Mayor Saverino is enlisting the participation of the Village's 11,000 water customers to actively compete in the National Mayor's Water Conservation Challenge hosted by the Wyland Foundation. From April 1st - 30th, water customers in contest communities will be asked to make an online water conservation pledge at www.mywaterpledge.com that will incorporate measures  (indoor use) (outdoor use) to help reduce daily water consumption in your home, apartment unit, business, industry, school, government agency or office complex. with the highest percentage of water customers who make pledges will be eligible to win tens of thousands of dollars in prizes. If every Village water customer reduced their April water consumption by just 2%, the Village would save 1.8 million gallons of water. The key to the competition is to make your pledge in early April so you have the entire month to implement your conservation plan. The contest site will keep track of the daily progress of competing communities throughout April. So come April 1st, its game on for our water customers to show the nation the Can Do Carol Stream Spirit in action when challenged to save money and energy, reduce water system delivery costs and preserve every drop of our fresh water.
Municipal Center to Undergo Major Renovation

The Village is working with the Williams Architectural firm who recently completed a space needs study of the Gregory J. Bielawski Municipal Center. For the past year, the principal architect  with the help of staff has

conducted a thorough facility evaluation and space needs analysis to determine if existing space and building components support the current operational needs of Village government operation. Construction of the 40,400 square foot Municipal Center began in 1979 when the Village's official population was 15,472. When it officially opened for service in 1981, the Municipal Center housed 31 full time employees. Over its 36 years of operation  that coincided with the rapid suburbanization of DuPage County, the Village's mission grew exponentially. During this period, the Village's population grew by 272% and staffing increased by an additional 135 employees to its current complement of 165 full time employees.

The space needs report found the current facility to be undersized with cramped work spaces, a shortage of both meeting and storage space well below industry standards for combined administration and police municipal facilities. The building evaluation and space needs analysis concluded that the Municipal Center facility to be worn, outdated, inefficient, disruptive of normal work flows and overall a poor reflection on the community.

This past Monday evening, the Village Board approved a contract with Williams Architects to begin the design phase for the renovation of the Municipal Center that will add 14,300 sq. ft. of needed program space. When completed, the renovated facility will incorporate a smart design and a revised layout that supports centralizing service to residents and customers on the main level, include improved lighting, energy-efficiency, accessibility for the disabled, building security and additional public meeting space. The project will add available space for future expansion and include enhancements to the exterior façade and grounds and the interior design.   

The total project cost is estimated to range from $13- $15.6 Million (including consultant fees & all construction-related purchases).   The design phase of the project will begin this spring followed in the late fall by development, review and project approval, moving to construction bidding in May of 2017 and actual construction to begin in the late spring through the early fall of 2017. This major facility improvement project will serve the community for several decades to come.

The Village Board has just completed their review of the
FY2016-17 Budget and 3-Year Financial Plan. The draft document has been posted on the Village's website for public review. A PUBLIC HEARING on the fiscal year budget and 3-year financial plan will take place on Monday, April 18th at 7:30 pm in the Board Chambers. Residents are invited to attend the public hearing to comment on the proposed spending plan.

The Village offers residents and businesses an online subscription service to receive warnings and notifications in the event of severe weather, a disaster preparedness advisory, an evacuation order, directions on alternate traffic routings, changes in Village services or information on special events. A Primer on Outdoor Warning/Tornado Sirens

The Village has 7 outdoor warning sirens located throughout the community to alert those outdoors such as residents, laborers and the general public as well as motorists driving on local roads to IMMEDIATELY SEEK SHELTER. These sirens are tested on the first Tuesday of each month at 10 am by DU-COMM, the Village's emergency dispatch agency. When not being tested, sirens are  used to signal potentially dangerous weather conditions and ONLY activated under the following conditions:
 
* a trained weather spotter has observed a funnel cloud within a 5-mile radius of the Village limits;
 
* a trained weather spotter observes damage to homes and/or businesses occurring in real time;
 
* the National Weather Service has determined that the Village is in the direct path of a confirmed tornado or funnel cloud.
 
The best shelters in a home are basements or centrally located windowless rooms. In a business, it is best to shelter in a centrally located utility or mechanical room or a lower level storage room. Those living on the upper floors of an apartment community are encouraged to relocate to an interior hallway on the building's 1st floor or garden level. Motorists are advised to not try to outmaneuver a funnel cloud but to parking the vehicle and relocate to a low-lying area such as a culvert, outdoor shelter or an adjacent commercial business. 

A severe weather siren  ALERT ACTIVATION has a constant steady audible tone which last 3 minutes long. Outdoor warning sirens are never activated to alert residents and the general public of an 'ALL CLEAR'. However, a secondary siren activation can occur to signal an extension of the current warning or the issuance of a new warning. Those already sheltered indoors during severe weather should rely on local radio and broadcast news or a NOAA Weather Alert radio as a primary source for emergency weather information. WDCB 90.9 FM from the College of DuPage is the official EMERGENCY ALERT SYSTEM (EAS) for DuPage County residents.
Yard Waste Pick Up Service Resumes April 4th

Flood Brothers Disposal Co. will resume curbside yard waste service during the April 4th collection week. Yard waste must be placed on the parkway in front of your home no earlier that 6 pm on the evening before nor later than 6:30 am on the morning of your scheduled service. Yard waste is to be placed in a commercial bag affixed with a yard waste sticker. Tree limbs cut to 4-ft lengths, weighing no more than 40 lbs. may be bundled and disposed of at curbside with a yard waste sticker.  Yard waste stickers can be purchased for $2.15 each at the following sales locations:

Support the Summer Concert Series on Your April Water Bill

The April water bill (March usage) has a pre-printed donation box that allows water customers to make a free-will donation in support of the upcoming Summer Concert Series. Those who would like to make a donation can write in that amount in the box and then add that to your total invoice before making out your check. 100% of the donations collected will be used to fund the costs of musical entertainment for the upcoming 10-date season.  

Wheaton to Host April 9th Document Shred
 
The City of Wheaton will host a free document shredding event on
Saturday, April 9th from 9 AM - 1 PM at the Metra Commuter Parking Lot #9 at Liberty St. and Carlton Ave. A limit of 4 banker boxes of documents per vehicle will be enforced. All document and records brought to the event must be free of rubber bands, plastic page protectors, plastic bags, plastic file tabs and 3-ring or rigid binders.
