OCTOBER 2015 - ISSUE 19
Know your rights as a Business Owner
Shopkeeper's Privilege is a common law recognized in the state of California, which allows a shopkeeper to detain someone suspected of shoplifting, on store property of a reasonable amount of time.

Please remember that there is no black and white legal advice as to what would be considered "reasonable" as it depends on many factors.  For example, what constitutes "reasonable force" will depend on many factors such as the size of the person, the age of the person, the amount of the loss, the availability of others to assist, response time of law enforcement, etc.... There is no black and white definition of reasonable force (similar to when one is acting in self-defense).  These situations are fact driven and require a review of the totality of circumstances.

Assembly Republicans Fighting for the Real Interests of Californians
Courtesy Assembly Republican Leader Kristin Olsen

It has been an honor to lead a united and effective group of elected officials in the Assembly Republican Caucus this year.  As we close out the first year of the 2015-16 legislative session, I am proud of the victories that we were able to achieve that will ultimately make our state better for all Californians.

AB 323, my bill that extends an important California Environmental Quality Act (CEQA) exemption for local governments of small communities in order for them to streamline important roadways projects, passed the Legislature with overwhelming support and was signed by the Governor this summer.

The Real Revenue Challenge Facing California
Courtesy Senator George Runner (Ret.)

California's budget surplus hasn't stopped some lawmakers from coming up with new ways to siphon money from taxpayers and bring more revenue to state coffers.

This year, we've seen proposals to raise the gas tax by 12 cents and California's vehicle registration fee by $35 a year. There have also been discussions about extending the "temporary" sales and income taxes set to expire in 2016 and 2018.

Not every conversation about revenue should begin with raising taxes. The focus should now be on how we can make California affordable and how to provide Californians with value for the money they send to Sacramento.
Please read my op-ed on the real revenue challenge facing California and share it with your friends and family on social media.
