The Affordable Care Act at Work in Colorado
| As you might have heard, the Obama Administration announced earlier this month that the employer responsibility requirement for larger businesses will begin in 2015, instead of 2014 as originally planned. This change only applies to 4% of businesses with 50 or more employees. This announcement does not affect Colorado's health insurance marketplace - "ConnectforHealthColorado" - for individuals or small businesses, which is set to open on October 1st.
 | Congresswoman DeGette Discusses Implementation of the Affordable Care Act | Meanwhile, once again House Republicans attempted this week - for the 38th time in 3 years - to repeal, obstruct, and undermine the Affordable Care Act, jeopardizing the benefits millions of Americans are already experiencing under the law. In contrast, the Democratic Members of the Committee on Energy and Commerce (E and C), on which I am proud to serve as a Senior Member, released a study this week demonstrating how the ACA is already helping individuals and families in Colorado's 1st Congressional district, including: 192,000 individuals - including 36,000 children and 80,000 women - now have health insurance that covers preventive services without any co-pays, coinsurance, or deductible. Up to 37,000 children with pre-existing health conditions can no longer be denied coverage by health insurers. 110,000 seniors are now eligible for Medicare preventive services without paying any co-pays, coinsurance, or deductible. 8,000 young adults now have health insurance through their parents' plan. 247,000 individuals in the district now have insurance that cannot place lifetime limits on their coverage and will not face annual limits on coverage starting in 2014. On Thursday, the E and C's Subcommittee on Oversight and Investigations held an important hearing to discuss implementation of the ACA and the Administration's recent announcement. As the Ranking Member of this vital subcommittee, I look forward to working across the aisle with my colleagues to ensure implementation is as effective as possible and achieves the goal of improving access to quality, affordable health care for all Americans.

Vacancies and Partisan Fighting Put Labor Relations Agency in Legal Limbo
|
NYTimes, July 15, 2013: Blocked political appointments have left the National Labor Relations Board without its full slate of five members throughout the Obama presidency.
 | "The N.L.R.B. is a four-letter word in South Carolina," Senator Lindsey Graham said. |
By MARK LANDLER and STEVEN GREENHOUSE WASHINGTON - At the heart of the rancorous showdown between Senate Republicans and Democrats over President Obama's blocked political appointments is an unglamorous federal agency that polices labor practices and that has, for Republicans, become a reviled symbol of the Obama administration's bureaucratic overreach. The agency, the National Labor Relations Board, has functioned without a full slate of five members, and with its existing appointees in legal limbo, for Mr. Obama's entire presidency. This chronic disarray, experts say, has left the 80-year-old agency rudderless, throwing into doubt dozens of rulings on the nation's thorniest labor disputes. Read On

Senate Republicans Back Down, Cordray Confirmed, Others Soon
|
7/17/2013 Mike Hall With Senate Democrats on the verge of changing Senate rules to block filibusters on executive branch nominees, Senate Republicans yesterday relented on their obstruction tactics that have blocked votes on several of President Obama's nominees for key Cabinet and agency posts, including the National Labor Relations Board (NLRB). Says AFL-CIO President Richard Trumka: Although it took an eleventh hour deal, a shimmer of light has broken through the extreme Republican obstruction in the Senate. It is finally time to end the unprecedented blocking of President Obama's nominees, which has spanned more than 700 days. More important, a confirmed National Labor Relations Board will provide millions of workers with real protection of their rights to organize and bargain with their employers. Quiet Song for Band- Grade 1/2, by Debbie Davidson. A great song for the first band concert of the year! It uses the first five notes typically used in band method books, and is inspired by "Bolero." A quiet tune begins with the flutes and then gradually all of the instruments are added for a big climax before it tapers back down to the flutes. Sure to be a crowd-pleaser! $25 Creekside Publishing Company Available mail order through www.creeksidepublishingcompany.com or through Flesher-Hinton. Finale to Beethoven Symphony No. 9- Grade 2+ for full orchestra and SAB chorus, Debbie Davidson. Arranged to make this amazing classic accessible for middle school students. Key signatures and changes are simplified. Vocal parts are all doubled, and the Baritone part is optional. An advanced part is included for extra support - when this piece was premiered at Cherry Creek Academy, a teacher played this advanced part on the cello and an advanced piano student played it on piano. Most of the second parts (i.e. second clarinet, second flute, second violin) can be handled by students in their second year of instruction. The Cherry Creek Academy performance involved singers, grades 5 - 8, band members, grades 6 - 8, and orchestra members, grades 6-8. $65 Creekside Publishing Company Availabe mail order through www.creeksidepublishingcompany.com or through Flesher-Hinton.
