H.R. 2494, the "Global Anti-Poaching Act" passed the U.S. House of Representatives   

"The very disturbing reality is that some of the world's most majestic animals have become 'blood currency' for rebel groups and terrorist organizations in Africa. Time isn't on our side. Each day of inaction means more animals poached and more cash for terrorists."

On November 2, 2015, the United States House of Representatives passed H.R. 2494 known as the Global Anti-Poaching Act. The quote above, spoken by House Foreign Affairs Chairman Ed Royce (R-CA) describes the importance of the bill. The legislation seeks action against wildlife trafficking through five main avenues:
  • Identifies the foreign countries determined to be a major source, transit point, or consumer of wildlife trafficking products and makes a special designation for those countries that have failed demonstrably in adhering to international agreements on endangered or threatened species.
  • Includes wildlife trafficking in the same category as weapons trafficking and drug trafficking, making it a liable offense for money laundering and racketeering and requires fines, forfeitures, and restitution received to be transferred to federal conservation and anti-poaching efforts.
  • Authorizes the President to provide security assistance to African countries for counter-wildlife-trafficking efforts.
  • Expands wildlife enforcement networks (WEN) to help partner countries strengthen coordination and share information and intelligence on illegal wildlife trafficking.
  • Supports increased professionalization of partner countries' wildlife law enforcement rangers on the front lines of the fight against poachers.
Less than six months ago, U.S. Rep. Ed Royce (R-CA) and U.S. Rep. Eliot Engel (D-NY) introduced this legislation to help the United States and partner countries counter the terrorist organizations, rebel groups, and international criminal syndicates that are profiting from international wildlife trafficking. Upon introduction of the bill, Chairman Royce said:
 
"With its high profit margins, the illicit trade of wildlife has become an extremely lucrative funding source for terrorist groups and international gangs. As rhino horns now sell for tens of thousands of dollars a pound, poaching is one of the most profitable criminal activities in the world. Tackling this growing problem conserves some of the world's most iconic species and strengthens our national security. This bipartisan legislation will aid the global fight against the rampant poaching that is plaguing the world."
 
As of today, the 19th day of November, the Global Anti-Poaching Act has been referred to the Senate and is waiting floor consideration. Thank you to wildlife.org and foreignaffairs.house.gov for valuable information included in this newsletter.
