Recently, I spent an invigorating couple of days with the National Rural Economic Development Association. Rural economic developers face challenges unique from those of their metropolitan area counterparts, not the least of which is small and often declining populations. 


The conventional wisdom is that large and growing populations are the basic building blocks of economic prosperity. While that might be preferred, the truth is that, that is not the reality for a significant number of EDOs, including most of those in rural areas.
