Greetings!
I hope that your fall semester is going well. I am having a great time working with staff at the District Office and the colleges to move us along as we begin to recover from years of budget reductions and enrollment decline. As you can see from the chart below our district decreased from a high of 15,838 actual full-time-equivalent students (FTES) in 2009-2010 to 13,240 actual FTES last year in 2012-2013. Finally, we see an increase to 13,759 FTES this year which is made-up of two components. Thanks to Proposition 30, our funded base FTES increased by 298 FTES. In addition we have developed a district-wide "stretch" goal of an additional 300 FTES for a total of 13,759. Based on discussion from the state Chancellor's Office, some of the districts around the state may not be able to meet their funded FTES targets. If this happens AND SBCCD exceeds their funded base target, we can potentially earn additional dollars from the state. This is a small gamble that is worth the stakes. The added FTES has allowed us to increase course offerings by over 200 sections. This creates thousands of additional seats in classes at both campuses. Thank you for all you do for our students. Mr. Lawrence Strong
|
Lawrence Strong is the new Director of Internal Audits at SBCCD. Mr. Strong has 25 years combined experience in auditing, accounting operations, compliance, financial reporting and corporate lease administration. Most recently he worked as Assistant Controller at Hot Topic, Inc. where he had direct responsibility for internal audit, external financial reporting and other accounting operations.  |
Mr. Alfredo Cruz
| Mr. Alfredo Cruz is the new General Manager of KVCR Radio/TV. Mr. Cruz comes to us with years of experience in public media, having managed both community and institutional broadcast licenses. A nationally respected broadcaster, Mr. Cruz spent six years at WBGO, Newark, before coming west in the mid-90s to become a popular Southern California jazz host at KKJZ, Long Beach.  |
Chief Galvez
| Mr. Pierre Galvez is the new Chief of Police for the SBCCD. Mr. Galvez began his law enforcement career with the San Bernardino County Sheriff's Department as a patrol deputy at the Fontana Station. He was promoted to Detective and assigned to Crimes Against Children and Homicide. After his promotion to Sergeant, he was assigned to work Narcotics, FBI Bank Robbery Task Force and Criminal Intelligence. Most recently, Mr. Galvez was the Lieutenant of the SBCCD Police and then Interim Chief of Police.  |
Jose Torres
| Mr. Jose Torres is the new Director of Fiscal Services. Mr. Torres brings more than 16 years of fiance and management experience in the public and non-profit areas to his position. He joins SBCCD from the Housing Authority of San Bernardino, where he served as Vice President of Financial Services. We are happy to have these highly qualified individuals working in our district.

21 budding entrepreneurs in first EIOSB class

The Entrepreneur Institute of San Bernardino began its first

Entrepreneur students with Chancellor Bruce Baron, Matthew Isaac, Michael Assumma and Bruce Underwood
|
module in September. This not-for-credit program teaches students the skills necessary to become small business owners.
Through six short-term modules, the program will deliver skills in business plan development, marketing, financing, management, and what it takes to be an entrepreneur.
The program costs $395 for all six modules. Thanks to grants from the WalMart Foundation and Pacific Mercantile Bank, scholarships are available, with additional hours of mentoring, for those who cannot afford the fees.

I want to recognize the great staff members who were recognized at the October 12th Board meeting for having received Applause Cards. This important recognition is a pat-on-the-back for staff who have gone above-and-beyond to help a student, fellow faculty, or staff member.
The Board Agenda now includes what the recipient did to be recognized and who recognized them. There are some additional enhancements to the program that will be announced soon.

SBCCD applies for two major state grants
|
As part of the 2013-2014 state budget two initiatives were funded and SBCCD has applied to be the fiscal agent and administrative hub for each project.
The first is an $8 million grant to develop a common assessment and placement tool for all incoming students across the state.
The second, is a $16 million grant to develop a cost-effective online education system to be used state-wide. The objectives would be to increase access and services available to students in the online environment. By working as a system there are economies of scale that can be achieved to increase our purchasing power and improve service to students.
We hope to know about both grants by November.

SBCCD budget model to be studied
| This fall, the District Budget Committee, working with representatives from the College Brain Trust and Tim Oliver the Interim Vice Chancellor for Finance, will be reviewing the budget model to determine if changes should be recommended to address ongoing concerns.
The budget model, which was implemented in 2010, was a new type of process for SBCCD which did not have a documented, transparent procedure for the allocation of revenues to the college campuses. The budget model will be studied to determine if it adequately incorporates the appropriate factors that provides an equitable allocation strategy for our two colleges.
In addition, there are aspects of the model that have never been put into practice which need to be analyzed. The consultants have many years experience working within the California Community College system and understand the fiscal workings of our colleges and district office services.
There will be a special "kick-off" meeting of all budget committees (District, CHC and SBVC) on Monday, November 4th at 1:00 p.m.

SBCCD Trustees to consider changing from "at large" voting to district voting
| At a special Board meeting on Tuesday, October 29th, the SBCCD Board of Trustees will hear a final wrap-up presentation from its consultants on how it should best meet the legal obligations of the California Voters Rights Act.
After two pubic hearings, the Board may decide to vote on a plan to reorganize into seven individual districts with a trustee to be elected from each district. This would replace the current "at-large" voting process now in place where each Trustee runs for office across our entire service area.
While the Board does not have to act on redistricting, it has been the recommendation of the consulting firm which specializes in applying the legal parameters to school districts that SBCCD should break-up into seven individual districts.

What do we talk about at Chancellor's Cabinet?
| Twice a month, the Chancellor meets with his top leadership to discuss a variety of topics of interest to all participants. The Cabinet includes the two college presidents, the Vice Chancellors for Fiscal Services and Human Resources and the Associate Vice Chancellor for Technology and Educational Support Services. Most of the topics are at early discussion stages and input is required for further process or decision-making consideration.
At this week's meeting discussion was held on several topics. Among them:
- Proposal to update Human Resources Staffing Plan.
- Status of the Measure M bond program.
- Standards for door hardware and security.
- November 4th joint meeting of district and college budget committees with consultants to discuss project to review budget model.
- State grant applications.
- Proposed enhancements to Caring Hands Applause Cards.
- Regional process for discussion of the future of Adult Schools.
- 2014 Board of Trustees calendar.
- Work of the Sustainability Committee.
- Legal requirements regarding use of college facilities.
- Holding Board meetings on campuses: March at SBVC and April at CHC.
- Health Care Reform
