Every business is essentially built on a foundation of trust - a belief that when you enter into a monetary transaction with a company, you will receive a quality product, or you will receive the services promised. When a for-profit company betrays that trust - such as what happened with Enron, or what happened with the banking and housing industries leading up to the Great Recession - the results of these catastrophic failures are seen in terms of job loss and economic devastation. 

As the nonprofit organization representing all nonprofits in Oregon, we see it as our responsibility to be vigilant watchdogs on your behalf so that you can continue to run your organizations and deliver the crucial services to the most vulnerable populations in our state. Read more

IMPORTANT POLICY UPDATES
Changes in Oregon's Minimum Wage
On March 2, 2016, Oregon Governor Kate Brown signed into law the first geographically-tiered minimum wage increase in the country. This law calls for three sets of incremental increases in the state minimum wage between July 1, 2016 and June 30, 2023, after which the rates will be annually adjusted for inflation. The tiered approach is intended to address the different costs of living across the state.

NAO is dedicated to keeping nonprofits up to date on how the new minimum wage law will affect them and their employees. Unfortunately, because the law is new and largely unprecedented, there is much that has not yet been decided until the rulemaking phase is completed. There is a lot we do not know yet, but here is what we do know.

Proposed Overtime Regulations Move Forward, Face Opposition
The U.S. Department of Labor reportedly has written its final draft of proposed overtime regulations, published in draft form last summer, and submitted the proposal to the Office of Management and Budget for internal review as the last step before the rules can be made public. As initially drafted, the draft regulations would, among other things, significantly increase the salary threshold (from $23,660 per year to $50,440 per year) for determining whether executive, professional, and administrative employees would be exempt from minimum wage and overtime pay requirements of the Fair Labor Standards Act.

IRS to make Forms 990 available online in machine-readable format 
Acting Exempt Organizations director Margaret Von Lienen, speaking before the Washington Non-Profit Legal & Tax conference yesterday, said that the IRS is planning to post machine-readable Forms 990 on its website soon. This marks the next step in a process begun by the agency last summer and is a change from its previous policy of posting only non-searchable images. At first, the forms will only be made available on an as-requested basis. Von Lienen noted that e-filing and automated redaction has made the production of the machine-readable forms possible. She further indicated that the Exempt Organizations unit has begun testing a data-driven method to streamline its process for identifying possible noncompliance issues in filed Forms 990, resulting in an "overall audit change rate of 90 percent for the cases selected" in initial testing.

Rotary Club of Bend issues Request for Proposal for 2016 Nonprofit Partnership
The Rotary Club of Bend is seeking to partner with a Central Oregon non-profit organization over the course of the next Rotary year, which begins July 1, 2016. A request for proposal has been issued by the club, which will select a local organization to partner with to provide financial and hands-on project support.
