Recommendation to appoint Jose Torres as Interim Vice Chancellor for Fiscal Services
On the November Board agenda I plan to recommend that Jose Torres be named Interim Vice Chancellor for Fiscal Services effective immediately.  This will give time for Jose and Tim to work closely together and to have overlap before Tim leaves the district on December 31st.

Tim is still available for consulting project work but can no longer work at a full-time position.  This will be an excellent opportunity for Jose to broaden this scope and sharpen his skills.  I will personally mentor Jose and I have a great deal of confidence that he will do a splendid job.  We can approach the recruitment again during 2015.

My other strong consideration is to ask Larry Strong, the Internal Auditor to step into Jose's position as Director of Finance.  Larry has a strong fiscal background and would be a good choice for this position.  During the interim appointment time, Larry and Steve Sutorus (formerly the Internal Auditor before becoming the Business Manager) can cover the Internal Audit workload.  If that becomes a burden we can recruit an interim audit person.

I am sure the Board will see Jose as a good choice for the position.  I have confidence in his fiscal abilities and he has a deep understanding of the other areas of the position having been involved this past year in bond issues, KVCR issues, EDCT issues and other aspects of the operations.
Staff has fun at service award recognition ceremony
On the November 30, the District honored employees who have achieved employment milestones for 5, 10, 15, 20, 25,30,35,40 and 45 years of service.

The ceremony was fun and staff was treated to a nice lunch and a photo booth.  Board President Ferracone, Chancellor Baron, SBVC Interim President Gloria Fisher and CHC President Cheryl Marshall handed out awards and congratulated the winners.

Each awardee received a personalize certificate and a pin showing the years of service.  Employees with 15 or more years of service received awards ranging from a personalized crystal cube, to a personalized card holder, to a personalized flash drive and other awards the reflected the districts appreciation of dedicated service.

More than 200 faculty and staff were on-hand to receive the awards which were held in the newly renovated SBVC Auditorium.
SBVC President search update

It is my understanding that the Search Committee (comprised of 8 representatives from the SBVC Campus - Academic Senate, CTA, CSEA, Classified Senate, President's Office Staff, Management and Student), selected six candidates to interview for the position of President.

First level interviews are scheduled for November 4, 2014. The Presidential Forum and Campus Tours are scheduled for November 6, 2014.

The second level interviews are scheduled for November 6, 2014.

The goal is to have a candidate to the December Board of Trustee meeting with a January 5, 2015 official start date.

Complaint letter from CTA
Attached to this Chancellor's Chat is a letter addressed to The Chancellor from the CTA faculty union leadership.  In a nutshell, the union is unhappy about the fact that Albert Maniaol sent an email to several people thanking them for supporting him to become the permanent Dean of CTE at SBVC, after receiving only a conditional offer from the Human Resources staff.  He should not have been presumptuous and assumed that he "had" the position until the Board approved the appointment at the upcoming meeting. The union asked that I make you aware of this and I am doing so now.
Investment in Technology Building at SBVC address most pressing health and safety concerns
Attached to this Chancellor Chat is a summary of work being implemented for the Technology Building that totals over $4 million.  The items being addressed will cure the safety issues of greatest concern but will not address all of the issues raised by faculty who teach in the building.

The $4 million is unbudgeted and is coming from reserve funds of the bond program. We anticipate that when we are able to sell enough bonds to build new buildings, the Technology Building at SBVC will be a likely top priority.

It is the opinion of my staff and the campus leadership that our investment at this time is sufficient to accommodate the concerns that are of a true health and safety nature.  We can project a new building to begin design within the next five years, probably sooner.

I am asking staff to send out RFPs for a new round of facilities master planning for the remainder of the bond funds.  This will include a planning process to determine priority needs over the next twenty years for the entire district.
International Student expansion close to implementation.
With MOUs being prepared between SBCCD and the University of Redlands and Cal State University San Bernardino, we move closer to increasing recruitment of more international students to the district.  The MOUs are for guaranteed admittance to the colleges for international students who meet certain criteria.  This is an important "selling point" in recruiting students from other countries to a community college.  We are working on a similar agreement with UCR.

In December, Dr. Glen Kuck, who has taken leadership of the International Studies Program, will be attending the major international student recruitment fair of the year and has thirty meetings with recruiters established.  Our goal is to add 50 international students to our ranks for next fall.

The addition of international students will not only add a wonderful diversity to our programs, it will be a significant revenue stream that will pay for additional sections for local students to attend our campuses.

More details will be coming forward to the Board.
Gloria Fisher and Gloria Harrison to be honored

The National Sorority of Phi Delta Kappa, Inc., Delta Rho Chapter is having its 4th Annual Prayer Breakfast on Saturday, December 13, 2014, at the National Orange Show.

The purpose of this prayer breakfast is to uplift our community as we continue to reach out to our youth. It is necessary to showcase those in our community who have had a great impact on the lives of students and parents.

As a part of the breakfast, they will honor those who have led in making that impact possible. One of the recipients is Gloria Harrison, past president of Crafton Hills College and member of our Board. The other honoree is Interim President of SBVC, Dr. Gloria Fisher.  The letter to Dr. Fisher from Margaret Hill is attached to this Chancellor's Chat so you can reserve the date.

On November 3rd, KVCR will "pull the switch" on FNX
Mark your calendars for November 3, 2014 at 6:00 p.m. as KVCR stages a major media event to signal the transmission of the FNX Channel via the public broadcasting satellite.  This will allow PBS stations around the country to simply download the programming without the need for specialized equipment or connections.

Please call Stacey if you would like to attend and she will make your RSVP.

My Vision
We will:
  • be considered the "best" community college in the State.
  • build a culture of trust with open and respectful communication.
  • increase all partnerships with business and industry, other academic institutions, non-profit agencies so that we can be stronger through combining resources and working together.
  • improve student success as measured by the State Chancellor's Office and any additional indicators that we determine are appropriate.
  • increase our resource development and bring new grants and fundraising dollars to the colleges.
  • continue to develop and implement new academic programs that meet the needs of our community.
  • use technology to work smarter and to improve opportunities for student success.
  • provide service to students that reflects quality and excellence.
  • enhance our safety programs and be responsive to staff concerns about environmental health and safety.
  • hold professional development, including wellness, to be an integral part of our commitment to faculty and staff.
  • be good stewards of the environment and continue to develop and implement the SBCCD Sustainability Plan and alternative energy programs.
Please let me know how I can help you in the performance of your important work on behalf of our great District.

Sincerely,

Bruce Baron
