  Describes general best practices for submitting residue samples for laboratory testing   
• National List Update
  Describes changes to the National List, including new substances and Sunset 2012 updates 
• Compliance and Enforcement Update
  Summarizes NOP's enforcement activities during the 2012 fiscal year 
• Penalty Matrix
  Reviews the penalty matrix and how it can be used 
• Certification and Accreditation Review
  Discusses several topics, including temporary variances, safety, OSPs, and adequate records.
• Settlement and Mediation Overview
  Describes how mediation can be used to settle disputes between certifying agents and operations
