EG Updates Economic Incentives Program

To encourage the development of new business and the expansion of existing business, the City of Elk Grove has revised its Economic Development Incentive Program to provide an opportunity for qualifying companies to take part in several performance-based incentives. These revisions will better target high-quality jobs that can support local families and also provide business with general incentives based upon job creation or tax revenue generation, potential development impact fee reductions, expedited permit reviews, and personalized customer service for qualifying projects.

Elk Grove's revised incentive program includes four categories under which a business may qualify for incentives such as monetary grants and/or non-monetary benefits such as project expediting. The categories include businesses that ...

... create new full-time permanent jobs. To qualify for incentives, a business must create at least 20 permanent full-time jobs with salaries equal to or greater than 100% of Area Median Income (AMI) or at least 50 permanent full-time jobs with salaries equal to or greater than 75% of AMI.

... generate new taxable sales or Transient Occupancy Tax (TOT) revenue. Incentives may be awarded to businesses that generate a minimum of $5,000 in new sales tax revenue (equivalent to $500,000 in taxable sales) or $5,000 in new TOT revenue to qualify new taxable sales or new revenues.

... locate or relocate into a space that has been vacant for at least 2 years. The City may also consider incentives for businesses that do not meet the above criteria if they are locating or relocating into an existing vacant building and meet other certain criteria.

... fall within one or more of Elk Grove's targeted industry sectors. Incentives may be awarded to companies that do not meet any of the above mentioned criteria but do fall within one of its targeted industry sectors that include medical, medical technology, medical education, medical research, or a related field; green or clean technology; post-secondary, professional, or vocational education; and agricultural support.

Businesses that fit within one or more of the above categories may qualify for one or more of the following incentives:
  • Development impact fee reductions of 10% to 100% of City-administered impact fees, depending upon the unique qualifications of the project and its overall contribution to the community.  
  • Development impact fee deferral for businesses that do not qualify for a fee reduction, that allows businesses to defer City-administered impact fees for a period of up to five years.
  • Economic development grants based upon number of new jobs created, new revenue generated within the City, or other factors as determined by the City.
  • Project coordination by an appointed Project Manager from the City's Economic Development Project Review Team (EDPRT) for each phase of the project to act as a single point of contact for the applicant.
  • Interagency coordination--by the EDPRT Project Manager or the Economic Development Coordinator--with any other public agencies involved in the development process to assist businesses with any potential issues and subsequent time delays a contractor or engineer may face during the plan review and permitting process.
  • Expedited plan review of any and all building plans and the processing of any required permits and--to the extent feasible--the expedited processing of any entitlements that may be required.

Elk Grove Looks to Extend SOI Boundaries

On Nov. 6, the City of Elk Grove will take it's first steps in expanding its southern boundaries with a request to the Sacramento County Local Agency Formation Commission (LAFCo) during a public hearing. The City is looking to expand it's sphere of influence by more than 25 percent of the area within its current limits (about 7,500 acres) according to a recent article in the Sacramento Business Journal.

City Launches "In Elk Grove" Tourism Program
New website, video showcases Elk Grove as a regional destination.

In a major step toward promoting tourism and inspiring economic development in the county's second largest city, the City of Elk Grove recently launched www.InElkGrove.com--a new online tool to find places to dine, shop, stay, meet and play in Elk Grove.

"In Elk Grove" promotes the range and diversity of experiences in the City, and the local businesses, events and amenities that make Elk Grove unique. The program taps into the charm of local roots and the fun, unique experiences Elk Grove is known for.

"Elk Grove is a gem just waiting for the rest of the region to discover," said Mayor Gary Davis. "I want everyone to know about Elk Grove's assets, and discover our unique restaurants, stores, historical sites, parks, hotels, and local entertainment. The launch of 'In Elk Grove' signifies our commitment to promoting Elk Grove as a destination and achieving our goal of showing visitors the vibrancy, energy and charm of our community."

The new visually driven, social media-inspired site features top-rated spots and photos taken throughout Elk Grove. Residents and visitors are encouraged to submit their own photos taken in Elk Grove on the website, or hashtag Instagram photos with #InElkGrove for a chance to be featured on the website.

The site organizes information into five categories: play, dine, shop, stay and meet, and includes an Elk Grove event calendar. A tourism video on dining in Elk Grove-the first in a series of videos promoting Elk Grove tourism--tantalizes the taste buds with the area's diverse Zagat rated dining options.

In the coming years, the City of Elk Grove plans to build a landmark civic center, aquatics center and soccer complex, as well as introduce a more formalized tourism effort, which could include a convention and visitors bureau. The new "In Elk Grove" program lays the foundation for developing a preliminary tourism marketing effort that can be expanded upon as new developments and amenities continue to strengthen the City's position as a tourism destination.

The site will be promoted through regional social media and online advertising, print advertising on the Elk Grove Automall digital billboard and at community events.

Elk Grove is home to nearly 160,000 residents and is the second largest city by population in Sacramento County, after Sacramento.

"No Cuts. No Color. Just Blow and Go." That's the slogan of The Blowout, Elk Grove's newest--and first--style-only salon featuring hairstyle services for both men and women, makeup and eyelash services, special occasion and party packages for bridal parties, girls-night-out events and more.

Celebrating their grand opening this month, The Blowout's co-owners--Stacie Nguyen and Roger Cooc--are enthusiastic about bringing this new, unique trend in hair care service to Elk Grove.

"We are here to make beauty for everybody--men, women and children--more affordable," said Nguyen. "We don't do cuts or color. We take time to shampoo hair and blow dry, and we style it for one flat fee. We want to make everybody feel like a million bucks for an affordable price."

Nguyen and Cooc are long-time Elk Grove residents who were inspired by similar hair trends in Los Angeles and the San Francisco Bay Area.

"It would have been way more expensive and a lot more competition to open business in San Francisco," said Cooc, who also works in real estate. "It was convenient to open business here, and we wanted to bring this new concept to Elk Grove."

"Everybody has been very helpful," added Nguyen regarding working with the City to open a new business. "It's our first business, we're young, and our approach to business may be a little different, but the City has been helpful in giving us opinions and ideas in approving our business, and that's been really nice."

New City Policy Supports Economic Development in Industrial Areas
The permitting process has been expedited and fees reduced for businesses moving into Elk Grove's industrial spaces within in the city limits. Under the new policy, businesses moving into existing industrial spaces will no longer have to obtain a new building permit, as long as the previous owner had the required permits for the space and no additional construction work is required. The policy also allows for a Certificate of Occupancy to be transferred to similar businesses in industrial areas on spaces less than 3,000 square feet. The new policy will reduce fees and ensure an efficient transition into a new space. Elk Grove Slashes Homebuilder Fees
The City of Elk Grove has eliminated the 97 cents/sf affordable housing fee that developers of office facilities have had to pay that funded a city program seeking housing for low-income residents. The fee, however, will remain unchanged and still be charged for commercial/retail, hotel, manufacturing and warehouses, and range from 46 cents to $1.36/sf. Program Expedites Small Business Building Permits

The City of Elk Grove's new personalized service, "T.I. Tuesdays," expedites building permits for small businesses and allows applicants to meet one-on-one with staff to process smaller tenant improvement building permits.
