District Confirmed Dr. Gloria Fisher to Lead San Bernardino Valley College
|

On December 11, 2014 the Board of Trustees unanimously voted to appoint Dr. Gloria Fisher as the 14th president of San Bernardino Valley College.
Dr. Fisher is committed to support success in all areas of the college and will bring her rich experience to enhance the reputation of SBVC as a state-wide leader in community college education.
I ask each of you to congratulate Dr. Fisher and support her as she joins us in our very important work.

Longville Named Board President
|
The Board elected John Longville as President of the Board. Dr. Kathleen (Katy) Henry was re-elected to serve as Vice President and Joseph Williams will remain the Clerk.

Approval of the Community Benefits Agreement
|
After hearing comments from the public, the Board of Trustees approved the Community Benefits Agreement (CBA) that applies to all Measure M projects with a total cost of One Million Dollars ($1,000,000). The CBA will not apply to contracts that are in progress or have been bid. The District's bond program management firm will manage the CBA on behalf of the District.

Congratulations to ICUC PICO for Civic Engagement of Youth
|
The Board of Trustees adopted a resolution to Congratulate ICUC and PICO (national and state) for successfully engaging youth in participating in the recent election of November 2014.
ICUC, a non-profit, nonpartisan corporation affiliated with PICO National Network is not aligned explicitly or implicitly with any candidate or party. Working with congregations, schools and neighborhood institutions in San Bernardino and Riverside County, ICUC brings people together to strengthen families and improve communities. ICUC works with members of the local communities, including the youth, organizing participation in elections, candidate forums, and the broader civic arena.
The San Bernardino Community College District (SBCCD) actively supports the education of youth in their responsibilities as members of the civic populace, including their participation in supporting issues to which they have a strong commitment.

Crafton Hills Applies for Baccalaureate Degree Pilot Program
|
With the passage of Senate Bill 850, California Community Colleges were offered the opportunity to apply for participation in a baccalaureate degree pilot program. Crafton Hills College has prepared an Application to Participate in a Baccalaureate Degree Pilot Program to be submitted to the State Chancellor's Office on December 19, 2014.
Crafton Hills College submitted a letter of intent to the State Chancellor's Office on November 7, 2014. The application is for a new and innovative bachelor's degree entitled Emergency Services and Allied Health Systems.
The program is designed to respond to both existing and emerging workforce needs in the Inland Empire, has been endorsed by industry and educational partners, and is sustainable. Crafton is well-positioned to succeed with over 20 years of experience in Allied Health and Emergency Services, new facilities, and outstanding faculty.

Board Policies & Administrative Procedures

As many of you know, the District has been undergoing an update to all of our board policies and administrative procedures. The purpose of the update is to ensure compliance with Title 5, California Education Code, current laws, and current district/college needs. The numbering system of the policies and procedures will align with the California Community College League's numbering system for consistency with other community colleges throughout the state.
At the December board meeting, the following administrative procedures were updated and are now effective:

AP 5013 Students in the Military
AP 5075 Course Adds, Drops & Withdrawals
AP 6925 Refreshments or Meals Served at Mtgs & District Events
The board also approved the legal updates to the policies and procedures. This is the twenty-fifth update to subscribers in the League's Policy and Procedure Subscriber Service, offered in partnership with the law firm of Liebert Cassidy Whitmore. The update is in response to revised accreditation standards* (June 2014), laws and regulations, legal opinions, and questions from subscribers that have occurred since Update 24, disseminated to member districts in April 2014.

SBCCD Awards Bid to Questica, Inc.

Board of Trustees awarded Request for Proposals (RFP) 2015-02 Budget Software Solution to Questica, Inc. for the purpose of providing a comprehensive budgeting software solution for the San Bernardino Community College District. The cost for this service is not to exceed $170,000.00 during the three years of the contract.
The San Bernardino Community College District (SBCCD) Fiscal Services Department has expressed a need for a comprehensive budgeting software program. This software will assist in creating the annual budget for the district as well as help forecast budgets for the future.

Local Hire Summary |
In November 2013, the Board of Trustees passed Board Policy 6610, which sets minimum goals at fifty percent (50%) participation of Local Hires and twenty-five percent (25%) participation of Local Businesses in its District Bid projects awarded each fiscal year. As of October 2014, the District-wide total of local hires was 62%, exceeding the Board goal by 12%. The District-wide total of local business was 45%, exceeding the Board goal by 20%.

Budget Report |
The Revenue and Expenditure Summary that was submitted to the board reflects activity for the 2014-15 fiscal year through November 20, 2014. It reflects summary information for all District funds, grouped by category within each fund. As of November 20, the District was 39.2% through the fiscal year and had spent and encumbered about 35.7% its budgeted general funds.
