The Oregon Legislative 2016 short session is in full swing and legislation is moving quickly. By now, many of you have read the announcements regarding the passage of the landmark legislation increasing Oregon's minimum wage. This three-tiered, regional approach is the direct result of many stakeholders providing valuable input during the process, including input countless nonprofits and the coalition NAO worked with led by the Northwest Health Foundation and the North Star Civic Foundation. NAO regularly worked to ensure that nonprofit voices were heard in the conversation and directly advocated on behalf of all Oregon nonprofits. NAO will be working with all of you to prepare nonprofits for these changes through additional informational materials, including trainings and webinars. FEDERAL ISSUES
Federal Budget Season Opens with Low Drama
The federal budget and appropriations process officially began on Tuesday, February 9, when the Obama Administration releases the President's $4 trillion budget proposal for fiscal year 2017, but less fanfare and drama are expected this year. Unlike in past years, House and Senate budget chairmen have announced they will not hold hearings with the director of the Office of Management and Budget to ask questions about the President's budget. This action is part slight and part pragmatism, since the question of how much the federal government will spend next year was already determined when the parties agreed on major budget decisions in the Bipartisan Budget Act of 2015 last November. Budget Committee members in both chambers now question whether they need to produce a formal resolution this year, which is not required by law. Leaders are declaring that the appropriations process this year will follow "regular order," congressional parlance for allowing the twelve individual spending bills to work their way through the Appropriations Committees and get enacted separately before the beginning of the fiscal year, which starts on October 1, 2016.

STATE ISSUES
Oregon's Minimum Wage Will Increase This July - And Each Year Thereafter For The Next Six Years
For the first time in Oregon history, employers will pay different minimum wage rates depending on the part of the state in which they are located, with employers in Portland's Urban Growth Boundary paying the most, employers in sparsely populated "frontier" areas paying the least, and a middle tier of all other employers in between. Read more

Nonprofit Mergers in Oregon
Opportunities to Increase Impact
There is generally very little opportunity to trim overhead, and the expense and time associated with mergers means that it is not a cost effective method to reduce the numbers of organizations. It is an important role that could have real impact on the sector if it's done right. A way to host exploratory discussions, fund research and due-diligence into specific merger proposals, and help non-profits navigate the dangerous waters of mergers and collaboration would add real value. Read more
