VIRGINIA BEACH 50TH ANNIVERSARY SERIES: CODE ENFORCEMENT CELEBRATES 40+ YEARS OF PROMOTING VIBRANT, WELL-MAINTAINED NEIGHBORHOODS
From its establishment in the early 1970's under the Virginia Beach Public Health Department, to its current role with Housing & Neighborhood Preservation, our Code Enforcement Division celebrates more than four decades of promoting vibrant, well-maintained neighborhoods.

In 1974, Code Enforcement transitioned to the Bureau of Permits and Inspections, becoming a three-man team. Tasked with responding to citizen complaints and conducting systematic inspections, the inspectors were responsible for serving the entire city. By the end of the 1970s, the small staff oversaw more than 60,000 housing units. During the 1980s, Virginia Beach became one of the most rapidly growing cities in the U.S. - the city's housing stock grew by 47,308 units by the end of 1990.

"The biggest challenge was educating everyone -- residents, property owners and judges -- about the role of Code Enforcement, and how it could help the city," said Rad Moore, one of the original code inspectors.

In 1988, Code Enforcement transitioned to Housing & Neighborhood Preservation to help with the city's neighborhood revitalization efforts that started with the target neighborhood plan and expanded to other neighborhoods.

"Today, code enforcement's role is more important than ever and our inspection staff is busier than they have ever been," says Wells Freed, housing code administrator. "Our efforts are essential to ensuring that all privately-owned properties and structures are safe and well-maintained, and that our city is free from blight."

Code Enforcement has grown to a staff of more than 30 inspectors, supervisors and administrative staff, overseeing each of the four precincts with more than 173,000 housing units across the city, and addressing over 25,000 total code violations annually.
