Happy Friday!
This has been quite an election with some good news and some bad news, depending on your point of view.
The good news that we all can agree upon is the passage of Proposition 30. While this eliminates the threat of an additional $4.3 million in budget cuts, we are not out of the woods.
The final budget passed with a structural deficit of $4.1 million. This number has been modified since that time to about $3 million which will be covered this year only by the fund balance reserves.
By July 1, 2013, we must have a balanced district budget. Chancellor's Cabinet (college presidents, vice chancellors and associate vice chancellor) will be meeting to discuss options. Aside from district-wide or district office recommendations, each college will be asked to reduce their expenditures by the amount to be determined using their existing budget processes.
We know that KVCR must be off the general fund and self-sufficient by July 1, 2013, which will save almost $1 million. Freezing certain vacant positions will save at least $500,000 in salary and benefits.
The remaining savings must come from other areas of the budget or from additional revenue, and there are many ideas on the table right now.
Many of you have been asking about the possibility of another SERP. Current thinking is not favorable for a SERP because it requires not filling a majority of retirement positions to achieve enough savings.
Since Proposition 30 has passed there will be some small growth to our FTES funding. The loss of full-time faculty positions at this time may jeopardize our compliance with the 50% law and the Faculty Obligation Number (FON).
For those who are considering retirement, it would be a safe bet to factor out a SERP for the foreseeable future.
I will keep you posted as new information develops. Meanwhile, we can celebrate the passage of Proposition 30.

Inland Empire Media Academy (I.E.M.A.) Fundraiser

Last week, the I.E.M.A. held its first ever fundraiser in partnership with the SBVC Foundation and other friends. We are very proud of this partnership between K-12, SBCCD, and CSUSB to develop talent with interest in the communications fields of film making, television, radio, and news broadcasting. This program has generated a lot of excitement in the community and has been a real boost for the R.F.T.V.
Winning entries from the first annual Student Film Festival have been showing on KVCR television.
Congratulations to Dr. Dusick and students.
