Greetings!
I can't believe that the holiday season is already upon us (along with another birthday for me on Thanksgiving). This has been a very busy semester with hard work on the accreditation self-study taking up a great deal of time on both campuses. Thank you so much for all of your hard work to help our students succeed and to make this such a great place to work. We try to highlight some of our wonderful students and programs at the Board meetings. Sometimes, with all of the problems and politics, we forget why we love what we do. At the November meeting, we had several students from the Crafton Hills College Honors Program speak to us. It was so moving to hear their stories about overcoming great obstacles and finding a pathway to a better life through education. The students were grateful to their parents, their instructors, the college administration, and to each other for the opportunities they have discovered. I was proud to be a part of something so powerful and life changing. My Alma Mater, City College of New York, was also the college of General Colin Powell, and is the home of the Colin Powell School of Civic and Global Leadership. General Powell has written 13 rules to live by and I want to share them with you. 13 Rules to Live By -- General Colin Powell1.It ain't as bad as you think; it will look better in the morning. 2.Get mad, then get over it. 3.Avoid having your ego so close to your position that when your position falls, you ego goes with it. 4.It can be done! 5.Be careful what you choose. You may get it. 6.Don't let adverse facts stand in the way of a good decision. 7.Check small things. 8.Share credit. 9.You can't make someone else's choices. You shouldn't let someone else make yours. 10.Remain calm. Be kind. 11.Have a vision. Be demanding. 12. Don't take counsel of your fears or naysayers. 13.Perpetual optimism is a force multiplier. (In the military, one is always looking for methods of increasing or multiplying one's forces.) Thank you for all you do for our students. Have a happy Thanksgiving. I hope to see you at my holiday gathering on December 3rd at 9:30 a.m. It will be fun.

We welcome a new staff member
|
Let's welcome Jason Oberhelman as our District Purchasing Agent.
Jason has been in the purchasing field for more than 13 years. He enjoyed working with San Bernardino County Superintendent of Schools for over 6 years and has excellent knowledge of Financial 2000.
Jason is married with 4 children ages 1 to 8 years old. In his spare time he enjoys building hot rods, restoring classic cars, and attending various car shows and automotive events. He also enjoys attending sports activities with his family and coaching the sports his children are involved in.
Says Jason, "I look forward to assisting my colleagues in my position as Purchasing Agent, as well as meeting new people, and continuing my education to finalize my B.A."

Salary and classification study kicks off next week
|
As you know, the District has contracted with The Hay Group to conduct a salary and classification study. The study will include a review of all full-time contract classified, management and faculty staff.
The kick off begins next Monday, November 25th with an information workshop with The Hay Group at the District Board Room between 2pm and 4pm. At least two meetings have been scheduled at each campus at different times so all staff can try to attend. Of course, staff can attend any meeting across the district that is convenient.

"Caring Hands" Applause Recognition Program Enhanced

Thanks to the work of the Executive Assistant to the Chancellor (Stacey Nikac) and the Administrative Assistants to the college Presidents, (Debby Gallagher and Kelly Bingham, who now works in the Office of Instruction) the Applause Card recognition has been made even more special.
Now, all Applause winners receive a nice certificate of recognition (along with a Caring Hands pin for first time winners). Details of the good service is now posted in the Board agenda along with the person who gave the recognition.
Each year, at the Chancellor's Holiday Party and Open House (December 3rd 9:30am to 11am) we will recognize the staff members from SBVC, CHC and the District Office who received the most Applause Cards during the year AND the one employee who received the most recognition District-wide.

Marketing plan announced for colleges
| Get ready to see ads for your favorite colleges in newspapers and on buses in the coming weeks. CHC and SBVC will be launching a marketing campaign aimed at increasing enrollment to satisfy our aggressive growth plan for 2013-2014.
Based on information obtained at meetings with state Chancellor's Office staff, some districts may not be able to meet their enrollment targets for this year and additional growth funding may be available for colleges to grow.
This is an opportunity to gain back some of the FTES that we lost over the past three years. Here is a walk through the process:
1. Beginning with our actual FTES for 2012-2013 of 13,240 we were funded for an additional 2.26% by the state for a total of 13,489.
2. We added an additional 2% growth to the Final Budget for 2013-2014 to reach 13,759.
3. We plan to seek Board approval in December to add an additional 2% growth bringing the total to 14,029.
4. That breaks down to 9,820 for SBVC and 4,209 for CHC.
5. Our enrollment in 2009-2010 was at 15,838.
The funding for the additional growth (approximately $500,000) will be advanced from the reserve fund balance. We are hopeful those funds will be restored through additional state allocations at the end of the fiscal year based on the growth performance (or lack of performance) of the other districts in the state. Either way, this benefits our community.
The projection of the Legislative Analysts Office (LAO) is that growth of Proposition 98 funding is anticipated to be more than 2.6% over the next several years. This is good news for education.
The college presidents have agreed to the additional growth plan.

Board approves local hire policy
| At its meeting of November 14, the SBCCD Board of Trustees unanimously approved policy number BP 6610 - To Create Opportunities for Local Hires and Local Businesses on District Capital Improvement and Construction Projects.
The policy establishes a minimum goal of 50% local workforce and 25% local contractors on all bond projects.
Last year, we implemented an enhanced outreach program to encourage local vendors to apply for work on SBCCD bond projects. We engaged the services of ADF Consulting, owned by Ms. Frances Grice, who has many years of successful accomplishments in this type of projects.
With the assistance of Frances Grice and our bond Program Manager, Kitchell/BRJ, we were able to significantly increase the number of local (Inland Empire) workers on our construction projects to an average of 71% for this past year.
The new policy will give the district even greater leverage in hiring local contractors and will require general contractors to submit a plan, as part of their proposal, as to how they are going to reach or exceed the goal.
This is a significant step in keeping bond money in the community and providing thousands of well-paying jobs to our local workforce.

SBCCD Trustees may vote to establish 7 districts at December meeting
| After two pubic hearings, the Board may decide to vote on a plan to reorganize into seven individual districts with a trustee to be elected from each district. This would replace the current "at-large" voting process now in place where each Trustee runs for office across our entire service area.
While the Board does not have to act on redistricting, it has been the recommendation of the consulting firm which specializes in applying the legal parameters to school districts that SBCCD should break-up into seven individual districts. An action item will be on the December 12th agenda for Board consideration.

District strategic planning process moves forward
|
The District Strategic Planning Committee (DSPC) is currently in the process of reviewing the Environmental Scan and historical data in order to develop specific District-wide goals, objectives and strategies.
At its most recent meeting, the Committee reviewed results of surveys conducted by various constituency groups. The next steps include categorizing the outcomes and establishing high-level goals for further development.
These processes will take into consideration a number of factors including Board Imperatives and Goals; goals, objectives and strategies developed at the colleges; and various other input including data contained in the Environmental Scan.
So far, the DSPC has identified six primary categories: Student Success, Enrollment & Access, Partnerships, Resources, Ethnic & Cultural Diversity, and District Culture.
To date, the majority of topics fall within the Student Success primary category. Within each primary category, the Committee will develop sub-categories, as needed, to address more specific goals, objectives and strategies. More primary categories may be added if required.
