Fiscal Year 2016-17 BUDGET in BRIEF
  
On April 18th, the Village Board adopted the fiscal year 2016-17 Budget that includes $55.3 million in expenditures across  6 separate funds, namely the General Operations, Water & Sewer Utility, Capital Improvement, Police Pension as well as two distinct Tax Increment Financing funds. The General Fund accounts for 50% of the $55.3 million budget and funds most of the basic day-to-day Village services including public safety, street maintenance, snow and ice removal, parkway tree maintenance, building permitting and code enforcement and both engineering and general administrative services. The General Fund relies primarily on general revenues and taxes to fund its operations. The Village continues to operate without a local property tax.

The Water and Sewer Fund is the other primary operating fund that comprises 25% of the total overall budget. The single largest fund expenditure is the purchase of 1 billion gallons of Lake Michigan water from the DuPage Water Commission. This budget also funds the considerable costs to maintain, repair and replace utility infrastructure such as water and sewer mains, reservoirs, hydrants, pump and lift stations as well as sewage treatment. Revenue to fund this important utility primarily comes from customer rate charges for water consumption and sewage treatment.  Rate charges fund the utility's operation, maintenance and replacement costs. On May 1st, the combined water-sewer rate increased by 50 cents/1,000 gallons of water costing the average customer an additional $3 a month. Water and sewer rates charged to Carol Stream customers remain among the lowest of all DuPage Water Commission communities.

The remaining 18% of the total budget is dedicated to significant capital infrastructure repairs and rehabilitations to the network of streets and sidewalks, stormwater control infrastructure as well as municipal buildings and facilities. Beginning in FY16-17 the Village will begin planning for a significant rehabilitation and expansion of the Bielawski Municipal Center which has become extremely worn and can no longer efficiently accommodate staff and public uses. Capital investment activities are funded by surpluses generated and transferred from the General Fund. The Village does not have any bonded debt.
 
Total Village staffing for this current budget year will increase by 5.8 full-time-equivalent positions. Positive revenue growth and no tax increases will allow for modest growth in staffing where service demands are not being met. After the planned additions, the Village's employee complement is 10 full-time-equivalent positions less than those prior to the onset of the Great Recession of 2008-09 and remains among the leanest when compared to our peer communities.
Vehicle Registration Underway

Village residents and businesses can register their vehicle(s) with the Village Cashier-Receptionist during regular business hours of Monday thru Friday between 8 AM - 5 PM. Vehicle owners can also register their vehicles after hours during the week or round the clock on Saturdays and Sundays at the Police Department Walk Up Lobby in the Municipal Center during the 60-day registration period. The Village's vehicle registration web portal will begin processing online applications starting Monday, May 2nd. Village vehicle owners MUST DISPLAY a vehicle sticker on the lower right corner of the front windshield of each of their motorized vehicle(s) by THURSDAY, JUNE 30th. The Village will conduct special Saturday registrations on both June 18th & June 25th beginning 9AM at the Carol Stream Municipal Center. This year's vehicle license fee schedule has remained unchanged since 1993 and is as follows:

Pond Sweep Volunteers Needed
 
 The Village in partnership with the DuPage Conservation Foundation will host a local Pond Sweep on Saturday, May 21st beginning at 8AM. Individuals and volunteer groups will be provided cleanup supplies including retrieval tools, bags, gloves and drinking water and also
be assigned several area stormwater ponds from which to remove shoreline debris. This annual cleanup event has been instrumental in removing blockages from local waterways so these flood control structures operate as designed during rain events. In addition, litter-free ponds help protect the habitat of waterfowl, fish and amphibians who live in these waters. Dine In at Culver's in Support of the July 4th Parade

The July 4th Parade Committee will host a Dine-In fundraiser at the Carol Stream Culver's on Thursday, May 19th from 10 AM - 10 PM. Steve & Amy Adams, the owners of the local Culver's located at 290 S. Schmale Rd. have agreed to donate 10% of all pre-tax meal purchases from both sit down and drive up customers to help fund this year's Independence Day Parade.

