FIREWORKS are ILLEGAL in Illinois
 
The Illinois Pyrotechnic Use Act (PUA) bans the sale, possession and use of all consumer fireworks that include, but are not limited to:
  
  * Blank cartridges    * Firecrackers     * Torpedoes    * Sky Rockets
  * Roman Candles                   * Toy Cannons using explosives
  * Balloons w/ fire underneath    *  Highly charged fireworks
  * Fireworks or tablets containing an explosive compound

Fireworks
Consumer fireworks bought legally in Indiana or another state where their sale possession and use are not prohibited become illegal when transported back across the Illinois state line. Village code allows the Police Department to enforce the state fireworks ban under local ordinance that includes a $250 hang on ticket to be paid within 10 days to avoid prosecution in DuPage County Court. The PUA also lists revelry items that are not classified as consumer fireworks and  therefore legal to buy possess and use which include:
  
 * Sparklers                * Booby Traps               * Smoke Devices
 * Cigarette Loads      * Trick Matches             * Snappers
 * Trick Noisemakers  * Auto Burglar Alarms  * Snakes/Worm Pellets
 * Small cap guns        * Smoke Devices

LATE VEHICLE REGISTRATION Begins Friday

The 60-day vehicle registration period concludes Thursday, June
30th at midnight at which time online registration ends as well. Late vehicle registration begins in earnest on Friday, July 1st during which time the cost of a vehicle sticker DOUBLES across all vehicle classifications. Please note the fee schedule during late vehicle registration is as follows:

Promptly Prune Landscaping Obstructing the Right-of-Ways

Spring, summer and fall months are seasons when pedestrians and bicyclists recreate using the local network of sidewalks, bike paths and streets. Village Code requires property owners to maintain vegetation/landscaping on private property so it does not impede the free and safe passage of pedestrians along sidewalks and bike paths or motor vehicle traffic traveling local roads. Landscaping may not encroach beyond the edge of a sidewalk while tree branches should be maintained a minimum of 8 ft. above a sidewalk, bike path or street. Landscaping on private property that obstructs a public sidewalk, bike path or street will be sent a Courtesy Notice asking the property owner or occupant to remove it in a timely fashion. Failure to do so may result in the issuance of a citation. Village Parkway Trees are maintained by Public Works and should you observe a parkway tree in your or another neighborhood  in need of trimming, contact Public Works 630-871-6260 or by email at pw@carolstream.org.
 
The Village is grateful to property owners who are diligent in preventing their landscape from interfering with safe pedestrian access to sidewalks and pathways as well as motorist access to the roadway network.
 
7th HEAVEN to Headline 2016 'Concert for the Troops'

The Village, Northwestern Medicine at Central DuPage Hospital and its concert series sponsors will host the 7th Annual Concert for the Troops on Thursday, July 14th at the Town Center Gazebo Stage. 7th Heaven, Carol Stream's favorite sons will headline this annual charity concert hosted by Mayor Saverino and his company staff from Saverino & Associates.  Fronted by their founder and lead guitarist Richie Hoeferr, 7th Heaven is the midwest's most beloved rock n' roll band performing over 250 shows a year.  The band's coveted playlist includes their radio hits 'Better This Way' and 'Sing' and is anchored by their signature medley of '30 Songs in 30 Minutes'. Food concession service begins at 6 pm when  Charkies, Culver's and the Carol Stream Rotary Club begin selling food and beverages to concert-goers. The Village will host a Split-the-Pot raffle with all proceeds to benefit Operation Support Our Troops America, a national charity who mission it is to provide comfort and care at home and away to our active duty military, families and veterans.
 

Com-Ed Contractor to Conduct Line Trimming

The Illinois Public Utility Act  (220 ILCS 5/8-505.1) requires ComEd to regularly perform vegetation management (line clearance) activities along electrical distribution circuits. Landscaping that comes in contact with overhead power lines is the leading cause of customer power outages. To this end, qualified

line-clearance contractors are currently performing tree trimming (line clearance) work in designated areas of the Village. Colored lines (red, green, yellow & blue) on the attached map indicate where project work is or will take place.  It is routine during line clearance activity for crews to significantly trim and sometimes totally remove a tree or other landscape that has encroached into the utility easement. The remaining tree stumps are treated with an approved herbicide by a state-licensed applicator to prevent future regrowth. All Carol Stream customers impacted by the ongoing work have been contacted by direct mail and/or door hanger notifying them of the project whose objective it is to ensure reliable electric service year round. The project will continue through early-mid September.
Police Department Tops List in Annual DUI Survey

The Alliance Against Intoxicated Motorists (AAIM) is an independent non-profit citizen action group whose express mission is to prevent deaths and injuries caused by intoxicated or distracted motorists.  In addition, this advocacy  organization assists DUI crash victims and their families emotionally and financially during court proceedings. Each year, IDOT awards AAIM a grant to conduct an annual state-wide survey of traffic enforcement agencies regarding their DUI Enforcement program activities. AAIM is pleased to announce the results of their latest state-wide DUI survey that includes enforcement data from over 567 of the more than 700 law enforcement agencies surveyed. 
 
