Lt. Governor Polito signed a Community Compact with local officials from Halifax at Town Hall Sept 15. Compacts are an opportunity for cities and towns to choose their own best practices that they'd like to implement, and in turn, the state provides resources and incentives to help them.



 From the Commonweath website: The Community Compact is a voluntary, mutual agreement entered into between the Baker-Polito Administration and individual cities and towns of the Commonwealth. In a Community Compact, a community will agree to implement at least one best practice that they select from across a variety of areas. The community's chosen best practice(s) will be reviewed between the Commonwealth and the municipality to ensure that the best practice(s) chosen are unique to the municipality and reflect needed areas of improvement. Once approved, the written agreement will be generated and signed by both the municipality and the Commonwealth. The Compact also articulates the commitments the Commonwealth will make on behalf of all communities.


How does a Community Compact work? What is the obligation of my community?
Communities will self-identify the best practice(s) from the list on the Community Compact website. The community's chosen best practice(s) will be reviewed between the Commonwealth and the municipality to ensure that the best practice(s) chosen are unique to the municipality and reflect needed areas of improvement. Once approved, the written agreement will be generated and signed by both the municipality and the Commonwealth. The municipal leader will be required to sign and authorize the Compact for a community. Those communities participating in the Community Compact will, over a two-year period, implement the best practice(s) they selected when entering into the Compact. Resources for technical assistance from the Commonwealth will be prioritized for those communities entered into a Compact and seeking to implement their best practice(s). The Division of Local Services serves as the primary point of entry for communities looking for resources in best practice development and implementation.

What is the obligation of the Commonwealth?

The Commonwealth's commitments are found on the Community Compact website. In addition, the Commonwealth will offer incentives to communities for entering into a Community Compact, including prioritizing Commonwealth technical assistance resources to help reach your chosen best practice(s). Extra points on certain grants, and a grant program specifically for Compact communities, are also incentives included for participation in the program.

HALIFAX WILD ANIMAL FARM
1955-1958
 
          I have been asked many times over the years if I had any information on the Wild Animal Farm that was located here in Halifax. Although I can say I visited "Chase's Wild Animal Farm," and remember stories our father told us about having to help chase and capture animals that escaped, I can't say I really remember that much about it. When an animal decided to "escape," the Halifax Fire Department was called in to round up the "wild beast."
            There are Halifax residents out there who can tell us their stories and I am hoping after reading this article, they will come forward and share them with me so they can be added to a file at the museum. I am also looking for copies of photos that might be in old family albums.
            The Historical Society has 2 pennants from Chase's Wild Animal Farm and I thought that was about it until I recently came across an old Silver Lake News article with a great story about the animal farm that I wish to share with everyone.

(This article was written by Marla Marek, a staff member of the newspaper. The story was published in the October 7, 1976 issue.)
 
            "Somewhere beneath the sod of what is now the Halifax Country Club a hippopotamus was laid to rest some 20 years ago. Before his sudden illness and unfortunate demise, he was a resident of Halifax Wild Animal Farm.
            The farm existed between the years of 1955 and 1958 on the part of the country club now used for outings.  In fact, the outing pavilion was once the concession stand for the farm.
            Roger Sturtevant of Halifax, who was assistant foreman at the farm during these years, told the story of the farm to the SLN:  "The basic reason for the farm's existence was the wholesale buying of animals in South America and Africa.  It was a holding area from which animals were distributed to zoos, circuses, and wild animal farms thoroughout the country."
            Among the varieties of animals at the farm, Sturtevant said, were giraffes, camels, elephants, rhinoceroses, hippopotamuses, llamas, moose, elk, 18 varieties of monkeys, apes, baboons, seven varieties of deer, and birds of all descriptions from parakeets to ostriches and emus.
            Once a year the owner of the farm, Charles Chase, would go to Africa to collect the animals.  He would bring specific orders for animals from circuses and zoos and would then relay the orders to his trappers and collectors throughout Africa and South America.
            After the animals were secured, they were shipped to Florida for a two-week quarantine period.  From Florida they were air-freighted to Logan Airport, then trucked down to the farm.  There, they were held for display or until they were resold.
            The feeding of the animals was a huge problem said Sturtevant.  "To economically maintain the number of animals we had, we became dependent on fruit markets in Brockton and local supermarkets for bargain greens," he said.
          To help with the cost of maintaining the animals, the farm was open to visitors daily from the first of June to Labor Day and weekends into the fall."

Looking for citizens to serve on Halifax's Agricultural Commission

The Massachusetts Attorney General's Office has approved the Town's by-law establishing a seven-person Halifax Agricultural Commission.  
Six of the members are to be from the active farming community and there will be one resident at large of Halifax.
The members shall serve as facilitators for encouraging the pursuit of agriculture in Halifax, shall promote agricultural-based economic opportunities in Town, shall act as advocates, educators, and/or negotiators on farming issues, shall work for preservation of prime agricultural lands, and shall pursue all initiatives appropriate to creating a sustainable agricultural community.
Residents interested in serving on the Agricultural Commission should download the "Talent Bank" form from the Town's web site and return it to the Board of Selectmen's Office or call the Office at 781-294-1316 by no later than September 29.

 A workshop will be held on the feasibility of installing automated controls at the Brockton Dam on Stump Brook in Halifax. This is one of several possible projects that could help improve the water quality of Monponsett Pond.
