Property Tax Relief for Illinois Veterans & Disabled
More Illinois Veterans and persons with disabilities will now be eligible for tax relief as a result of two recent laws passed by the Illinois General Assembly and signed into law that expand both the property tax and mobile home exemptions. For more information on these new laws, visit the Illinois Department of Revenue or click on the following graphic.

Month
The U.S. Department of Homeland Security has designated September as National Preparedness Month signlaing a time when both residents and businesses take stock of their readiness capability for disasters common to our region. One of the keys to improving disaster preparedness is early/advance notification of an impending local emergency or regional and state-wide disaster declaration. The Village offers a voluntary subscription service to alert residents and businesses of forecasted severe weather, emergency road closings, shelter locations as well as recommended preparedness measures to undertake.

Village & CH2MHILL to Host
Water Reclamation Center OPEN HOUSE
  
The Village and the staff of CH2MHILL, the contact operator of the Thomas Vinson Water Reclamation Center located at 245 N. Kuhn Rd. will host an Open House on Saturday, October 3rd from 10 am - 2 pm. Open house activities will include educational tours of the various phases of wastewater treatment that include a wealth of information on environmental health and science. In addition, several agencies will staff educational exhibits and provide free giveaways on environmental conservation including the Carol Stream Public Library, the DuPage Conservation FoundationEagle Point Solar and Clarke Mosquito Management who will land one of the helicopters in its aerial fleet. Complimentary food and refreshments will be plentiful and include frozen custard, popcorn, taffy apples as well as a free pumpkin giveaway.

Fire Prevention Week OPEN HOUSE
 
National Fire Prevention Week is October 4th - 10th and the theme for this year's fire safety week campaign is 'Hear the BEEP Where you SLEEP'. To celebrate this annual awareness campaign, the Carol Stream Fire Protection District is hosting their annual Open House on Saturday, October 3rd from 10 am - 2 pm at Fire Station #28 located at 365 N. Kuhn Rd. Families are cordially invited to attend this open house and take part with your child(ren) in a host of activities that include the junior firefighter competition, storytime with Sparky the Fire Dog, the Firefighter FEAR of GEAR apparel and equipment demonstration, a touch-a-truck offering, free giveaways as well as complimentary food and refreshments including popcorn, cookies and beverages.

GPS Seminar: Raising the SELFIE Generation

Dr. Alec Couros is a professor of educational technology and media and will share with the Glenbard school community strategies on how to protect their children as they explore the digital world. The parent seminar titled Raising the Selfie Generation will take place at Glenbard North H.S. on Tues., October 13th at 7 pm. With great numbers of young people accessing and creating powerful learning networks in an effort to become passionate, self-determined learners, Dr. Couros will advise parents on how they can help shape the digital footprint teens are leaving behind and how to help make that experience a safe and meaningful one.    
Nominate Your Favorite Spooktacular Home(s)

The Village encourages homeowners to deck out their front yards in spooktacular fashion as part of th1st Annual Halloween Decorating Contest. To nominate your favorite home(s), send an e-mail with the street address(es) in the body and Halloween Decorating Contest in the  subject line to DecoratingContest@carolstream.org or posted to the Village's Facebook page @VilofCarolStream by the October 12th  deadline. Judges will visit nominated properties from October 13th-15th in the evening to make their recommendations in 3 award categories that include:

Illinois CROSSWALK LAW in Detail

State statute defines a crosswalk as that part of the roadway at an intersection located within the connections of the lateral lines of the sidewalks on opposite sides of the highway measured from the curbs. In the absence of a sidewalk on one side of a highway, the crosswalk is then located within the extension of the lateral line of the existing sidewalk to the side of the highway without a sidewalk.   

In 2010, The Illinois General Assembly amended the state's Vehicle Code (Pedestrians' Right-of-Way at Crosswalks) to now require drivers to come to a complete stop for pedestrians at signalized, unsignalized as well as marked and unmarked crosswalks. The previous code provision required motorists to yield and stop only when they deemed it necessary. Confusion among motorists persists as to when to bring their vehicle to a complete stop for a pedestrian preparing to cross at an intersection. A pedestrian is in a crosswalk once they step off the curb to cross the streetPedestrians often think they have the automatic right-of-way so long as they are using a marked crosswalk which is not supported by statute. The law prohibits pedestrians from SUDDENLY leaving a curb or other place of safety as to constitute an undue hazard. More clearly, if a vehicle is approaching an intersection at the legal speed limit and a pedestrian doesn't give them time to react to their presence, then they are in violation of the law. 

If a motorists does not stop when a pedestrian is in a crosswalk, they are advised to call 911 and report the vehicle's license plate number along with their location. Bicyclists traveling on Illinois roadways must obey the same laws, traffic signs and signals as motorists.  
Help Report Street Light OUTAGES

The Public Works Department asks residents to report burned out street lights by e-mail to
 Include the words Street Light Outage in the Subject Line and the cross streets, adjacent property address or the street light's identification number in the body of the e-mail. Public Works will promptly schedule its inspection and repair.  
YOUR ACTIONS MATTER in 
Preventing Underage Drinking

The Carol Stream Police Department, in cooperation with the DuPage County Prevention Leadership Team recently took the message into the community that it is not okay for adults to supply alcohol to minors. With the assistance of the Illinois Liquor Commission, thousands of Illinois youth and adult volunteers including a Carol Stream contingent recently delivered YOUR ACTIONS MATTER bottleneckers, drink coasters, buttons, window decals, signs, and posters to local retail liquor establishments to remind customers that preventing underage drinking is everyone's responsibility. The goal of this teen health and wellness campaign is to change the behavior of adults who believe it's okay to purchase and/or provide alcohol to minors. All campaign materials including the logo and slogan were created by Illinois youth. Owners and operators of local licensed liquor retail establishments can play an important role in protecting youth in our community by securing FREE CAMPAIGN MATERIALS for their store to actively support this state-wide effort at preventing underage drinking.
