Holiday Season

The Police Department asks motorists to assist in identifying drunk and drugged drivers this holiday season.  The Drunkbuster program will give a $100 award to motorists who identifies a driver under the influence who is subsequently convicted of a DUI.  To report a suspected drunk driver, dial  911 from your cell phone and provide  a vehicle descpription, a license plate number as well as the roadway and vehicle's direction of travel.  Common DUI Visual Cues are: 

* Swerving 
* Crossing over lane markings; 
* Erratic stopping or accelerating;  
* Driving at night with the headlights off; 
* Wide turning;  
* Following too closely; 
* Driving in the opposite lane of traffic;
* Near collisions

Winter Snow Season Policies

 

The objective of the Village's approved SNOW PLAN  is to clear snow from all local roads within 8 hours from the end of a snow storm event.

The Village
DOES NOT plow or shovel sidewalks adjacent to private property. Home and property owners are asked in the spirit of cooperation and neighborliness to shovel snow from adjacent sidewalks. The Village, in partnership with Glenbard North H.S. have agreed to administer a PILOT PROGRAM to have a private contractor remove snow from the south side of Lies Rd. between Brookstone Dr. and Idaho Trl. as well as the west side of Kuhn Rd. from Thunderbird Trl. north to Woodhill Dr.  Keeping this cross section of sidewalk clear of snow will create a safe pedestrian route for Glenbard North students walking to and from the high school campus. On-street parking IS PROHIBITED after  a 1-inch snowfall until streets have been completely cleared of snow and ice. This prohibition is strictly enforced and violations will result in ticketing and possible towing. 

 

Both home and property owners are asked to remove snow from around fire hydrants located on their property. This courtesy gives firefighters quick response capability in the event of a structure fire. 

 

On your designated refuse collection day, residents are required to place their garbage containers on their driveway or adjacent parkway. The Village WILL NOT REIMBURSE a homeowners for damage to a garbage container(s) placed in or overhanging the roadway.

 

12-3-4 of the Village Code pertaining to Right-of-Ray Obstructions states that  it is unlawful for any person to cause any obstruction on any street, sidewalk or any place within a public right-of-way. Shoveling or the blowing of snow from private property into the street is considered an obstruction and subject to ticketing.

 

The Village will ONLY REPLACE PROPERLY INSTALLED mailboxes damaged by direct contact with snowplows.  However, mailboxes suffering damage due to improper installation (placed too close to curb) or deteriorated support (rotting wood, rusted metal, etc.) are not the maintenance responsibility of the Village.  In addition, the Village is not responsible for mailboxes that suffer damage from snow discharged from a plow truck.

 

Salt conservation measures are in effect all season long! The salting of non-arterial roadways WILL BE DONE ONLY during the salt truck's final pass. Salting WILL NOT OCCUR  on courts and cul-de-sacs, except in the event of an ice storm. When conditions such as pavement temperature, wind speed, sunshine, air moisture and snow consistency warrant its application, presalting with brine solution in advance of a forecasted snow event will occur all season long.

POLICE ACADEMY Enrollment Continues
 
Open enrollment for a winter Citizen Police Academy continues thru January 18th. The 11-week academy will kick off on Thursday, January  28th  @ 6:30 pm and continue on consecutive Thursday evenings  through April 7th. Training session  will include education and demonstrations on Investigations, Crime Scene Processing, Drug Awareness, DUI Enforcement, Use of Force, Social Services, Emergency Dispatching, Firearms Safety, Traffic Stops and concluding with an Officer Ride Along. The academy will be held in the training room in the lower level of the Bielawski Municipal Center located at 500 N. Gary Ave. Adults (18 years+) may enroll by contacting Officer Tom Eby at (630) 871-6201 or by e-mail to teby@carolstream.org.
Donate to Christmas Sharing Program
on Your December Water Bill

The current water bill has a pre-printed donation box on the payment portion for water customers to make a voluntary donation in support of the Christmas Sharing Program. This holiday season will be our 36th Annual outreach to local under-resourced families in need of a hand up at this difficult time of year. All donations to the Christmas Sharing program are fully tax deductible to the extent permitted by the U.S. Tax Code as this charitable effort is a registered non-prof
it. 100% of the financial donations made to the Christmas Sharing program are used for direct assistance to families in need. Each family registered for program assistance will receive a food basket for a traditional holiday meal and new toys for their children.

It is a fact that local business owners invest more in local nonprofit and civic organizations, who in turn provide support to address outstanding needs in the community.

A state-wide electronics landfill ban took effect on January 1, 2012 that prohibits residents and businesses from disposing of their unwanted electronics or e-Scrap in the traditional waste stream (curbside or commercial dumpster). The Bloomingdale Township Highway Department accepts scrap electronics from its township residents FREE of CHARGE on the 1st Saturday of each month from 8 AM - NOON.  Residents living in the Milton and Wayne Township portions of the community are encouraged to visit the Village's Green Carol Stream Portal to identify options for proper disposal of their e-waste.  
  Library Hosts HOLIDAY OPEN HOUSE
 
The Carol Stream Library Board and staff invite the community to attend their upcoming Holiday Open House on Sunday, December 6th from 1:30 - 4:30 PM.  Festivities include ice carving of the Stanley Cup, holiday movie showings, a live reindeer, a bell choir, caroling, a horse-drawn sleigh ride, holiday treats and a visit from Jolly Ol' St. Nicholas.
Safely Caring for Your Fresh Holiday Tree

   

The Carol Stream Fire Protection District urges everyone to help 'Keep the Wreath Red' all throughout this festive season. A holiday wreath illuminated with red bulbs will be displayed in front of Fire Station 28 located at 365 Kuhn Rd. thru the New Years Day holiday.  Should a fire occur during this time involving holiday decorations, one of the red bulbs will be changed to white to serve as a reminder of the fire safety precautions that need to be followed this time of year.
