FROM NAO
Reflections from Jim
Jim White
By now most of us living in Oregon have probably read the New Yorker article about the Cascadia Subduction zone event earthquake that is predicted to be as much as 9.0 magnitude. This earthquake is estimated by experts to be overdue to hit the Pacific Northwest. An earthquake of that magnitude can last up to four terrifying minutes, causing devastating loss of life and damage. By contrast, a 6.9 magnitude earthquake in Loma Prieta, California in 1989, lasted around fifteen seconds and caused over six billion dollars' worth of damage. The destruction in the Pacific Northwest could damage critical infrastructure currently in place and result in widespread impacts on our emergency preparedness resources. I'm sure this is on all our minds when we see the miniature quakes happening off the Oregon coast and hear reports from Alaska about their most recent earthquake. It seems just a matter of time before we are hit and hit hard. Read more

FEDERAL ISSUES
Treasury/IRS Withdraw Gift Substantiation proposed regulation!
On January 7, 2016 the U.S Treasury Department and IRS announced that it is withdrawing the proposed Gift Substantiation regulation that nonprofits across the nation worked so hard to defeat! The Nonprofit Association of Oregon would like to thank our members, partners, and other nonprofit leaders across the sector who took action and raised our concerns to the IRS and lawmakers about the potential impact of this proposed rule. It is our mission to strengthen the collective voice, leadership, and capacity to enrich the lives of all Oregonians. Read more

STATE ISSUES
Minimum Wage Discussions Result in a Proposal from the Governor
Oregon Governor Kate Brown has unveiled a new proposal to increase the minimum wage in Portland to $15.52 and $13.50 for the rest of Oregon on an incremental scale by 2022. NAO talked with dozens of nonprofits around the state to hear what they think about raising the minimum wage. We heard that nonprofits struggle not only to deliver the same level of service to Oregon's most vulnerable citizens, but they also struggle with their complex business models and unique funding mechanisms. NAO believe these considerations should be considered by Legislators as they build on the Governor's proposal to ensure continued services to communities as Oregon moves to a new minimum wage. Read more
