State Office Headquarters Relocation to EG Nearly Complete
The California Correctional Health Care Services headquarters relocation from downtown Sacramento to Elk Grove should be complete in a little over a month, wrapping up the move of nearly 1,500 employees and bringing with it an estimated $4 million in economic benefit to the City.
State officials indicated they were initially drawn to the site because of free parking, plenty of retail, consumer services and public transit within walking distance. The City of Elk Grove also offered up some competitive incentives to sweeten the deal.
"We have the only assistance program to assist state and federal offices with their moving expenses that can be found in California," said the City of Elk Grove's economic development director, Randy Starbuck. "That was certainly a huge incentive for California Correctional Health Care Services. We also fast-tracked permit processing for Pappas Investments, the owners of the building, to make sure they were able to construct the buildings in a timeline consistent with the state's. They're actually running ahead of schedule and the workers are getting in as much as a month early."
Welcome bags are also being given to Elk Grove's newest workforce members that include coupons and other perks provided by the local business community.
"We're getting these new workers out into the business community, buying products, going to restaurants and getting them more familiar with what's available in Elk Grove during their lunch hours, and before and after work," added Starbuck. "We've really been focusing on getting them in here quickly, getting them moved here as least-costly as possible, getting the buildings up as quickly as possible, and helping these state workers feel welcome and helping them get to know their way around Elk Grove."
In addition to relocating employees to two existing buildings, two new buildings were constructed on the site for a total of 265,000sf of office space to accommodate the entire move. In addition, construction of the new Longleaf Drive Bridge over Elk Grove creek to connect the existing buildings and new buildings to the surrounding business area (which was already part of the existing improvement plan for the city) was accelerated by the state worker move. Free parking is also a plus for state workers who can pay more than $125 a month for parking in downtown Sacramento.
"Nearly half those workers used to leave the Elk Grove area every morning and fight Highway 99 traffic to get to downtown Sacramento," noted Starbuck. "Those workers don't have to do that anymore, and the other half now face a reverse commute clear of the downtown Sacramento area. We think the vast majority of those folks will be very pleased with their new commute. Also, all the different places they can eat, I suspect, are a little bit less expensive than downtown Sacramento options. Plus, they can still walk to the many restaurants, and businesses near their new area."
The City of Elk Grove strives to be the most business-friendly community not only in the region, but also in the state.
"We've cut development fees three times in the last six years, and we just dropped business license fees a few months ago by 90%," said Starbuck. "We sit down with the business community to find out what's important to them and how we can help them be successful. If it's a new company coming into town, we figure out how to get them here as quickly as we can."
"We're excited about the California Correctional Health Care Services headquarters being here," added Starbuck. "The fact that our private sector partners could get the buildings up and occupied ahead of schedule, and the strong support that the city council gave to the state and the developer to make this deal happen is all a testament as to how serious we are about economic development in the Elk Grove community."

EGEDC Elects 2013 Board Chair

The EGEDC announced the election of 2013 board chair Jim Cline at a recent board meeting. Cline, General Manager for Frontier Communications--and most recently Vice Chair of the EGEDC--succeeds Dr. Deborah Travis, President of Cosumnes River College, who has led the EGEDC since 2011. "I am pleased to take over the reins of the Elk Grove Economic Development Corporation," said Cline. "I believe we are in a good place right now and have accomplished a lot during the last year, but we still have work to do. I'm honored to serve and help make the Elk Grove community an even better place for people and businesses to thrive." Cline has been with Frontier Communications since 2008 and represents the central California region. He is responsible for all areas of business in the Elk Grove area including operations proficiency, employee relations, community relations, and customer ownership. Prior to his duties at Frontier, Cline was with AT&T Mobility.
"Jim has a wealth of experience in the community and will do a great job leading this organization," said Travis. "He has shown a commitment to the Elk Grove community that is unparalleled and his focus on bringing new businesses and jobs to the area is clear." Travis also said she is pleased at the progress of the EGEDC over the past year. "The collaboration between the EGEDC, the City of Elk Grove and the Elk Grove Chamber of Commerce is stronger than ever, and I look forward to moving into a new phase for this organization where we will increase our business attraction efforts to industries and businesses compatible with Elk Grove's development plan."