Concert Series on Thursday, June 9th when the Midwest's premiere soul/R&B band Second Hand Soul will perform a 2-hour concert from the Gazebo Stage. Concert-goers are asked to come out early and enjoy concession service from our featured weekly food vendor that includes  Charkies, Rocco Vino's, Caputo's Fresh Market, Chick-fil-A and Culver's Frozen Custard Cart who begin serving at 6:00 PM from the Visitor's Center. The Carol Stream Rotary Club will staff a beer and wine cooler concession that also begins at 6:00 pm. The Village will host a Split-the-Pot raffle each concert with the Village's share of  the proceeds to be donated to several local charities. 

The Carol Stream Park District will host the 11th Annual Just Play Recreation Festival on Saturday, May 21st from 10 am - 4 pm on the Town Center campus. This interactive 'try it' sports/fitness festival offers dozens of free activities designed to encourage people of all ages and backgrounds to get active, have fun and try new activities with your family and friends. Offerings will be spread across 7 different Zones including the Baird Performance Arena, the Kids, Party, Sport Court, Water Sports and Public Safety Zones. Don't miss festival favorites like Zip Lining, Ice-less Ice Skating, Rock Climbing, Eurobungy, Human Foosball, Scuba, Fitness, Parkour, Inflatable Archery, Dance/Gymnastics/Theater Performances, Human Billiards, Disc Golf as well as the Wrecking Ball. Support the Summer Concert Series on Your MAY Water Bill
  
The May water bill (April usage) has a pre-printed donation box that allows water customers to make a free-will donation in support of the upcoming Summer Concert Series. Those who would like to make a donation can write in that amount in the pre-printed donation box and then add that to your total invoice before making out your check. One-hundred percent (100%) of the   donations collected will fund the costs of musical entertainment for the upcoming 10-date season that kicks off on Thursday, June 9th.  

Participate in the Mayor Saverino's Bike Safety Challenge

Mayor Frank Saverino and a host of Illinois Mayors encourage both bicyclists and motorists in their respective communities to participate in this year's Mayor's Bike Safety Challenge sponsored by Ride Illinois. The goal of the annual challenge campaign is to help close the learning gap regarding the rules for the safe sharing of the road for both cyclists and motorist alike. questions for both young and adult bicyclists alike as well as a motorists. The quizzes are approved by the Illinois Secretary of State and cover bike safety techniques and Illinois rules of the road. Each quiz that you successfully pass will automatically enroll you in prize drawings that will occur all throughout May. The top 3 communities with the highest numbers of contest participants by the end of the contest will be recognized at the Annual Illinois Bike Summit this coming September.

individuals with high academic potential. This  education scholarship supplements the cost of tuition, books, supplies and other school-related items for a semester or a quarter to offset the student's needs.   Applicants must provide proof of county residency, the familiy's gross household income for the past 3 months as well as the size of the family household. The applicant's household income must be at or below 125% of the federal poverty level. A 500-word essay or personal statement, official school transcripts, 2 letters of recommendation, a Financial Aid Audit (financial aid award letter) and proof of enrollment in an Illinois accredited institution must accompany the scholarship application. The deadline for the education scholarship is Friday, June 3rd at 4:30 pm.  Up to 10 scholarships will be awarded for amounts ranging from $500 to $1,000. Special consideration is given to students interested in high technology fields or other occupations in emerging (growing) fields. 
Code Regulations for Door-to-Door Solicitors
 
Village code requires door-to-door solicitors to first apply for
and be issued a valid permit before visiting any local residence or business establishment. The Village conducts a background check on all solicitor applicants and issues a permit only to those who meet the strict code requirements. Once permitted, the solicitor is given a Village-issued  photo ID that includes their name, company or organization as well as the time period authorized for soliciting. Permitted solicitors are required to prominently display their ID so it is clearly visible to the home or business owner. Village code prohibits any door-to-door solicitation on any Sunday, a national holiday or Monday - Saturday before 10 am or after 9 pm. Violations of the Village solicitation ordinance should be reported by dialing emergency 9-1-1. Residents who do not want to be solicited at their home may request a free a 'No Soliciting' sticker from the Village Receptionist during regular business hours of Monday - Friday between 8 am - 5pm. Residents and businesses that do not want to be solicited can clearly post their own sticker on their front door/entrance.
