail representatives. The Texas Deal Making Show gives is an opportunity to educate prospective retailers about the opportunities Hutto has for retail growth," stated Martinez. Retail Trade AnalysisIn Fall 2011, the Hutto Economic Development Corporation commissioned Joey Grisham, an economic and retail development consultant based in Grandbury, to complete a retail analysis for the Hutto area. In this study, Grisham indicated that there is a total of $517.6 million of retail leakage (revenue from the local trade area that is being spent in other communities). This analysis indicated that the city was losing an estimated $89 million in grocery store sales, $87 million in gasoline purchases, and nearly $44 million in fast food sales to surrounding communities. The rest of the leakage data is comprised of clothing, electronics and general merchandise sales.

| Business Retention Director takes Training Course
Erin Klingemann takes IEDC Course designed to Strengthen Business Retention Program
 On November 4-5, Erin Klingemann, Business Retention Director for the Hutto Economic Development Corporation attended an International Economic Development Council (IEDC) Business Retention and Expansion (BRE) training course. This interactive course presents the core components of a BRE program and why the concerns of local businesses need to be actively addressed. This course also helps participants understand how a BRE program relates to attraction, workforce development, small business finance, technology transfer and many other economic development activities. "This training course helped me strengthen my core practices as they relate to the Hutto EDC Business Retention Program. While we have been able to build a sustainable and successful program over the last year, learning new tools to strengthen the program will help me better serve the community" stated Business Retention Director Erin Klingemann. Klingemann joined the staff of the Hutto EDC October 2009 and was named Business Retention Director in Fall 2011 by the Hutto Economic Development Corporation Board of Directors.

| Texas Workforce Commissioner to Present at December Power Breakfast
Commissioner Representing Employers to address Hutto Community
On December 13, 2012, the Hutto Economic Development Corporation will welcome Tom Pauken, Commissioner Representing Employers for the Texas Workforce, as the featured speaker at the December Power Breakfast. Beginning at 7:30am at the Holiday Inn Express in Hutto, the monthly held Power Breakfast is a free event open to the public; no RSVP is required. If you have any questions regarding the event, please contact Business Retention Director Erin Klingemann at eklingemann@huttoedc.com. About Tom Pauken Tom Pauken is Commissioner Representing Employers for the Texas Workforce Commission (TWC), where he has served since being appointed by Governor Rick Perry in March 2008. Commissioner Pauken served as TWC Chairman until April 30, 2012.
He brings decades of public service experience to TWC, having held numerous leadership positions. In 2007, he served as Chairman of the Governor's Task Force on Appraisal Reform. He served in the White House Counsel's Office under President Reagan, and was appointed by the President to serve as Director of ACTION, where he founded the Vietnam Veterans Leadership Program. ACTION is now known as AmeriCorps. Mr. Pauken also was instrumental in the implementation of First Lady Nancy Reagan's "Just Say No to Drugs" campaign. Commissioner Pauken is a United States Army veteran. He received a commission in Military Intelligence and served in Vietnam as a Province Intelligence Officer and as a senior analyst for the Office of Strategic & Research Analysis. Founder and President of Dallas-based TWP Inc., Mr. Pauken also has served as a board member of various public and private companies. He is a member of the American Legion, the Knights of Columbus and Veterans of Foreign Wars. Commissioner Pauken is the author of two books: "The Thirty Years War: The Politics of the Sixties Generation" and his new book entitled "Bringing America Home." He holds a bachelor's degree from Georgetown University and a law degree from Southern Methodist University. He and his wife, the former Ida Ayala, have seven children and 12 grandchildren.

| Construction on East Williamson County Higher Education Center-Hutto Moves Forward
Bartlett-Cocke General Contractors keeps construction on track
With an expected opening date of Fall 2013, construction on the East Williamson County Higher Education Center-Hutto is on schedule. Bartlett Cocke General Contractors is keeping construction on pace and ahead of schedule. Meetings with college officials are taking place every two weeks and progress on the development can be seen from both SH130 and County Road 108.

City of Hutto
City Council Approves Agreement with Kasberg, Patrick and Associates for design of FM 1660 South Pedestrian Improvements
|
On October 18th, the City Council approved an agreement with Kasberg, Patrick and Associates for design of FM 1660 South Pedestrian Improvements. The project, approved by the citizens in the 2009 Transportation Bond Election, will provide 8-foot wide sidewalks from Richards Drive to CR 137 along FM 1660 South. The route will continue down CR 137 to the Farley Middle School's north entrance. The full scope of the improvements will be determined through the design process. The intent is to place sidewalks on the west side of FM 1660 S from Richards to Carl Stern, and then on the east side of FM 1660 S from Carl Stern to CR 137. If the budget allows, additional sidewalk will be constructed on the opposite sides of the road from those mentioned above.

Old Tyme Christmas - December 8, 2012
| The City is looking for groups to help with the Old Town Christmas celebration planned for Saturday, December 8 from 5:00 - 8:30 pm in downtown Hutto on East and Farley Streets. The City had great success in partnering with many church, school and civic organizations on Treats on East Street and want to continue to build on its success. It is a great opportunity to get out in the community and let citizens know who you are!
The City is seeking any church, school or civic group who would like to participate in the Old Town Christmas community event. Whomever hosts an activity space would be responsible for providing the supplies and materials that activity may need. If you have a performance group, please contact Lacey Dingman, Parks & Recreation Program Coordinator at 512-759-4000. For vendors that would like to sell holiday gifts or food please contact Erin Klingemann with the Hutto EDC at 512-759-2806.
The City is looking for assistance with the following: -Christmas Caroler groups/performances -Arts and Craft Activities (examples are): -Ornament Decorating -Cookie Decorating -Pine Cone Bird Feeders -Etc. -Food/Refreshments
The City will be flying in Santa for the event and the Parks & Recreation Department will be showing Arthur Christmas beginning at 7pm. If your group would like to join in the holiday fun, please contact Micah Grau at Micah.Grau@HuttoTx.gov or at 512-759-4030.

Construction of the Brushy Creek Interceptor Begins
| Construction began last week on the Brushy Creek Interceptor. The project consists of constructing approximately 14,500 feet of 21" to 42" diameter wastewater line connecting the East Williamson County Higher Education Campus that is currently being constructed along CR 108 to the City's wastewater collection system at the Enclave's lift station. The route will follow Carmel Creek and Brushy Creek, which will provide wastewater service to currently undeveloped land along the SH 130 corridor. Water service was provided to the area with completion of the CR 108 water line completed earlier this year.
The project was portioned out to two contractors based on different funding sources. Lewis Contracting will complete the majority of the work on the south end of the project, while Smith Contracting will complete the work on the north end. Construction is scheduled to be complete by July 2013. The project is part of the joint effort between the City and the Hutto Economic Development Corporation to extend utilities to the SH 130 corridor. The waterline was constructed earlier this year.

Again, thank you for a wonderful five years. I never could have imagined such a wonderful experience. Many lifelong friendships have been forged here, and I look forward to returning to Hutto for visits often.
