Draft FY 2016-2017 Budget & 3-Year Financial Plan
 
The Village Board
recently completed their review of the
FY2016-17 Budget and 3-Year Financial Plan. The draft document is posted on the Village's website for public review. A PUBLIC HEARING on the fiscal year budget and 3-year financial plan will take place on Monday, April 18th at 7:30 pm in the Board Chambers of the Bielawski Municipal Center. Residents and the general public may also review hard copies of the draft budget available for browsing from the Carol Stream Library's Reference Desk. Residents are invited to attend the public hearing to offer their comments and feedback  on the proposed FY2016-17 Budget & FY2016-19 Financial Plan.   
Combined Water/Sewer Rate to Increase May 1st
 
Effective May 1st, the Village's combined water and sewer rate will increase 50 cents per 1,000 gallons used, from $9.85 to $10.35 representing an increase of 5.1%.  The Water and Sewer Fund of the Village accounts for all activities related to the purchase and delivery of Lake Michigan water and the collection and treatment of sewage at the Wastewater Reclamation Center.  User rates are established to  fully cover the costs associated with these activities; No tax or other general revenue dollars are used.
 
The rate increase is needed to ensure that the Fund is able to continue to pay for the day to day operating costs of these essential services, including the purchase of more than 1 billion gallons of Lake Michigan water used by the community each year.  The cost of water has risen significantly over the past seven years due to double digit annual rate increases imposed by the City of Chicago.  During these years, the Village only increased water rates by the amount of its cost of purchasing water.  While efforts were made to reduce the amount of cost increases in other areas, the Village has needed to continue reinvestment in the water and sewer capital infrastructure to ensure their proper maintenance and reliability.  Most of these projects in recent years have been completed by drawing from available fund reserves.
 
The financial impact of the May 1 rate increases to a family using 6,000 gallons of water per month is $3.00.  Despite the rate increase, the Village's combined water and sewer rate remains one of the lowest of all communities that purchase Lake Michigan water through the DuPage Water Commission.
Time to Make Your Pledge in the Water Conservation Competition

Mayor Saverino invites all 11,000+ Village water customers to make their conservation pledge in this year's National Mayor's Water Conservation Challenge. The competition continues the entire month of April concluding on Saturday, April 30th.  Team Carol Stream came out of the gates in 5th place and has since dropped to 7th for communities with populations between 30,000 - 99,999 residents. If you have not yet made your online pledge on behalf of yourself, household, business or agency, please do so now at www.mywaterpledge.com At the close of the competition, the city with the highest percentage of water customers who made a pledge will be eligible to win tens of thousands of dollars in prizes.  Let's show our competition what the Can Do Carol Stream Spirit looks like when challenged to preserve every drop of our limited fresh water resources.
Pond Sweep Volunteers Needed
 
The Village, in conjunction with the DuPage Conservation Foundation, is sponsoring a local Pond
Sweep on Saturday, May 21st beginning at 8AM. Individuals and volunteer groups will be provided cleanup supplies including retrieval tools, bags, gloves and drinking water and also be assigned several area stormwater ponds to remove debris from the shoreline. This annual cleanup event helps remove potential blockages to ensure the proper functioning of these flood control structures. In addition, litter-free ponds help protect the habitat of waterfowl, fish and amphibians who live in these waters. Pavement program includes the   structural overlay of 15,924 square yards of  both Greenway Trail and a significant portion of Rose Ave., the resurfacing of 107,216 s.y. of 34 roadway segments as well as the reconstruction of 21,089 s.y. across 9 local roads. Curb and gutter, sidewalk and driveway removal and replacement as well as pipe under drainage, street and structure patching as part of this project only when conditions meet the program criteria. Plote Construction of Hoffman Estates is the project contractor who will oversee this $2.8 million roadway improvement project. Carol Stream residents are encouraged to subscribe to SMART 911 to buy precious time for yourself and/or your loved ones in an emergency. SMART 911 is an online subscription service that allows the head of a household to share key information about members of your household and/or your pets with a 911 operator   who in turn will relay that information to emergency first responders in route to an emergency call made from your home or  mobile phone. Critical information that can be included in a SMART 911 profile includes names and ages of persons, any pre-existing medical conditions of householders and their associated  prescription medications, photos of your children and pets, emergency phone numbers of the primary heads of the household. Your Smart 911 Profile is only active and available to DU-COMM (Emergency Dispatch Agency) for a 6 month period from the time of your initial account activation. If your account shows no activity during any given 6-month subscription period, your Safety Profile will become inactive and your profile information not accessible to 911 operators. A dormant account can easily be reactivated by logging in with your User ID and password. Smart911 respects your privacy and does not sell or share any information from your profile to third parties or marketing organizations. Your profile information is secured in our data storage facility and only accessible for sharing when you dial 911.

Support the Summer Concert Series on Your April Water Bill

 

The April water bill (March usage) has a pre-printed donation box that allows water customers to make a free-will donation in support of the upcoming Summer Concert Series. Those who would like to make a donation can write in that amount in the box and then add that to your total invoice before making out your check. 100% of the donations collected will be used to fund the costs of musical entertainment for the upcoming 10-date season that kicks off on Thursday, June 9th.

Glendale Heights to Host April 23rd Recycling & Doc Shred Event
 
The Village of Glendale Heights will host a recycling collection and document shredding event on Saturday, April 23rd from 8 am- Noon at its Public Works Facility located at Fullerton Ave. & Glen Ellyn Rd. Please note that the document shredding portion of the event is from 8:00-11 AM  only and vehicles are limited to no more than 3 boxes of personal records for on-site shredding.  All documents and records must be removed from binders, rigid report covers, sheet protectors, rubber bands and large clips. Items acceptable for recycling drop off include:

Historical Society Hosts Ladies History Tea

The members of the Carol Stream Historical Society cordially invite Carol Stream ladies to attend a History Tea on Sunday, April 17th from 1- 2:30 pm at the Historic Farmhouse on Lies Rd.
