A Message from Mayor Poynton

   
Lake Zurich's Infrastructure Investment Future

In the early morning hours of Saturday, September 19, a 14-foot section of the Village's only sanitary sewer transmission main to the Lake County treatment plant collapsed, forcing emergency repairs which are still ongoing.

If that wasn't a big enough problem, further evaluation of the downstream section of the transmission main resulted in an engineering recommendation to increase the scope of repair to over 900 feet.  Taking advantage of the opportunity to repair a larger section of pipe all at once will allow for some economy of scale and save the Village money in the long run.  These types of large-scale repairs on underground infrastructure are expensive, with this particular sanitary line repair expected to cost around $1 million, a cost that is unbudgeted and will likely require the Village taking on additional public debt to fund.
  
Other critical infrastructure is also failing on a regular basis, particularly aging water mains that carry water to our homes and businesses. In fact, there have been 35 water main breaks in Lake Zurich over the past 12 months. These sanitary sewer and water main pipes are literally deteriorating and crumbling underground.

This is not just a "Lake Zurich problem."
 
Infrastructure investment across the Chicago region and the entire nation has been underfunded for decades. If you are paying attention to the 2016 presidential campaigns, the candidates are talking about the crumbling infrastructure of the United States. This national problem has a very local impact on Lake Zurich that we will have to deal with as a community.
  
The level of resources available to the Village  are not rising nearly as fast as the level of investment needed for our infrastructure.  As the months tick by more crumbling infrastructure is discovered.  In a continuing effort to keep the local tax burden low, every year we are simply deferring more capital projects out to future years to balance the budget.
 
Instead of directing limited public funds to preventive maintenance and healthy capital investment, we are spending huge amounts of local tax dollars on reactive repairs.  Many of the costs we face locally are mandated by State statutes, regulatory agencies, and labor contracts.
  
As a non-home rule community, options for financial flexibility are virtually non-existent, and with the dire budgetary situation at the State of Illinois, villages such as ours can expect even tighter budgets in the near future.  The Village Board and Village management will continue to maintain local infrastructure the best we can in this tough financial environment.

Fall Arrives & Leaf Collection Starts

  
Collection Starts Week of October 19
 
Annual leaf vacuuming by Waste Management will begin the week of October 19 and continue until Friday, December 4.

Leaves must be raked to within 5 feet of the curb to be vacuumed and should not be placed in the gutter or street.
 

  • Other yard waste must be placed in biodegradable bags (brown paper), or cans (maximum 50 pounds) that are clearly marked as landscape waste.
     
  • Stickers are not required.
     
  • Yard waste in plastic bags will not be collected.
     
  • Branches should be tightly tied with bio-degradable string or twine, in a bundle not exceeding four feet in length or 50 pounds in weight.
     
  • As an option for residents, Waste Management will provide a 60-gallon or 90-gallon container for the collection of yard waste for $3 per month during the collection period.

Curbside leaf vacuuming will end on December 4.  Other yard waste collection will end on November 30.

Trick-or-Treating Hours in Lake Zurich

Lake Zurich's trick-or-treating hours are on Halloween, Saturday, October 31 from 3:00 - 8:00 pm.

3rd Annual Tom Moskal Caring Heart Foundation Event

 
Event Helps Lake Zurich Families and Students

Join us this November to advance the mission of The Tom Moskal Caring Heart Foundation, a cause dedicated to serving the people of Lake Zurich through financial assistance to graduating seniors at Lake Zurich High School who demonstrate outstanding community service.  The Foundation also provides relief for families who have lost a parent or are in need from the Greater Lake Zurich Area.

Scholarships are funded by the monies raised during the school year.  The scholarships and families in need are determined by committee.  All monies generated through donations and fundraisers are used to fund the foundation.  No board members receive any compensation.

Village Releases Annual Financial Report

 

The Village Comprehensive Annual Financial Report (CAFR) for the fiscal year ending April 30, 2015 is now available.  This report provides a broad view of the Village's overall financial position.
 
Like all other municipalities, Lake Zurich has been strongly affected by the recent economic downtown which has caused declines in retail sales and property values over several years.  The strong mix of retail, such as Costco, Home Depot, Wal-Mart, Target, and Mariano's has helped in weathering this recession and reducing the tax burden on residents.
 
Despite a strong sales tax base, the Village is limited in its ability to properly maintain and improve public investment in Village infrastructure.  A large proportion of the increasing costs are mandated by State statute, regulatory agencies, and labor contracts, although the Village Board is continuously looking for ways to cut costs or increase revenues.
 
The Village is directly impacted by the financial condition of the State of Illinois.  Due to the State's budget shortfall, shared revenue payments to the Village continue to lag.  The proposal to reduce the income tax distribution to municipalities by 50% would result in a huge financial burden to the Village.   This would further decrease the resources available to the Village and potentially impact the level of services the Village can provide to residents and businesses.

Route 53/120 Public Meeting Notice

 


Lake Zurich residents are encouraged to attend one of two open house meetings being held by the Chicago Metropolitan Agency for Planning (CMAP) to review the Draft Illinois Route 53/120 Land Use Strategy Document.  The public is also encouraged to provide comments regarding the draft document through October 23, 2015. 
 
Since March 2014, CMAP and its partners have undertaken a planning initiative for the proposed Illinois Route 53/120 Corridor.  The Land Use Committee has completed a Draft Illinois Route 53/120 Corridor Land Use Strategy document.  This effort is for the communities and natural areas within the corridor along the proposed route and not for the road itself.
