Vice Chancellor Ng to leave SBCCD

Charlie Ng is a very focused individual. Not only is he focused on his important work here at SBCCD, he is also focused on the long-range plans for his family. Charlie has long considered moving, if not retiring, to a location in or around San Diego. Charlie was not looking to leave SBCCD...until the position of Vice President for Business and Administrative Services became available at Mira Costa College, located in Oceanside, CA. Mira Costa presented an interesting and exciting career opportunity for Charlie. Last Friday, Charlie accepted a conditional offer to become their next Vice President for Business and Administrative Services, contingent upon Board approval. He will begin the new job on July 1, 2013. I am already thinking about his replacement. Charlie has been a great asset to the district and his accomplishments and contributions are too numerous to list. I know we all wish Charlie well as he moves into this new phase of his professional and personal journey.

Proposed Change in SBCCD budget model goes back to shared governance |
After about five weeks of hearing from CHC and SBVC staff, I decided to not implement the change in the SBCCD budget model this year, even though the Chancellor currently has the authority to change the allocation. However, I recognize that any change that sets a precedent or affects future funding for the campuses requires a collegial consultation process that is data driven and transparent. We must ask ourselves, what are the decision points that suggest a change in funding percentages? Is it growth in surrounding communities; historic underfunding; economy of scale; need to fill new facilities? All of the above?
I will formally charge the District Budget Committee with developing a formula and a process for change to the allocation percentage. I would like to see this completed by the end of fall 2013.
That way, if the process results in a recommended change in the allocation formula there would be time for implementation in the 2014-2015 budget.
For 2013-2014 there is still a need for CHC to have an increased allocation of about $300,000 to meet their current commitments and to move toward the comprehensive campus status. This would need to be allocated from district reserves.
We will have more information on this at the Board of Trustees Budget Workshop on May 30th at about 4pm (immediately following the 3pm closed session).

Unfortunately, the pool did not give us a new president. I am considering a long-term interim appointment that can take us through accreditation. I will have more information soon.
VP Instruction
Dr. Haragewen Kinde has accepted an offer to be the next SBVC Vice President for Instruction. We will seek Board approval at the May 30th Board meeting, which is primarily a budget study session. If Board approves the assignment will become effective immediately. Congratulations, Dr. Kinde!
VP for Administrative Services
The open recruitment period for this position has closed and the screening committee is meeting this week. SBVC will hopefully have a Vice President for Administrative Services on July 1.

State Senate "sweetens" Governor's budget for community colleges
|
The Senate accepted the Governor's revised May budget proposal which included additional funding for community college access (+1.63%), COLA (1.57%), and $50 million in Student Success and Support (we can expect around $500,000 from that pot).
In addition, the Senate also recommended additional funds for the 2013-2014 fiscal year:
- $25 million for EOPS
- $25 million for DSPS
- $7.8 million for CalWORKs
- $2.4 million for PT faculty office hours
- $333,000 for PT faculty health insurance
- $1.3 million for CARE
- $97,000 for Academic Senate
- $598,000 for Financial Aid administration.
Also, the Senate recommended one-time funding for:
- $12 million for maintenance
- $12 million for instructional equipment
- $6 million for professional development
The Senate supported the Governor's $16.9 million online initiative with some additional reporting language.
There was no action on the Governor's proposal for local agencies to review the delivery of adult education and devise a plan.
Overall, the Senate added $30 million in one-time funding and $63 million in ongoing funding to the Governor's May revise proposal.