In this latest survey, the Village's Police Department along with the Rockford PD placed 1st in the entire state for the highest number of DUI arrests by a municipal police department. During all of 2015, the our Police Department recorded 470 DUI arrests earning the highest DUI arrest rate per sworn officer of 7.61. AAIM also recognized our Police Department for increasing the number of DUI arrests by 31.8% from 2014 to 2015. Upon notice of this recognition, Chief Sailer praised the excellent work of his department's traffic patrol officers for their successful effort to make the roadways safer for motorists and pedestrians alike.

I-390 Cashless Tollway Opens to Traffic on Tuesday, July 5th
Beginning Tuesday, July 5th, cashless tolling will begin on Illinois Route 390 from Lake St. to I-290. Cashless tolling provides motorists with continuous travel at highway
speeds throughout a trip. Cashless tollways help motorists save on tolls (50%), reduce fuel consumption, traffic noise and emissions by not having to slow down, change lanes or stop at intersections. Because there are no toll booths or coin baskets along this 17-mile stretch of new interstate, all motorists must travel using an I-PASS (click to down application). I-PASSs are available at most Jewel grocery stores including the Carol Stream Jewel at 750 W. Army Trail Rd. in the Heritage Plaza. MOTORISTS with UNPAID TOLLS, have the entire month of July to get them paid off. Beginning Monday, August 1st, the 7-day grace period to  satisfy your unpaid tolls will resume.
Standards of Respect for Our Nation's Colors

The U.S. Flag Code includes specific instructions on how our nation's flag is  to be handled (handled, displayed, stored & disposed of). 
 

When DISPLAYING our nation's flag,       IT SHOULD NEVER BE 

  *  dipped to any person or thing;

  *  flown upside down except as a distress

        signal;

  *  used as a drapery to cover a speakers'

        desk, platform or as decoration 

        or advertising as well as commercial

        signs affixed to the flag's staff or

        halyard;

  *  used as part of a costume or athletic uniform, except as a patch

      on the uniform of military personnel, fireman, policeman and members

      of patriotic organizations;

  *  included as part of or attached to a mark, insignia, letter, word,

         number, figure or drawing of any kind;

  *  used as a receptacle for receiving, holding, carrying or delivering an

         item or object of any kind.

 

When LOWERING our nation's flag, IT SHOULD

  *  never touch the ground or any other object;

  *  always be received by waiting hands and arms;

  *  be respectfully and neatly folded and stored properly

  *  be cleaned and mended when necessary;

  *  be properly disposed of when the symbol, because of advanced wear 

        and degradation is no longer a fitting symbol of our great nation;

  *  American Legion Post 76 at 570 S. Gary Ave. has a drop box outside

         its gathering hall for worn U.S. flags.

Trees Thrive When Properly Mulched

The practice of mulching a tree where the elevation of the mound peaks at the trunk and slopes away from the tree is termed 'volcano mulching'. Arborists discourage volcano mulching because of the harm and damage it can do to an otherwise healthy tree. Mulch that comes in contact with the base of the tree will overtime cause the lower part of the trunk to rot. Trunk rot interrupts the flow of food and nutrition up to the leaves and branches and down to the root system. Persistent problems with the free flow of nutrients will stress a tree eventually attracting borers, fungi, and bacteria to inhabit the area. An excessively thick layer of mulch will also impede rain water from reaching the soil in the tree's root zone. The roots of thirsty trees will begin to grow upwards thru the mulched area eclipsing the main roots creating shoots that encircle the tree in its desperate search for water.
 
To reverse tree damage from improper mulching, use a shovel, trowel or landscape rake to carefully move the mulch away from the base of the trunk to the outside of the tree's drip line. Mulch should be mounded at the outside edge of the drip line gradually sloping toward the base of the trunk resembling a saucer. This recommended way of mulching will ensure rain water is channeled to the trunk as well as its system of roots and branches.
