Annual Budget Workshop on April 9, 2016
The Village is in the process of transitioning to a calendar based fiscal year that will begin on January 1, instead of the current fiscal year that begins on May 1.
This Committee of the Whole budget workshop determines how millions of dollars of public finances are prioritized for essential local government services and infrastructure improvements.
The Village invites anyone who is interested to attend this meeting.

Yard Waste Collection Starts Today

Program Runs April 1 Until December 2
Waste Management has started and will continue until November 30. Please remember these important points:
- Yard waste collection is on the same day as your normal refuse/recycling collection.
- Yard waste must be placed in bio-degradable bags or cans that are clearly marked as landscape waste. Yard waste in plastic bags will not be collected.
- The cost of yard waste collection is covered through the quarterly fee residents pay to Waste Management. Stickers are not required.
- Branches should be tightly tied with biodegradable string or twine, in a bundle not exceeding four feet in length or 50 pounds in weight.
- Waste Management offers a $3 per month option for 60-gallon or 90-gallon yard waste collection containers. If interested, please call Waste Management at 800-796-9696.

Fire Hydrant Flushing Schedule

Crews Checking Water Pressure and Flow Rates
The Village's annual hydrant flushing schedule begins the week of April 18. Hydrants are flushed once a year to remove accumulated sediments, assure hydrants are in proper working order, and check water quality.
Although the temporary discoloration in your tap water is not harmful, we recommend that you DO NOT wash clothes the day before, the day of, and the day after hydrant flushing for your area, since discoloration can occur outside of the scheduled flushing area.

Are They Allowed to Knock on My Door?
During the coming months Lake Zurich residents can expect to see an increase in the number of door-to-door sales people. The Village cannot prohibit solicitors but does require solicitors to register with the Police Department for identity verification prior to selling goods or services.
All solicitors must follow these Village rules:
- Solicitation may not occur between 9:00 pm and 9:00 am.
- Solicitors must display a Village solicitor permit while engaged in door-to-door sales. Village permits contain a photo of the solicitor.
- Solicitors may not solicit at any residence that has posted a "No Solicitors", "No Trespassing" or other similar notice.
- Solicitors may only approach a residence at the primary entrance.
Solicitor permits are not required for individuals engaged in activities such as door-to-door distribution of literature or flyers or seeking signatures for a petition.

Lake Zurich Set to Provide Wauconda Dispatch Services
|
Expanding Regional Dispatch Center
The Lake Zurich Dispatch Center has sought to expand its client base in an effort to provide more efficient services. Recently, the Village of Wauconda has decided to close its dispatch center and approached the Village of Lake Zurich inquiring if Lake Zurich would be able to accommodate its public safety dispatch needs.
Wauconda currently provides dispatch services for the Wauconda Police Department, Wauconda Fire District, and Lakemoor Police Department.
Analysis has determined that Lake Zurich can accommodate the increased activity with minimal expansion of staff. The Village intends to add one dispatcher to its team in the near future.
Under the new dispatch agreements, Wauconda and Lake Zurich will share a radio frequency, which has sufficient bandwidth capacity. This will also streamline agency interoperability, which is a goal of regional consolidation.
Lake Zurich already dispatches for Kildeer, Hawthorn Woods, Island Lake, and the Lake Zurich Fire Protection District (combined population of over 41,000).
What Does This Mean for Lake Zurich Residents?
The Lake Zurich Village Board is continuing to implement a Five Year Strategic Plan, and regional dispatch is a key component of this. The Village will be able to obtain a higher degree of financial and service sustainability while maintaining the high level of emergency dispatch service that Lake Zurich has enjoyed for many years.

This is a perfect chance for mom and dad to bring their kids for some outside exercise.

Water & Sewer Rate Adjustment on May 1, 2016

What are the Upcoming Water & Sewer Rate Increases?
Effective May 1, 2016, the Lake Zurich water/sewer rate is being adjusted slightly upwards, via an Ordinance that was approved one year ago in April 2015.
The new combined rate per 1,000 gallons will increase 50 cents, for a total of $14.39 per 1,000 gallons.
It is considered best practice in local government to slowly and incrementally adjust water/sewer rates each year instead of large increases once every few years.
The revenues for Lake Zurich's Water and Sewer Fund are insufficient to support the expenses associated with operating a public water supply. The Village makes every effort to keep operational costs down, though the repair and replacement of aging infrastructure and the cost of compliance with new regulations necessitates rate adjustments.
The Village does offer a senior citizen/disabled individual discount on water/sewer bills for qualified customers. Please contact Village Hall at 847-438-5141 for more details.

Spring Cleaning Tips - Property Maintenance Code Reminders

Now that the warm weather seems to be settling in, it is a good time to think about home and property maintenance. The Village has adopted the International Property Maintenance Code that governs general conditions of property.
Some of the typical property maintenance laws that are more easily addressed include:
Landscaping
- Grass should not exceed 8 inches in height.
- Shrubbery and trees should not encroach over public sidewalk.
Vehicles
- No vehicle may be parked on the front lawn or obstructing a public sidewalk. Boats, RV's, and trailers may have restrictions on where they may be parked depending on their size. Contact Community Services for details.
- All vehicles shall be operable.
Swimming Pools
- All pools over two feet in height are required to obtain a building permit and install a proper safety barrier.
Structure Maintenance
- Display address numbers using a color contrasting with its background, a minimum of four inches high.
- Keep trim and wall exteriors free from paint and rotting wood.
- Maintain handrail and guard rails
Storage/Debris
- Outdoor storage is not allowed, including construction materials, yard tools, etc.
- Maintain yard free from litter/debris. Clean animal waste regularly.

The Effects of Phosphorus Fertilizers

Beware of Excessive Phosphorus Levels
Most everyone enjoys a beautiful green lawn and fertilizer can be a key component to helping your lawn look its best. However, the chemicals found in fertilizer are not always the best for the surrounding ecosystem.
Excessive phosphorus can be washed from a lawn and migrate into nearby waterways or storm sewer systems that convey stormwater to a nearby waterway. The effects of this migration can be devastating. The disproportionate levels of phosphorus can promote excessive plant germination in the waterway, thereby depleting oxygen levels, and ultimately kill wildlife and vegetation living in the waterway.
Consider buying fertilizers that do not contain phosphorus and do not bag your grass clippings this spring. The grass clippings decompose quickly and release natural, valuable nutrients for on-going success of your lawn.

The Director plans, directs, manages, and oversees the operation of the Community Development Department, including land use, long and short term planning, building codes, permit issuance, inspectors, environmental review, and economic development.

Flood Insurance is Available to All - Not Just Those in a Flood Zone

Lake Zurich is in the National Flood Insurance Program
Spring showers have arrived and the Village of Lake Zurich wants to make sure you are ready. Since the Village is an active member of the National Flood Insurance Program (NFIP), all residents of Lake Zurich are eligible to obtain flood insurance. The NFIP is a federal program that you can participate in through private insurance companies. Rates are set by the Federal Emergency Management Agency and do not differ from company to company...so there is no point to "shop around for flood insurance." Typically there is a 30-day waiting period from the date of purchase to when your policy goes into effect. That means now is the best time to buy flood insurance.
