Accreditation site visit concludes with exit conferences 
Compared to where we were this time last visit, our colleges and our District Office has gotten a whole lot better.  While we cannot predict the final results of the Accrediting Commission, the findings for the two colleges were relatively few and the Board and the District Office shared two areas for improvement.

The big issue for both colleges was the progress on Student Learning Outcomes (SLOs).  The work stoppage by faculty on the SLO process set both colleges back many months.  It wasn't until the District settled the matter through paying for the work that the system for SLOs began to move forward again. Other issues at SBVC included a backlog in the Financial Aid Department and the need for a centralized student complaint process.

The Board needs to finalize its own, in-house orientation program for new Board members and must follow their own adopted policies and procedures.

The deficiencies in Human Resources, including the length of time it takes to conduct a recruitment and the lack of follow-up in the area of staff evaluations is a problem as is the need to integrate the various planning processes.  The Resource Allocation Model should be integrated with an enrollment plan, the strategic plan and the staffing plan.

I was not able to get a concrete response about whether these findings would cumulatively lead to sanctions.  The answer is probably not but the decision is up to the Commission.

Further information may have been shared with the campuses during the exit conferences.  The information I am sharing came from the exit conference between the team chair persons and the Chancellor.
Progress made on filling interim positions 
Attached to the Chancellor's Chat is an updated report from the Human Resources Department showing the status of interim position recruitment. We have filled 14 interim positions. We have six positions in recruitment; two positions going into recruitment; two failed recruitments; and eight positions that have not been prioritized for recruitment by the colleges.
SBCCD receives $1.3 million as part of $14 million regional consortium with Chaffey College  
The ten district regional consortium led by Chaffey College was the only award made by the federal government through the 
Trade Adjustment Assistance Community College Training (TAACCCT) program. 
 

The EDCT and SBVC will partner with industry to re-align several for-credit classes in Industrial Maintenance Mechanic and Welding Applications. According to Robert Levesque, Director of Workforce Development, "A key element is the inclusion of stackable credentials that will provide adult learners with industry-recognized certifications to reduce the time to get a job in high demand industries. "Stackable" means that once a student completes one course program, they will be poised to "stack" or add additional complimentary programs leading to an industry recognized credential.

 

The $1.3 million will provide programs that will benefit more than 100 unemployed workers. 

CTA asks district to stop giving extra non-teaching assignments
This may come up at the Board meeting during the CTA President's report.

The District and CTA are in negotiations to establish a procedure for providing reassigned time and stipends for faculty working outside their contract.  During this time, CTA has asked that no further new reassigned time or stipends be agreed to with individual  faculty members until an agreed upon procedure is crafted. 

The colleges have, in some instances, continued this practice to ensure that college instructional operations with grants and other non-contract assignments are not interrupted.  CTA's contention is that only the CTA Union can negotiate wages and reassigned time for the faculty and that individual faculty cannot do so with the college's administration.

 

The District and CTA negotiated once during the summer on this matter and have not had another session to date.  Jack will schedule a negotiation time with CTA as soon as possible to get back to the table on this matter.

San Manuel triples award to SBVC for Valley Bound Program    
With thanks to a great deal of work on the part of SBVC staff along with the fundraising consultant for the SBVC Foundation, Kevin Dooley, we were just awarded a gift of $300,000 for the SBVC Valley Bound program which provides a first year of college at no cost.  This is just about three times previous awards from the tribe for this program.

This will allow hundreds of additional students to participate in the program. 
Governor signs SB 850 for bachelor's degree pilot program in community college system     
With the signing of SB 850 into law next week, Crafton Hills College continues to refine its draft proposal for a Bachelor's degree program in Emergency Services and Allied Health Systems.  This unique degree is not offered at our local Cal State or UC colleges.

We are waiting for the announcement by the Chancellor of a process to apply for the pilot project.  We intend to submit CHC for the pilot.  This process has been through the campus shared governance process and endorsed by the Academic Senate.

We will share the proposal with you as it develops.
