Construction Management Firm Hired to Oversee Renovation

On August 1st, the Village Board approved a professional services contract with MTI Construction Services LLC of Lombard to serve as Construction Manager/Cost Consultant for the renovation of the Bielawski J. Municipal Center. The consultant contract specifies MTI as the Construction Manager At Risk for the $13.1-$15.6 million renovation project. In this type of arrangement, the construction manager or MTI is responsible for overseeing all aspects of the construction including obtaining accurate construction cost estimates, refining the scope of work, performing the actual bidding services, hiring subcontractors, ensuring job site safety, maintaining quality control of products and services, identifying cost savings through value engineering, preparing payout requests, securing lien waivers and assisting the Village with relocation services during the approximate 14-month construction project. As part of their contract, MTI will be required to provide the Village their Guaranteed Maximum Prices for the project in advance of going out to bid and subsequently manage all construction-related costs so they stay within the limits of the Guaranteed Maximum Price (GMP) plan. Should they exceed the GMP limits, MTI will assume the financial risk for those project bids and be required to deliver the project per the plans and specifications and any contractual allowances.

Enrollment Underway for Fall CERT Training Academy

The Police Department is hosting a 9-week training academy for residents interested in joining the Village's Community Emergency Response Team. CERT volunteers are an invaluable resource to our community as members  complete  rigorous training in basic emergency response and organizational skills  to assist local emergency first responders (Police/Fire/EMS) respond to a local emergency. Training sessions will be held every Thursday (except Thanksgiving) October 6th - December 8th from 6 pm - 10 pm at Fire Station 28 at 365 N. Kuhn Rd. Village Administrative Offices Closed for Labor Day Holiday

On Monday, September 5th, Village administrative offices will be closed to observe Labor Day. Please note that the Police records Bureau is open 24/7/365 to serve residents and customers. In addition, Labor Day is a REFUSE HOLIDAY meaning the Village will be on a holiday week pickup schedule that begins Tuesday, September 6th and continues thru Saturday, September 10th. All residents will have their refuse, recycling and yard waste picked up 1 day later than usual.

CARNIVAL Is Coming to Carol Stream
 
Alpine Amusement Co. of Naperville is bringing its full carnival to the Ferraro Town Center for a 4-day stint beginning the evening of Friday, September 2nd. Alpine Amusement Co. has a full array of exhilarating carnival rides for kids of all ages as well as teens and young adults that include the Giant Slide, the Tilt-a-Whirl, the Sure Shot, Dizzy Dragons, the Ferris Wheel, Musical Chairs, Bumper Cars, Zero Gravity, the Edge, the Sure Shot and the Merry-Go-Round to name a few. In addition to carnival rides, Alpine Amusements will also host a carnival game walkway and a food court serving cotton candy, popcorn, funnel cakes, pizza, ice cream, corn dogs and other carnival favorites. September is National Disaster Preparedness Month

 Each September, our nation and emergency/disaster response agencies across our nation undertake a month long effort to educate the American public regarding the critical importance of disaster preparedness in both the home, the workplace and in the larger community. Preparedness is an essential
step in disaster recovery because of its focus on mitigation - a community's   coordinated effort to reduce loss of life and property by lessening the impact of local disasters. Communities that assist their residents and businesses prepare well for disaster incidents are those that typically recover quicker and come back even stronger from an incident.  There are countless preparedness measures families and business organizations can take to increase their capacity to respond and recover from a disaster event. The most impactful measures  a person, family, business or community organization should undertake include the following:
 
1. Sign up for local alerts and warnings, download apps, and/or check
     access for wireless emergency alerts;
2. Develop and test your Emergency Communication Plan;
3. Assemble or update your emergency supply kit;
4. Conduct a drill to practice emergency response actions;
5. Participate in a preparedness discussion, training, or class;
6. Collect and safeguard critical business and personal documents;
7. Document property and obtain appropriate insurance for relevant
      hazards;
8. Make property improvements to reduce potential injury and property damage.
9.  Include the welfare of your PETS in all phases of family disaster planning.

Illinois Crosswalk Explained

In July 2010, the Illinois Driver's Must Stop for Pedestrians Law was signed into law that amended the Illinois Vehicle Code to detail the new duties and responsibilities for both pedestrians and motorists at all crosswalks (marked, unmarked, signalized and unsignalized). Most drivers tracked in a recent Chicago-metro survey failed to comply with the state law requiring them to stop for pedestrians, a finding the researchers attributed to a clear need for both stepped up enforcement and improved public education. For both pedestrians and motorists alike, it is important to understand that 'every street corner is considered a crosswalk'. Key provisions of the Illinois Crosswalk Law are summarized below:

Historical Society Hosts Annual Family Day Event
 
The Carol Stream Historical Society is hosting their annual fall Family Day event on
Saturday, September 10th from 10 AM - 2 PM at the Historical Farmhouse located at 301 W. Lies Rd. Carol Stream families and the general public are welcomed to attend this free community event whose festivities will include kid's games, a family history hunt, a used book sale as well as a vintage purse, scarf and jewelry sale.  In addition, the Historical Society will be selling raffle chances to win a hand-crafted quilt and also be conducting farmhouse tours. Food and refreshments will be sold for a nominal fee. It is not too late to donate books, purses, scarves or jewelry as arrangements can be made for their drop off by contacting

NEW Stormwater App Helps Identify Watershed Problem Areas

DuPage County Stormwater Management Division has recently developed a web-based App for smart phone users that allows residents and businesses  to actively participate in the County's watershed management efforts. The new Citizen Reporter App includes several features that allow a subscriber to identify and report areas within their respective watershed that have water quality issues that need to be addressed. The web app can be accessed at 'Navigate DuPage' or by clicking on the image of the App on the left.

REMINDER: Electronics Curbside Disposal & Landfill Ban

On January 1, 2012, a state law went into effect strictly prohibiting any person or business from disposing of banned electronics in a refuse container, commercial dumpster or an Illinois landfill. In addition, the Village's health code prohibits fly dumping of refuse including electronics on any public or private property within the Village that includes but is not limited to a park, retention/ detention basin,  creek, parkway or alleyway etc. The Village has observed some homeowners placing TV or computers on the parkway on their designated refuse collection day in violation of the state's disposal ban and the Village's property  maintenance code.
